【摘要】：近年來我國加快了城鎮(zhèn)化的進程,然而城鄉(xiāng)二元化社會結(jié)構(gòu)下,城鄉(xiāng)發(fā)展不均衡,農(nóng)村地區(qū)發(fā)展滯后;個別地區(qū)發(fā)展中過分側(cè)重經(jīng)濟GDP的發(fā)展,而忽視了綠色GDP的發(fā)展以及對生態(tài)環(huán)境的保護;相關(guān)環(huán)境立法的不夠完善,環(huán)境監(jiān)管和懲處力度不足。這些原因使得農(nóng)村環(huán)境出現(xiàn)了一些亟需研究和解決的問題。第一部分從相關(guān)的概念和理論基礎(chǔ)入手,對城鎮(zhèn)化的概念和發(fā)展;農(nóng)村的環(huán)境問題,包括農(nóng)業(yè)面源污染等概念;可持續(xù)發(fā)展理論,環(huán)境庫茲涅茨曲線等理論進行了概述。第二部分以上述概念和理論為基石,對我國農(nóng)村總體的環(huán)境問題進行了概述,這些問題包括生活垃圾任意傾倒、生活污水、廢氣任意排放;化肥和農(nóng)藥的過度施用導(dǎo)致農(nóng)業(yè)面源污染;農(nóng)業(yè)固廢污染日趨嚴重;工業(yè)污染影響農(nóng)村飲水和食品不安全;農(nóng)村生態(tài)系統(tǒng)惡化。通過對我國農(nóng)村環(huán)境總體問題的研究,結(jié)合相關(guān)資料和實際調(diào)查對本文研究區(qū)域泰安市的農(nóng)村環(huán)境現(xiàn)狀進行了概述,包括了生活垃圾處理;農(nóng)藥、化肥污染控制;農(nóng)業(yè)固廢處理狀況;工業(yè)污染對農(nóng)村環(huán)境的影響;畜禽養(yǎng)殖業(yè)污染情況調(diào)查這五個方面。第三部分,通過對我國農(nóng)村環(huán)境問題的調(diào)查,對目前農(nóng)村環(huán)境問題的內(nèi)因進行了分析,得出目前農(nóng)村環(huán)境問題的成因為:農(nóng)村環(huán)境問題法律體系不健全、政府監(jiān)管和處罰力度不足;農(nóng)村生產(chǎn)力和科技水平偏低;農(nóng)村污染治理等基礎(chǔ)設(shè)施不健全;農(nóng)民環(huán)保意識淡薄。第四部分,針對第二部分提出的問題以及第三部分分析的原因,提出了相應(yīng)的解決對策,包括:健全相關(guān)法律法規(guī),加大執(zhí)法力度;提高農(nóng)業(yè)和農(nóng)村工業(yè)的科技水平,發(fā)展農(nóng)業(yè)循環(huán)經(jīng)濟;加快農(nóng)村環(huán)境規(guī)劃,統(tǒng)籌城鄉(xiāng)建設(shè);提高農(nóng)民的環(huán)境保護意識。
[Abstract]:In recent years, China has accelerated the process of urbanization. However, under the dual social structure of urban and rural areas, the development of urban and rural areas is not balanced, and the development of rural areas lags behind. In the development of individual regions, the development of economic GDP is too much emphasized, but the development of green GDP and the protection of ecological environment are neglected. The related environmental legislation is not perfect, the environmental supervision and punishment is not enough. These reasons make the rural environment appear some problems that need to be studied and solved. The first part starts with the related concepts and theoretical basis. The concept and development of urbanization; Environmental problems in rural areas, including the concept of agricultural non-point source pollution; The theory of sustainable development, environmental Kuznets curve and other theories are summarized. The second part summarizes the overall environmental problems in rural areas of China based on the above concepts and theories. These issues include the indiscriminate dumping of domestic waste, domestic sewage, and the arbitrary discharge of exhaust gases; Excessive application of fertilizers and pesticides leads to agricultural non-point source pollution; The pollution of agricultural solid waste is becoming more and more serious; Industrial pollution affects rural drinking water and food insecurity; The deterioration of rural ecosystem. Through the study of the overall problems of rural environment in China, combined with the relevant data and actual investigation, this paper summarizes the current situation of rural environment in Taian city, including the disposal of domestic waste. Pesticide, chemical fertilizer pollution control; Agricultural solid waste treatment; The impact of industrial pollution on rural environment; The third part, through the investigation of the rural environmental problems in China, the internal causes of the current rural environmental problems are analyzed. The causes of rural environmental problems are as follows: the legal system of rural environmental problems is not perfect, the government supervision and punishment is insufficient; The rural productivity and the level of science and technology are on the low side; Rural pollution control and other infrastructure is not perfect; Part 4th, aiming at the problems raised in the second part and the reasons for the analysis in the third part, the author puts forward the corresponding countermeasures, including: perfecting the relevant laws and regulations and strengthening the law enforcement; Improving the scientific and technological level of agriculture and rural industry and developing agricultural circular economy; Speeding up rural environmental planning and coordinating urban and rural construction; Improve farmers' awareness of environmental protection.
