【摘要】:隨著社會(huì)經(jīng)濟(jì)快速的發(fā)展、人口的激增、工業(yè)化城市化進(jìn)程的加快、人類(lèi)活動(dòng)的擴(kuò)張,人類(lèi)發(fā)展與生態(tài)資源、環(huán)境之間的矛盾日益突出,已經(jīng)成為制約我國(guó)可持續(xù)發(fā)展的重要問(wèn)題。在此背景下,開(kāi)展區(qū)域生態(tài)系統(tǒng)管理規(guī)劃能夠有效地促進(jìn)當(dāng)?shù)厣鷳B(tài)系統(tǒng)保護(hù)以及社會(huì)經(jīng)濟(jì)的健康發(fā)展。然而,規(guī)劃過(guò)程中需要考慮多種生態(tài)功能、生態(tài)過(guò)程和生態(tài)結(jié)構(gòu),系統(tǒng)內(nèi)存在大量的不確定性和復(fù)雜性信息,使得傳統(tǒng)確定性規(guī)劃方法的應(yīng)用受限。因此,本文將引入優(yōu)化方法來(lái)解決生態(tài)系統(tǒng)中的不確定問(wèn)題,從而為規(guī)劃和管理提供決策支持。首先,通過(guò)對(duì)多種生態(tài)服務(wù)價(jià)值評(píng)估方法,構(gòu)建了基于區(qū)間模糊方法的生態(tài)系統(tǒng)管理模型(IF-REM),并將其應(yīng)用到生態(tài)系統(tǒng)破壞嚴(yán)重的天津市濱海新區(qū)中。其次,在生態(tài)補(bǔ)償機(jī)制的框架內(nèi),構(gòu)建了基于相對(duì)區(qū)間遺憾分析方法的生態(tài)系統(tǒng)規(guī)劃模型(RIRA),并將其應(yīng)用到填海造陸工程頻繁的山東省東營(yíng)市。IF-REM的結(jié)果表明:濱海新區(qū)的圍填;顒(dòng)雖然能夠很大程度上促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展,但也對(duì)濱海濕地的生態(tài)系統(tǒng)造成了嚴(yán)重的破壞,直接導(dǎo)致了這些濕地的萎縮和消失、生態(tài)系統(tǒng)多樣性喪失、水文和動(dòng)力循環(huán)銳減。RIRA的結(jié)果表明:目前東營(yíng)市復(fù)墾土地的使用費(fèi)用遠(yuǎn)低于生態(tài)補(bǔ)償費(fèi)用,這便更加揭示出生態(tài)補(bǔ)償機(jī)制對(duì)于控制過(guò)剩的圍填海活動(dòng)具有重要的意義和作用?傊,IF-REM和RIRA模型能夠?yàn)椴淮_定性條件下的區(qū)域生態(tài)系統(tǒng)管理提供決策依據(jù),幫助決策者綜合考慮生態(tài)系統(tǒng)的完整性,為實(shí)現(xiàn)社會(huì)、經(jīng)濟(jì)、生態(tài)、環(huán)境的協(xié)調(diào)發(fā)展提供新的途徑。
[Abstract]:With the rapid development of social economy, the rapid growth of population, the acceleration of industrialization and urbanization and the expansion of human activities, the contradiction between human development and ecological resources and environment has become increasingly prominent. It has become an important issue that restricts the sustainable development of our country. In this context, the development of regional ecosystem management planning can effectively promote the protection of the local ecosystem and the healthy development of the social economy. However, many ecological functions, ecological processes and ecological structures need to be considered in the planning process. There are lots of uncertainties and complexity information in the planning process, which makes the application of traditional deterministic planning methods limited. Therefore, the optimization method will be introduced to solve the uncertain problems in the ecosystem, thus providing decision support for planning and management. First, based on the evaluation methods of various ecosystem services, a IF-REM based ecosystem management model based on interval fuzzy method is constructed and applied to the Binhai New Area, which is seriously damaged by ecosystem. Tianjin Binhai New Area. Secondly, in the framework of ecological compensation mechanism in the construction of ecological system planning model based on the method of interval regret (RIRA), and its application to the sea reclamation project of Shandong Province, Dongying City, frequent. The IF-REM results indicated that the Binhai New Area reclamation activities can greatly promote the development of local economy, but also on the coastal wetland ecosystem caused serious damage, the direct cause of these wetlands shrink and disappear, the diversity of ecological system, the water loss and reduced power cycle. The result of RIRA shows that the cost of reclaimed land in Dongying is far lower than the cost of ecological compensation. This further reveals that the mechanism of ecological compensation plays an important role in controlling excess sea reclamation activities. In conclusion, IF-REM and RIRA models can provide decision-making basis for regional ecosystem management under uncertainty. It helps decision-makers to consider the integrity of ecosystems and provide a new way to achieve coordinated development of society, economy, ecology and environment.
