【摘要】：濱海濕地是位于陸地生態(tài)系統(tǒng)與海洋生態(tài)系統(tǒng)交錯(cuò)的過(guò)渡地帶,具有獨(dú)立特殊功能的生態(tài)系統(tǒng)。濱海濕地的生態(tài)系統(tǒng)服務(wù)功能,在構(gòu)建可持續(xù)的、人與自然關(guān)系和諧發(fā)展的社會(huì)中,具有重要作用。近年來(lái),隨著經(jīng)濟(jì)和社會(huì)的迅速發(fā)展,人們對(duì)濱海濕地的保護(hù)管理意識(shí)日漸提高。由于自然因素和人為行動(dòng)的破壞,濱海濕地面積逐漸減少,生態(tài)功能不斷下降,對(duì)海洋生態(tài)安全造成了嚴(yán)重威脅。因此,濱海濕地生態(tài)系統(tǒng)服務(wù)功能價(jià)值提升推廣研究刻不容緩。通過(guò)對(duì)遼河三角洲濱海濕地生態(tài)系統(tǒng)在面積退化、污染嚴(yán)重、遭受干擾、法律法規(guī)方面的現(xiàn)狀分析,指出了目前存在的主要問(wèn)題包括濱海濕地面積減少、水利工程年久失修、生態(tài)系統(tǒng)不斷退化和人為干擾破壞嚴(yán)重五個(gè)方面,存在問(wèn)題的主要原因是不合理地開(kāi)發(fā)利用、資金投入不足、管理機(jī)制不健全、河流水質(zhì)不斷惡化和公眾保護(hù)意識(shí)淡薄五個(gè)方面,本文針對(duì)濱海濕地目前的現(xiàn)狀、存在的問(wèn)題及原因,通過(guò)學(xué)習(xí)借鑒國(guó)內(nèi)外提升濱海濕地生態(tài)系統(tǒng)功能價(jià)值的經(jīng)驗(yàn),結(jié)合建設(shè)美麗盤(pán)錦的發(fā)展前景,提出了遼河三角洲濱海濕地生態(tài)系統(tǒng)功能提升的對(duì)策,主要包括加強(qiáng)法律法規(guī)與執(zhí)法隊(duì)伍建設(shè)、建立生態(tài)效益補(bǔ)償制度、加強(qiáng)保護(hù)管理制度建設(shè)、建立污染防控監(jiān)督機(jī)制和加強(qiáng)監(jiān)督機(jī)制建設(shè)五個(gè)方面。本文通過(guò)對(duì)提升遼河三角洲濱海濕地生態(tài)系統(tǒng)功能價(jià)值的保護(hù)管理模式,在全國(guó)推廣的條件、實(shí)施的合理性、可行性分析,提出了推廣遼河三角洲濱海濕地生態(tài)系統(tǒng)功能提升研究的具體措施及注意的問(wèn)題。
[Abstract]:Littoral wetland is located in the transitional zone of terrestrial ecosystem and marine ecosystem with independent special function. The ecosystem service function of coastal wetland is sustainable. In the society where the relationship between man and nature develops harmoniously, it plays an important role. In recent years, with the rapid development of economy and society. Due to the destruction of natural factors and human actions, the area of coastal wetland is gradually reduced, and the ecological function is declining. Therefore, it is urgent to promote and popularize the value of coastal wetland ecosystem services. Through the degradation of coastal wetland ecosystem in the Liaohe River Delta, the pollution is serious. After being disturbed and analyzing the current situation of laws and regulations, the paper points out that the main problems at present include the reduction of coastal wetland area and the old disrepair of water conservancy projects. The main causes of the problems are unreasonable development and utilization, insufficient capital investment and imperfect management mechanism. The river water quality continues to deteriorate and the public protection consciousness is weak in five aspects. This paper aims at the present situation of coastal wetland, existing problems and reasons. Through learning from the experience of improving the function of coastal wetland ecosystem at home and abroad and combining with the development prospect of constructing beautiful pan-brocade, this paper puts forward the countermeasures of improving the function of coastal wetland ecosystem in Liaohe River Delta. It mainly includes strengthening the construction of laws and regulations and law enforcement team, establishing ecological benefit compensation system, and strengthening the construction of protection management system. To establish pollution prevention and control supervision mechanism and strengthen the construction of the monitoring mechanism. This paper through the Liaohe River Delta coastal wetland ecosystem value of the protection and management model, the conditions for promotion in the country. The rationality and feasibility of the implementation are analyzed, and the measures and problems to be paid attention to are put forward to popularize the study of improving the ecosystem function of coastal wetland in Liaohe River Delta.
