【摘要】：探索城鎮(zhèn)化演進(jìn)的邊際污染效應(yīng)極限,對(duì)指導(dǎo)城鎮(zhèn)化健康、可持續(xù)發(fā)展具有重要意義。論文以安徽省為例,選取工業(yè)廢水等8項(xiàng)指標(biāo),采用熵權(quán)賦值法,對(duì)污染綜合指數(shù)進(jìn)行了評(píng)價(jià);運(yùn)用LMDI分解模型,對(duì)城鎮(zhèn)化進(jìn)程引致的污染效應(yīng)進(jìn)行了測(cè)算;基于經(jīng)濟(jì)學(xué)邊際理論,構(gòu)建了城鎮(zhèn)化進(jìn)程邊際污染效應(yīng)變化率模型,通過最佳擬合優(yōu)度曲線估算及曲線拐點(diǎn)求導(dǎo)判別方法,對(duì)城鎮(zhèn)化進(jìn)程邊際污染效應(yīng)極限及演化趨勢(shì)進(jìn)行了測(cè)度,結(jié)果表明:1)污染綜合指數(shù)由2000年的0.153 0上升至2012年的0.645 3;2)城鎮(zhèn)化進(jìn)程邊際污染效應(yīng)由2001年的0.006 3增至2012年的0.012 5,兩者呈同向增長態(tài)勢(shì);3)2020年城鎮(zhèn)化進(jìn)程累計(jì)邊際污染效應(yīng)將達(dá)0.379;4)城鎮(zhèn)化進(jìn)程邊際污染效應(yīng)變化率曲線呈正N型,第一極值點(diǎn)出現(xiàn)于2004—2005年,第二極值點(diǎn)出現(xiàn)于2013年,目前,城鎮(zhèn)化進(jìn)程邊際污染效應(yīng)處于第二極值點(diǎn)右側(cè)上升通道。論文基于城市發(fā)展理論對(duì)研究結(jié)果進(jìn)行了機(jī)理解析,并從依靠科技創(chuàng)新、實(shí)現(xiàn)城鎮(zhèn)化發(fā)展方式由要素驅(qū)動(dòng)向創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)變等4個(gè)方面提出了政策建議。
[Abstract]:It is of great significance to explore the limit of marginal pollution effect of urbanization evolution for guiding the healthy and sustainable development of urbanization. Taking Anhui Province as an example, 8 indexes, such as industrial wastewater, are selected, and entropy weight assignment method is adopted. The pollution comprehensive index is evaluated, the pollution effect caused by urbanization process is calculated by using LMDI decomposition model, and the change rate model of marginal pollution effect in urbanization process is constructed based on economic marginal theory. The limit of marginal pollution effect and the evolution trend of urbanization process are measured by estimating the curve of optimum fit and determining the inflection point of the curve. The results show that: 1) the composite index of pollution increased from 0.153 in 2000 to 0.645 3 in 2012) the marginal pollution effect of urbanization increased from 0.006 3 in 2001 to 0.012 5 in 2012. 3) the cumulative marginal pollution in the urbanization process in 2020. The change rate curve of marginal pollution effect in urbanization process is positive N-type. The first extreme appeared in 2004-2005 and the second in 2013. At present, the marginal pollution effect in the urbanization process is in the right rising channel of the second extreme point. This paper analyzes the mechanism of the research results based on the urban development theory. Policy suggestions are put forward from four aspects: depending on scientific and technological innovation to realize the transformation of urbanization development mode from factor driven to innovation driven.
