【摘要】：改革開放以來,我國城市每年產(chǎn)生的垃圾重量正在以8%的速度飛快地增長。這樣的增長一方面影響了城鎮(zhèn)的市容,拉低了人們的生活質(zhì)量；另一方面垃圾處理的滯后對(duì)自然環(huán)境和居民的身體健康也構(gòu)成了嚴(yán)重的損害。遺憾的是,長期以來,我國生活垃圾綜合處理管理一直以傳統(tǒng)的事業(yè)型管理模式為主,即集投資和建設(shè)為一體的政府管理模式。在此模式下,生活垃圾處理的費(fèi)用主要以政府出資財(cái)政撥款,這種模式投資主體過于單一,融資渠道窄小使得生活垃圾處理資金投資和需求之間的矛盾越來越嚴(yán)重。在這種情況下,BOT模式作為一種新型的項(xiàng)目開發(fā)模式被引入到了我國,隨后該模式在我國的道路、橋梁、污水處理等方面取得了理想的效果,為了拓寬其使用范圍,又將其應(yīng)用到了垃圾處理領(lǐng)域,BOT模式不僅能夠緩解資金短缺,擴(kuò)寬項(xiàng)目的融資渠道,而且還能夠注入一定的社會(huì)資本,從而形成較好的競(jìng)爭局面。但是,BOT模式在使用時(shí)也會(huì)帶來一些問題,如BOT的相關(guān)制度不健全,收費(fèi)制度難以落實(shí)等,鑒于上述的問題,因此應(yīng)用研究BOT模式在生活垃圾綜合處理項(xiàng)目應(yīng)用有著非常重要的意義。本文的分析方法采用理論結(jié)合實(shí)際的方式,即理論研究和實(shí)際案例相結(jié)合,先是介紹了BOT相關(guān)理論及城市生活垃圾處理的相關(guān)概念,并以此作為理論依據(jù)去分析城市生活垃圾處理的BOT模式應(yīng)用。其次,概括介紹并分析了我國城市生活垃圾處理現(xiàn)狀并對(duì)存在的問題。再次,論文通過對(duì)“H市生活垃圾處理”案例進(jìn)行分析,說明了該BOT模式在生活垃圾綜合處理的可行性。此外,針對(duì)垃圾焚燒廠出現(xiàn)的經(jīng)濟(jì)效益差等問題,提出了改革現(xiàn)行垃圾處理收費(fèi)制度,并建議完善我國城市生活垃圾處理收費(fèi)體系。最后,為了推進(jìn)我國城市生活垃圾處理領(lǐng)域BOT模式的應(yīng)用,本文從政策、現(xiàn)行體制改革、人才培養(yǎng)、政府監(jiān)管等幾個(gè)方面提出了合理化的建議。
[Abstract]:Since the reform and opening up, China's city produced annually by the weight of the garbage is at a rate of 8% fast growth. This growth has a strong effect to urban amenity, lower the quality of people's life; on the other hand, garbage disposal lag on the natural environment and the health of residents also constitute a serious damage. Sorry is that for a long time, the main treatment of solid waste management in China has been in the traditional enterprise management mode and management mode of government investment and construction is set as a whole. In this mode, garbage disposal fees on the government investment funding, the mode of investment subject is too single, the contradiction between the narrow financing channels garbage disposal funds investment and demand more and more serious. In this case, as a new project development mode BOT mode was introduced to China, then the mode The bridge in our country roads, sewage treatment and other aspects has obtained the ideal effect, in order to broaden the scope of its application, and its application to the field of waste treatment, BOT model can not only alleviate the shortage of funds, the project to broaden the financing channels, but also can inject some social capital, so as to form a good competitive situation however, the BOT model will bring some problems when using, such as BOT related system is not perfect, the charging system is difficult to implement, in view of the above problems, so the application research of BOT mode application has a very important significance in solid waste treatment projects. The analysis method adopts the combination of theory and practice, the theory and practice of combining case, first introduces the related concepts of garbage disposal BOT related theory and city, and as a theoretical basis to the analysis of city life garbage disposal BOT Mode of application. Secondly, introduces and analyzes the status quo of city living garbage treatment and the problems. Thirdly, based on the "garbage" H city case analysis, the feasibility of BOT model in domestic waste comprehensive treatment. In addition, the waste incineration plant of poor economic benefits the problem, put forward to reform the current waste disposal fee system, and perfecting the charging system of city garbage treatment in China. Finally, in order to promote the application of garbage disposal field of BOT mode of city of our country, this article from the current policy, system reform, personnel training, and puts forward some rational suggestions for the government supervision.
