【摘要】：作為低碳發(fā)展理念下的城市實(shí)踐,低碳城市的建設(shè)離不開政策的推動(dòng)和支持。文章從國(guó)家、地方和部門三個(gè)層面梳理了與低碳城市建設(shè)相關(guān)的政策,對(duì)中國(guó)低碳城市建設(shè)的政策演進(jìn)、政策創(chuàng)新、政策層次、政策類型等方面的特征進(jìn)行了分析。當(dāng)前,中國(guó)低碳城市建設(shè)政策整體上尚在形成之中,存在著政策體系不完整、政策結(jié)構(gòu)不合理、政策手段單一、政策執(zhí)行力度不足等問題,需要在城市低碳實(shí)踐中不斷完善。
[Abstract]:As the urban practice under the concept of low-carbon development, the construction of low-carbon cities can not be separated from the promotion and support of policies. This paper combs the policies related to the construction of low-carbon cities from the national, local and sectoral levels. This paper analyzes the characteristics of the policy evolution, policy innovation, policy level and policy type of low-carbon city construction in China. At present, the policy of low-carbon city construction in China as a whole is still under formation. There are some problems such as incomplete policy system, unreasonable policy structure, single policy means, insufficient policy implementation and so on, which need to be perfected in urban low-carbon practice.
