【摘要】：造紙企業(yè)是對(duì)環(huán)境污染比較嚴(yán)重的行業(yè),由于其起始技術(shù)含量比較低,因此小作坊小造紙比較多,這就給周圍的環(huán)境帶來嚴(yán)重的不良影響。通過建設(shè)造紙企業(yè)節(jié)能減排項(xiàng)目,可以有效的遏制造紙企業(yè)的不良擴(kuò)張和對(duì)環(huán)境的不良影響,但是造紙企業(yè)節(jié)能減排項(xiàng)目是一項(xiàng)技術(shù)含量相對(duì)較高的項(xiàng)目,企業(yè)在上馬建設(shè)節(jié)能減排項(xiàng)目時(shí)必須進(jìn)行相關(guān)論證。本文圍繞造紙企業(yè)節(jié)能減排項(xiàng)目建設(shè),首先就相關(guān)的理論進(jìn)行了分析探討,找出了支持本文的四大理論基礎(chǔ),并在這些理論基礎(chǔ)上進(jìn)行了延伸,為構(gòu)建本文的造紙企業(yè)節(jié)能減排項(xiàng)目評(píng)價(jià)體系做了充足的準(zhǔn)備；接著通過對(duì)節(jié)能減排項(xiàng)目的相關(guān)綜述,論述了造紙企業(yè)節(jié)能減排項(xiàng)目評(píng)價(jià)的重要性,并從技術(shù)經(jīng)濟(jì)評(píng)價(jià)、資源環(huán)境評(píng)價(jià)、社會(huì)價(jià)值評(píng)價(jià)三個(gè)方面進(jìn)行了分析,構(gòu)建了造紙企業(yè)節(jié)能減排項(xiàng)目評(píng)價(jià)指標(biāo)體系；最后在構(gòu)建造紙企業(yè)節(jié)能減排項(xiàng)目評(píng)價(jià)指標(biāo)體系評(píng)價(jià)方法上,結(jié)合相關(guān)理論基礎(chǔ),構(gòu)建了評(píng)價(jià)體系綜合模型,為企業(yè)最終決策提供了方法和依據(jù)。本文研究成果可以作為國(guó)家開展造紙企業(yè)節(jié)能減排項(xiàng)目建設(shè)評(píng)價(jià)標(biāo)準(zhǔn)和制定相關(guān)規(guī)則的重要依據(jù),也可以作為造紙企業(yè)節(jié)能節(jié)能減排項(xiàng)目良性建設(shè)與運(yùn)營(yíng)的參考和規(guī)范。
[Abstract]:Papermaking enterprise is a serious environmental pollution industry, because of its relatively low initial technology content, so small workshop small paper more. This will bring serious adverse effects to the surrounding environment. Through the construction of energy saving and emission reduction projects in papermaking enterprises, we can effectively curb the bad expansion of paper enterprises and the adverse impact on the environment. However, the energy saving and emission reduction project of papermaking enterprises is a relatively high technical content of the project, enterprises in the construction of energy conservation and emission reduction projects must be related to the demonstration. This paper focuses on the construction of energy saving and emission reduction projects in papermaking enterprises. First of all, the related theories are analyzed and discussed, and the four theoretical bases supporting this paper are found, and extended on the basis of these theories. In order to set up the evaluation system of energy saving and emission reduction project of paper industry in this paper, we have made sufficient preparations; Then through the related summary of energy-saving and emission reduction projects, this paper discusses the importance of the evaluation of energy-saving and emission reduction projects in papermaking enterprises, and analyzes from three aspects: technical and economic evaluation, resource and environmental evaluation, and social value evaluation. The evaluation index system of energy saving and emission reduction project in papermaking enterprise is constructed. Finally, on the evaluation method of energy saving and emission reduction project evaluation index system in paper industry, combined with the relevant theoretical basis, the comprehensive evaluation system model is constructed. The research results of this paper can be used as an important basis for the country to carry out the evaluation standard of energy saving and emission reduction projects of paper industry and to formulate the relevant rules. It can also be used as a reference and standard for the benign construction and operation of energy saving and emission reduction projects in papermaking enterprises.
