【摘要】：改革開放以來,中國(guó)經(jīng)濟(jì)取得舉世矚目的成就,居民生活水平有了顯著提高。但是隨之而來生態(tài)環(huán)境問題也日益突現(xiàn)。特別是水體的污染,直接影響到了人們的生產(chǎn)生活,有關(guān)“水質(zhì)性缺水”的報(bào)道屢見不鮮。目前,政府必須提供積極有效的公共服務(wù),對(duì)已經(jīng)污染的水環(huán)境進(jìn)行綜合整治,才能保障居民的用水安全,但我國(guó)地方政府在環(huán)境治理能力上還面臨著不小的挑戰(zhàn)。本文所研究的淡水河整治,正是從政府公共治理的角度出發(fā),探討如何有效的進(jìn)行水環(huán)境治理�；葜莸拥乃廴締栴}是中國(guó)水環(huán)境污染的典型案例。工業(yè)化、城鎮(zhèn)化帶來嚴(yán)重的水體污染,導(dǎo)致淡水河長(zhǎng)期處于劣五類水質(zhì)。從上世紀(jì)90年代開始,惠州市政府就對(duì)淡水河水環(huán)境進(jìn)行整治,整體效果不佳。2008年之后,惠州市政府采取了新的治理模式,經(jīng)過幾年的實(shí)踐,成功扭轉(zhuǎn)了水體惡化的趨勢(shì)。本文就此入手,以公共治理的視角出發(fā),從政府、市場(chǎng)和公眾參與三個(gè)維度入手,對(duì)此次淡水河水環(huán)境整治過程進(jìn)行了研究。首先初步探討了淡水河污染的成因,然后對(duì)2008年后惠州市政府大規(guī)模治理的過程進(jìn)行了介紹,并對(duì)治理初見成效的成功原因進(jìn)行了分析,然后從政府、市場(chǎng)和公眾參與三個(gè)方面分析了治理過程存在的不足,最后對(duì)如何進(jìn)一步提高淡水河的治理效果提出了本人的建議。結(jié)合國(guó)內(nèi)外水環(huán)境治理的優(yōu)秀經(jīng)驗(yàn)的分析,本文認(rèn)為,只有建立統(tǒng)一合理的整治方案、加上強(qiáng)有力的政府執(zhí)行力,強(qiáng)大的財(cái)政支持、市場(chǎng)的積極參與和社會(huì)公眾的監(jiān)督參與是公共治理成功的關(guān)鍵因素。
[Abstract]:Since the reform and opening up, China's economy has made remarkable achievements, the standard of living of the residents has improved significantly, but the ecological environmental problems have become increasingly prominent, especially the pollution of water. It has a direct impact on people's production and life. Reports on "water shortage" are common. At present, the government must provide active and effective public services to comprehensively rectify the polluted water environment. In order to ensure the water safety of residents, however, the local government in our country is still facing a great challenge in environmental governance. The freshwater river regulation studied in this paper is from the angle of government public governance. Water pollution in Huizhou Tanshui River is a typical case of water environmental pollution in China. Industrialization and urbanization bring serious water pollution. Since -10s, the government of Huizhou city has been renovating the water environment of the river, the overall effect is not good. After 2008. Huizhou City government has adopted a new governance model, after several years of practice, successfully reversed the trend of water deterioration. This paper starts from the perspective of public governance, from the government. Three dimensions of market and public participation, the process of water environment improvement of the freshwater river was studied. Firstly, the causes of pollution of the river were preliminarily discussed. Then it introduces the process of large-scale governance in Huizhou City after 2008, and analyzes the successful reasons for the initial success of governance, and then from the government. Three aspects of market and public participation analyzed the shortcomings of the governance process, and finally put forward my suggestions on how to further improve the governance effect of the Tanshui River. Combined with the domestic and foreign water environment management of the outstanding experience analysis. This paper holds that the key factors for the success of public governance are the establishment of a unified and reasonable regulation scheme, the strong executive power of the government, the strong financial support, the active participation of the market and the supervision and participation of the public.
