【摘要】：人類邁進(jìn)21世紀(jì),經(jīng)濟(jì)全球化發(fā)展迅猛、科學(xué)技術(shù)日新月異,然而,環(huán)境污染、生態(tài)惡化等問(wèn)題也日漸嚴(yán)重。生態(tài)環(huán)境問(wèn)題已不是單一的治理或保護(hù)環(huán)境問(wèn)題,而是一個(gè)與人們的生產(chǎn)方法、生活方式與消費(fèi)方式密不可分,涉及一個(gè)國(guó)家的經(jīng)濟(jì)、政治、社會(huì)穩(wěn)定等諸方面,事關(guān)人類未來(lái)前途與命運(yùn)的大問(wèn)題。生態(tài)環(huán)境危機(jī)催生著一種新的文明形式——生態(tài)文明的產(chǎn)生,它已成為人類關(guān)注的焦點(diǎn)。黨的十八大報(bào)告提出:“建設(shè)生態(tài)文明,是關(guān)系人民福祉、關(guān)乎民族未來(lái)的長(zhǎng)遠(yuǎn)大計(jì)”、“必須樹(shù)立尊重自然、順應(yīng)自然、保護(hù)自然的生態(tài)文明理念,把生態(tài)文明建設(shè)放在突出地位,融入經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)各方面和全過(guò)程,努力建設(shè)美麗中國(guó),實(shí)現(xiàn)中華民族永續(xù)發(fā)展�！盵1]當(dāng)代中國(guó)生態(tài)文明建設(shè)正處在一個(gè)新發(fā)展階段,亟需結(jié)構(gòu)合理、科學(xué)規(guī)范的制度體系“保駕護(hù)航”�？梢哉f(shuō),制度建設(shè)作為生態(tài)文明建設(shè)的重中之重,標(biāo)志著生態(tài)文明建設(shè)水平的提高程度,因此,加強(qiáng)生態(tài)文明制度建設(shè)與改善生態(tài)環(huán)境質(zhì)量同等重要。本文以馬克思主義的生態(tài)文明思想為指導(dǎo),在當(dāng)今國(guó)際、國(guó)內(nèi)生態(tài)文明建設(shè)的大背景下考量浙江生態(tài)文明建設(shè);通過(guò)分析浙江生態(tài)文明制度建設(shè)的發(fā)展歷程、現(xiàn)實(shí)基礎(chǔ)、創(chuàng)新實(shí)踐,概括總結(jié)浙江生態(tài)文明制度建設(shè)的經(jīng)驗(yàn)教訓(xùn)、找出存在的問(wèn)題癥結(jié);嘗試在法律機(jī)制、經(jīng)濟(jì)激勵(lì)機(jī)制、教育傳播機(jī)制、考核評(píng)價(jià)體制建設(shè)等方面,探求進(jìn)一步推進(jìn)浙江生態(tài)文明制度建設(shè)的路徑和對(duì)策,旨在為浙江生態(tài)文明建設(shè)提供理論支持、為相關(guān)政府部門制定政策提供決策依據(jù)。
[Abstract]:With the rapid development of economic globalization and the rapid development of science and technology in the 21st century, however, environmental pollution and ecological deterioration are becoming more and more serious. The problem of ecological environment is no longer a single problem of governance or protection of the environment. It is one that is inextricably linked to people's methods of production, way of life and way of consumption. It involves the economic, political and social stability of a country. The ecological environment crisis has spawned a new form of civilization, ecological civilization, which has become the focus of human attention. The report of the 18th National Congress of the Communist Party of China put forward: "Building ecological civilization," It is a long-term plan concerning the well-being of the people and the future of the nation. "We must establish the concept of ecological civilization that respects nature, complies with nature, protects nature, puts the construction of ecological civilization in a prominent position and integrates it into economic construction, political construction, and cultural construction," he said. In all aspects and throughout the process of social construction, we should strive to build a beautiful China and realize the sustainable development of the Chinese nation. "[1] the construction of ecological civilization in contemporary China is at a new stage of development, and it is in urgent need of a reasonable structure," he said. It can be said that the construction of the system, as the most important part of the construction of ecological civilization, marks the improvement of the level of the construction of ecological civilization. It is equally important to strengthen the construction of ecological civilization system and to improve the quality of ecological environment. Under the guidance of Marxist thought of ecological civilization, this paper considers the construction of ecological civilization in Zhejiang Province under the background of international and domestic ecological civilization construction. By analyzing the development course, realistic foundation and innovative practice of Zhejiang ecological civilization system construction, this paper sums up the experience and lessons of Zhejiang ecological civilization system construction, finds out the crux of the existing problems, tries to find out the crux of the existing problems, and tries to find out the legal mechanism and economic incentive mechanism. In order to provide theoretical support for the construction of ecological civilization in Zhejiang Province, this paper explores the path and countermeasures to further promote the construction of ecological civilization system in Zhejiang Province in the aspects of educational dissemination mechanism, evaluation and evaluation system construction, and so on. To provide decision basis for relevant government departments to formulate policies.
