【摘要】：溫室氣體減排是調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、轉(zhuǎn)變經(jīng)濟(jì)方式的重要抓手和突破口,在經(jīng)濟(jì)"新常態(tài)"和國家確定應(yīng)對氣候變化國家自主貢獻(xiàn)的背景下,溫室氣體減排責(zé)任需要進(jìn)一步調(diào)整。文章在分析我國溫室氣體減排工作現(xiàn)狀的基礎(chǔ)上,提出我國現(xiàn)行溫室氣體減排工作存在著責(zé)任主體錯配的問題,并相應(yīng)地給出調(diào)整地區(qū)溫室氣體減排責(zé)任主體的建議。包括轉(zhuǎn)變溫室氣體減排核算方法,突出從生產(chǎn)端轉(zhuǎn)向消費(fèi)端核算;加強(qiáng)能源就地轉(zhuǎn)換,提高溫室氣體減排的效率;加大溫室氣體減排的投入,創(chuàng)新投入機(jī)制,設(shè)立溫室氣體減排專項(xiàng)基金;以碳排放交易為基礎(chǔ),建立能源生產(chǎn)地和能源消費(fèi)地的溫室氣體減排交流機(jī)制等。
[Abstract]:Greenhouse gas emission reduction is an important grasp and breakthrough in adjusting the economic structure and changing the economic mode. In the context of the "new normal" of the economy and the national independent contribution to the response to climate change, On the basis of analyzing the present situation of greenhouse gas emission reduction in China, the paper points out that there exists the mismatch of the main body of responsibility in the current greenhouse gas emission reduction work in China. The corresponding suggestions are given to adjust the main body responsible for greenhouse gas emission reduction, including changing the accounting method of greenhouse gas emission reduction, focusing on shifting from the production side to the consumer side accounting, strengthening the local energy conversion, and improving the efficiency of greenhouse gas emission reduction. Increasing the input of greenhouse gas emission reduction, innovating the input mechanism, setting up the special fund of greenhouse gas emission reduction, and establishing the exchange mechanism of greenhouse gas emission reduction in energy production and energy consumption area based on carbon emissions trading.
