【摘要】：在中國(guó)城市高速化發(fā)展的今天,廢棄生活垃圾填埋場(chǎng)的土地再利用問(wèn)題日益凸顯。一方面,城市高速發(fā)展使得土地資源日益緊張;另一方面,我國(guó)生活垃圾填埋場(chǎng)已進(jìn)入高速封場(chǎng)的階段,大量廢棄的生活垃圾填埋場(chǎng)地塊亟需妥善地管理和利用。如何對(duì)這類(lèi)地塊進(jìn)行高效的二次利用,使其為城市的可持續(xù)發(fā)展和高效運(yùn)作添磚加瓦,是極具現(xiàn)實(shí)意義的課題�？v觀(guān)世界廢棄地改造再利用歷史,國(guó)際上許多發(fā)達(dá)國(guó)家對(duì)城市廢棄地的改造相當(dāng)重視,投入了巨大的人力和財(cái)力。在長(zhǎng)期的理論和實(shí)踐研究下,不少?lài)?guó)家積累了豐富的城市廢棄地改造再利用的技術(shù)經(jīng)驗(yàn)和政策經(jīng)驗(yàn)。許多發(fā)達(dá)國(guó)家在城市廢棄地改造再利用領(lǐng)域已經(jīng)進(jìn)入成熟期,擁有完善的行業(yè)標(biāo)準(zhǔn)和嚴(yán)格的法律程序。我國(guó)在城市廢棄地的改造再利用方面起步較晚,理論和實(shí)踐經(jīng)驗(yàn)欠缺,尤其在法規(guī)方面較發(fā)達(dá)國(guó)家有較大差距。廢棄生活垃圾填埋場(chǎng)屬于城市廢棄地中的一種類(lèi)型,其在我國(guó)的再利用程度遠(yuǎn)低于發(fā)達(dá)國(guó)家,且鮮有高效利用的案例出現(xiàn)。本文首先將廢棄生活垃圾填埋場(chǎng)從封場(chǎng)到再利用的過(guò)程看作一個(gè)整體,對(duì)影響這類(lèi)地塊再利用的因素進(jìn)行了提取和分析,得出廢棄生活垃圾填埋場(chǎng)土地再利用的主要影響因素和這類(lèi)影響因素的作用點(diǎn)。在提取和分析影響因素的過(guò)程中,本文從廢棄生活垃圾填埋場(chǎng)地塊的區(qū)域因素和非區(qū)域因素兩方面進(jìn)行研究。經(jīng)分析得出,區(qū)域因素中的影響因素有地塊污染和地塊改造再利用轉(zhuǎn)化過(guò)程,其作用點(diǎn)主要有廢棄生活垃圾填埋場(chǎng)前期的資金和技術(shù)投入、地塊使用時(shí)的限制因素和地塊土地再利用時(shí)間點(diǎn)三方面；非區(qū)域因素又分為地塊本體差異因素和區(qū)位差異因素,其中地塊本體差異因素中的影響因素有地塊概況、植被層厚度、穩(wěn)定化周期、穩(wěn)定化程度四個(gè),其作用點(diǎn)主要為地塊基本特質(zhì)、植物景觀(guān)特色和地塊土地再利用時(shí)間點(diǎn)三方面,區(qū)位差異因素中的影響因素有地塊外部環(huán)境和地塊所在區(qū)域發(fā)展定位兩個(gè),其作用點(diǎn)主要為地塊價(jià)值和地塊功能定位兩方面。經(jīng)分析總結(jié)得,廢棄生活垃圾填埋場(chǎng)土地再利用的影響因素有地塊污染性、地塊改造再利用的轉(zhuǎn)化過(guò)程、終場(chǎng)覆蓋系統(tǒng)、填埋場(chǎng)穩(wěn)定化周期、地塊概況、地塊外部情況、地塊所在區(qū)域發(fā)展定位七個(gè),其作用點(diǎn)主要有前期資金技術(shù)投入、地塊使用限制因素、土地再利用時(shí)間點(diǎn)、地塊基本特質(zhì)、地塊價(jià)值和地塊功能定位六方面,并在對(duì)影響提取和分析的基礎(chǔ)上,提出了廢棄生活垃圾填埋場(chǎng)土地再利用的一般性原則。然后,根據(jù)對(duì)國(guó)內(nèi)外現(xiàn)有案例的歸納總結(jié),本文對(duì)廢棄生活垃圾填埋場(chǎng)土地再利用的模式進(jìn)行了分類(lèi)和趨勢(shì)分析,并對(duì)每一類(lèi)模式進(jìn)行了特點(diǎn)和適用范疇的總結(jié)。最后,基于對(duì)廢棄生活垃圾填埋場(chǎng)土地再利用模式的趨勢(shì)分析,本文對(duì)綠地類(lèi)模式進(jìn)行了專(zhuān)項(xiàng)研究,分別研究了其分類(lèi)和趨勢(shì)、特點(diǎn)和適用范疇及其景觀(guān)實(shí)施策略。本文通過(guò)資料收集、實(shí)地調(diào)研等研究方法,從廢棄生活垃圾填埋場(chǎng)土地再利用的影響因素和廢棄生活垃圾填埋場(chǎng)土地再利用的模式兩方面著手,對(duì)廢棄生活垃圾填埋場(chǎng)的土地再利用進(jìn)行了研究。當(dāng)下,我國(guó)城市用地緊張、大量生活垃圾填埋場(chǎng)進(jìn)入封場(chǎng)期,本文對(duì)我國(guó)廢棄生活垃圾填埋場(chǎng)的高效再利用具有指導(dǎo)意義。
[Abstract]:In the development of Chinese city high speed today, waste landfill land utilization problems have become increasingly prominent. On the one hand, the rapid development of the city makes the shortage of land resource; on the other hand, our country has entered a high-speed landfill closure stage, proper management and use of landfill site needs a lot waste. How to carry out the two efficient use of this kind of land, the sustainable development of the city and the efficient operation of building blocks, is of great realistic significance. The world abandoned reuse throughout the history, transformation of city wasteland internationally in many developed countries attach great importance to, into a huge human and financial resources. In theory and practice to study the long-term, accumulated rich city wasteland reuse technology experience and policy experience of many countries. Many developed countries in the city Waste reuse field has already entered the mature period, has perfect industry standards and strict legal procedures. Reuse in China started late in the transformation of city wasteland, the theory and practice of the lack of experience, especially in terms of regulation compared with the developed countries have a large gap. A type of waste landfill belongs to the City in the wasteland, in our country the reuse degree far lower than developed countries, and few cases. Firstly, the efficient use of the waste landfill from the field to the recycling process as a whole, to extract and analyze the factors influencing the reuse of the waste land, landfill land and the main influence factors of utilization and the influencing factors. The influencing factors in the process of extraction and analysis, this paper from the waste landfill site Research on two aspects of regional factors and regional factors. The analysis results showed that the influence factors of regional factors in the transformation of land use and land pollution transformation process, the main waste landfill field pre investment capital and technology, the three time points to use plots when using constraints and plots of land; non regional factors are divided into block body factors and locational discrepancy, the influence factors of differences in body plots are plots of vegetation layer thickness, stabilization period, the stability level of four, the main point is to block the basic attributes of the three time points, to use the features of plant landscape and land a block, external environment and regional development orientation plots where two factors affect the location difference factors, the main point is the value of land and land function two . by analysis, the factors influencing the life of landfill waste recycling field land plots of land pollution, the transformation process of reuse, final cover system of landfill stabilization period, plots of land plots where the external environment, regional development orientation seven, its role is mainly investment funds technology, land use factors, land utilization time, land basic qualities, the value of land and land function in six aspects, and based on the effect of extraction and analysis, put forward the general principles of waste landfill using land. Then, according to the summary of the existing domestic and foreign case induction. This paper analyzes the classification and trend of the mode of waste landfill land utilization, and for each type of model of the characteristics and application areas of the summary. Finally, based on the waste Waste landfill land utilization pattern trend analysis, this paper has a special study of green space pattern, its classification and trend research, characteristics and application areas of landscape and its implementation strategies. Through data collection, field research and other research methods, from the waste landfill land use factors and influence waste garbage recycling landfill land model two aspects of waste landfill land use was studied. At present, our country city land shortage, a lot of garbage landfill into the closure period, this paper has guiding significance for the domestic waste landfill, recycling.
