【摘要】：環(huán)境治理"局部有效整體失效"是造成美麗中國建設(shè)陷入困境的重要原因。面對環(huán)境治理過度集權(quán)化、過度碎片化與監(jiān)管虛化并存的體制性困境,克服美麗中國建設(shè)中的"木桶短板"效應(yīng),當務(wù)之急是要以整體性、科學性、規(guī)范化、人性化為基本目標整體推進宏觀領(lǐng)域的環(huán)境精細化治理實踐。對于環(huán)境精細化治理,地方政府核心行動者的作用至關(guān)重要,因此需要通過目標和戰(zhàn)略設(shè)定、政策議程設(shè)置和環(huán)境問責制度設(shè)計,來有效規(guī)引核心行動者的激勵機制扭曲及相應(yīng)的動力衰竭與行為偏差。從宏觀層面推進環(huán)境精細化治理,需要從職能厘定、機構(gòu)設(shè)置、治理機制以及治理工具選擇等層面探索環(huán)境精細化治理從頂層設(shè)計到實際行動的有效途徑。
[Abstract]:The "partial effective overall failure" of environmental governance is an important reason for the difficulties in the construction of beautiful China. In the face of excessive centralization of environmental governance, excessive fragmentation and vacuity of supervision, there is an institutional dilemma. To overcome the "barrel short board" effect in the construction of beautiful China, the most urgent task is to promote the practice of environmental refinement and governance in the macro field with the basic goal of integrity, science, standardization and humanization. The role of the core actors in local government is crucial and therefore needs to be designed through goals and strategies, policy agenda setting and environmental accountability systems, To effectively regulate the distortion of the incentive mechanism of the core actors and the corresponding dynamic exhaustion and behavioral deviation. To promote the fine governance of the environment from the macro level, we need to define the function, set up the organization, The mechanism of governance and the choice of governance tools explore the effective ways from top-level design to practical action.
