【摘要】：在當(dāng)前我國(guó)生態(tài)環(huán)境問(wèn)題日益嚴(yán)峻的形勢(shì)下,環(huán)境治理逐漸成為各界共同關(guān)注的議題,政府、市場(chǎng)與社會(huì)不同程度的失靈,使得傳統(tǒng)的環(huán)境監(jiān)管體制陷入了無(wú)力的境地。在全面深化改革的歷史新階段,通過(guò)頂層設(shè)計(jì)、地方政府改革與社會(huì)創(chuàng)新,我國(guó)的環(huán)境治理體制正在重構(gòu),即在多元主體共同參與治理的理念下,探索市場(chǎng)、協(xié)商、倡導(dǎo)和賦權(quán)等機(jī)制,共享生態(tài)文明建設(shè)的成果與價(jià)值。
[Abstract]:Under the increasingly severe ecological environment problems in our country, environmental governance has gradually become a common concern of all walks of life. The government, market and society are failing to varying degrees. In the new stage of comprehensively deepening the reform, through top-level design, local government reform and social innovation, China's environmental governance system is being reconstructed. That is to explore the mechanism of market consultation advocacy and empowerment in order to share the achievement and value of ecological civilization construction under the concept of multiple subjects participating in governance.
