【摘要】：京津冀協(xié)同發(fā)展已經(jīng)上升為國(guó)家發(fā)展戰(zhàn)略,能源資源和環(huán)境問(wèn)題是三地協(xié)同解決的重點(diǎn)。文章在運(yùn)用對(duì)數(shù)平均迪式指數(shù)分解法(LMDI法)分析了影響三地產(chǎn)業(yè)碳排放強(qiáng)度的技術(shù)效應(yīng)、能源替代效應(yīng)、部門結(jié)構(gòu)變化效應(yīng)、產(chǎn)業(yè)結(jié)構(gòu)變化效應(yīng)及碳密度效應(yīng)等作用的差異性的基礎(chǔ)上,找出了三地在制造業(yè)效應(yīng)、能源效應(yīng)及技術(shù)效應(yīng)上存在互補(bǔ)性、在第二產(chǎn)業(yè)效應(yīng)上存在相抵性,探索了三地協(xié)同實(shí)現(xiàn)峰值、能源強(qiáng)度和顆粒物排放等"三控"目標(biāo)的路徑和作用潛力,并有針對(duì)性的提出了京津冀制造業(yè)內(nèi)部之間的整體搬家、第二產(chǎn)業(yè)與外部對(duì)接、建立京、冀能源合作平臺(tái)、各地技術(shù)上的借智創(chuàng)新和股份合作模式等協(xié)同實(shí)現(xiàn)綠色低碳發(fā)展的建議對(duì)策。
[Abstract]:The coordinated development of Beijing, Tianjin and Hebei has become a national development strategy. The energy resources and environment problems are the key points of the three places' cooperative solution. This paper analyzes the technical effects, the energy substitution effects, the sector structure change effects on the carbon emission intensity of the three real estate industries by using the logarithmic average index decomposition method (LMDI method). On the basis of the difference of the effects of industrial structure change and carbon density, the paper finds out that the three places are complementary in manufacturing, energy and technology, and offset in secondary industry. This paper explores the path and potential of "three control" targets, such as peak value, energy intensity and particulate matter emission, and puts forward the overall relocation within the manufacturing industry of Beijing-Tianjin-Hebei, the docking of the secondary industry with the outside, and the establishment of Beijing. Hebei energy cooperation platform, local technological innovation and share cooperation model to achieve green low-carbon development of the proposed countermeasures.
