【摘要】：隨著時(shí)代的更迭、經(jīng)濟(jì)的進(jìn)步,社會亦隨之快速發(fā)展,在此過程中,環(huán)境問題愈發(fā)值得我們高度關(guān)注,社會公平、環(huán)境保護(hù)以及經(jīng)濟(jì)發(fā)展也備受社會群眾的贊同及理解,同時(shí)也是推動社會、經(jīng)濟(jì)及國家發(fā)展的中堅(jiān)力量。作為時(shí)代發(fā)展的見證,社會進(jìn)步的標(biāo)志,城市的重要性不言而喻,亦是促進(jìn)民族發(fā)展的核心內(nèi)容。本文在遵循前人研究的基礎(chǔ)上,分析了生態(tài)城市理論、循環(huán)經(jīng)濟(jì)理論、環(huán)境保護(hù)論點(diǎn)以及可持續(xù)發(fā)展理論,認(rèn)為只有生態(tài)、社會及經(jīng)濟(jì)的協(xié)調(diào)、共同發(fā)展,方可實(shí)施城市基礎(chǔ)建設(shè)及可持續(xù)發(fā)展這一戰(zhàn)略目標(biāo),其中,環(huán)境及生態(tài)的保護(hù)問題尤為重要。建設(shè)現(xiàn)代化生態(tài)文明城市是戰(zhàn)略,經(jīng)濟(jì)的可持續(xù)發(fā)展是手段,能夠在一定程度上確保環(huán)境保護(hù)、城市基礎(chǔ)建設(shè)等工作順利開展。自改革開放之后,國家摒棄了傳統(tǒng)、陳舊的發(fā)展觀念及理論,試圖建設(shè)生態(tài)平衡、環(huán)境優(yōu)美、經(jīng)濟(jì)發(fā)展快速、社會和諧統(tǒng)一的模范城市,示范性、技術(shù)性以及操作性相對較強(qiáng),是我們共同努力的方向。在建設(shè)海峽西岸這一工程項(xiàng)目中,晉江市始終將“和諧、全面、系統(tǒng)發(fā)展”作為宗旨,在福建省多個(gè)城市當(dāng)中脫穎而出,是首個(gè)實(shí)現(xiàn)城市現(xiàn)代化、生態(tài)化、環(huán)�；膮^(qū)域,在此情景之下,其經(jīng)濟(jì)也實(shí)現(xiàn)了跨越式的發(fā)展,成為國內(nèi)文化底蘊(yùn)深厚、經(jīng)濟(jì)實(shí)力雄厚的城市之一。本文在生態(tài)城市理論和可持續(xù)發(fā)展理論的基礎(chǔ)上,結(jié)合晉江市在環(huán)境保護(hù)及城市發(fā)展等多個(gè)方面的戰(zhàn)略規(guī)劃,全面、系統(tǒng)地分析了晉江市創(chuàng)建國家環(huán)境保護(hù)模范城市所面臨的困境及優(yōu)勢,并通過相關(guān)指標(biāo)差距和原因分析,借鑒其他城市的寶貴經(jīng)驗(yàn),提出相應(yīng)的建議及對策,以期對相關(guān)領(lǐng)域有所裨益。
[Abstract]:With the change of times, economic progress, the rapid development of society, in this process, environmental issues are more and more worthy of our attention, social equity. Environmental protection and economic development are also agreed and understood by the public, but also promote the social, economic and national development of the backbone. As a witness of the development of the times, the symbol of social progress. The importance of the city is self-evident, and it is also the core content of promoting the national development. Based on the previous studies, this paper analyzes the theory of eco-city and the theory of circular economy. Environmental protection argument and sustainable development theory hold that only ecological, social and economic coordination and common development can implement the strategic goal of urban infrastructure construction and sustainable development. The construction of modern ecological civilization city is a strategy, the sustainable development of economy is a means to ensure environmental protection to a certain extent. Since the reform and opening up, the country has abandoned the traditional and obsolete concept and theory of development, trying to build ecological balance, beautiful environment, rapid economic development. Social harmony and unity of the model city, demonstration, technical and operational relatively strong, is the direction of our joint efforts. In the construction of the West Bank of the Straits, Jinjiang City will always be "harmonious, comprehensive." System development "as the purpose, in Fujian Province when many cities stand out, is the first to achieve urban modernization, ecological, environmental protection of the region, in this situation, its economy has also achieved leapfrog development. This paper is based on the theory of ecological city and the theory of sustainable development. Combined with the strategic planning of Jinjiang City in environmental protection and urban development, this paper comprehensively and systematically analyzes the difficulties and advantages that Jinjiang City faces in establishing a national environmental protection model city. Through the analysis of the gap and reason of the related indexes, the valuable experience of other cities is used for reference, and the corresponding suggestions and countermeasures are put forward in order to be of benefit to the relevant fields.
