【摘要】：生態(tài)城市是可持續(xù)發(fā)展理念在城市建設(shè)過(guò)程中的具體體現(xiàn),是當(dāng)前實(shí)踐生態(tài)文明建設(shè)的重要載體和基石,是人類與自然和諧相處的發(fā)展模式,也是我國(guó)實(shí)施可持續(xù)發(fā)展戰(zhàn)略的必然選擇。在此背景下,探討泉州生態(tài)市建設(shè)應(yīng)對(duì)對(duì)策,促使泉州市在推進(jìn)國(guó)家級(jí)生態(tài)市建設(shè)過(guò)程中,有重點(diǎn)、有步驟地解決相關(guān)問(wèn)題,對(duì)泉州早日建成國(guó)家級(jí)生態(tài)市,盡早實(shí)現(xiàn)生態(tài)宜居幸福城和“百姓富、生態(tài)美”的美麗泉州具有重要的理論與實(shí)踐意義�；诖�,本文嘗試將泉州市生態(tài)市建設(shè)置于生態(tài)文明的研究視野,通過(guò)梳理泉州生態(tài)市建設(shè)的背景和基礎(chǔ),以及生態(tài)市建設(shè)的規(guī)劃及其初步成效,剖析泉州生態(tài)市建設(shè)中所面臨的問(wèn)題及其原因,同時(shí)在借鑒國(guó)內(nèi)外在生態(tài)城市建設(shè)方面的經(jīng)驗(yàn)教訓(xùn)的基礎(chǔ)上,重點(diǎn)探討了對(duì)泉州生態(tài)市建設(shè)具體可行的對(duì)策和建議。我們認(rèn)為,在生態(tài)文明視野下,泉州市生態(tài)城市建設(shè)需在理念上實(shí)現(xiàn)從傳統(tǒng)工業(yè)文明向生態(tài)文明的轉(zhuǎn)換;與此相適應(yīng),在具體措施上,應(yīng)當(dāng)反思過(guò)去完全依靠政府的單一主體模式,而應(yīng)分別從政府、企業(yè)和公眾三個(gè)主體予以考察,厘清各自所應(yīng)承擔(dān)的責(zé)任,最終形成以政府為主導(dǎo),企業(yè)和公眾廣泛參與的多元互動(dòng)模式,才能從根本上推動(dòng)泉州市生態(tài)市建設(shè)的順利進(jìn)行。
[Abstract]:Eco-city is the concrete embodiment of the concept of sustainable development in the process of urban construction, the important carrier and cornerstone of the current practice of ecological civilization construction, and the development mode of harmonious coexistence between human beings and nature. It is also an inevitable choice for our country to implement the strategy of sustainable development. Under this background, this paper probes into the countermeasures for the construction of Quanzhou ecological city, and urges Quanzhou to solve the related problems step by step in the process of promoting the construction of national ecological city. It is of great theoretical and practical significance for Quanzhou to establish a national ecological city as soon as possible, to realize ecologically livable and happy city as soon as possible, and to realize the beautiful Quanzhou with "people rich and ecological beauty". This paper tries to put the construction of ecological city in Quanzhou as the research field of view of ecological civilization, through combing the background and foundation of the construction of ecological city in Quanzhou, as well as the planning and preliminary results of the construction of ecological city in Quanzhou. This paper analyzes the problems and causes in the construction of the ecological city in Quanzhou, at the same time, on the basis of drawing lessons from the experience and lessons in the construction of the ecological city at home and abroad, it emphatically discusses the concrete and feasible countermeasures and suggestions for the construction of the ecological city in Quanzhou. In the view of ecological civilization, the construction of ecological city in Quanzhou should realize the transformation from traditional industrial civilization to ecological civilization in concept. We should examine the government, enterprises and the public separately, clarify their respective responsibilities, and finally form a multi-mode of interaction, which is dominated by the government and widely participated by enterprises and the public. In order to fundamentally promote the construction of the ecological city of Quanzhou smooth progress.
