【摘要】：最早在黨的十七大上,生態(tài)文明建設(shè)目標(biāo)首次提出,這意味著生態(tài)文明建設(shè)站上了歷史的舞臺。黨的十八大再次對生態(tài)文明予以重視,并提出要加強(qiáng)生態(tài)文明制度建設(shè),用制度保障生態(tài)文明的順利進(jìn)行。十八屆三中全會再次強(qiáng)調(diào)完整的生態(tài)文明制度體系對生態(tài)文明建設(shè)的重要性。云南省位于我國西南邊陲地區(qū),地理位置特殊,生態(tài)環(huán)境比較脆弱和敏感。它與東北森林帶、北方防沙帶、南方丘陵帶、青藏高原生態(tài)屏障一起被列為《國家“十二五”規(guī)劃綱要》生態(tài)安全戰(zhàn)略格局的重要組成部分,責(zé)任重大,維護(hù)著區(qū)域、國家乃至國際的生態(tài)安全。由于地理歷史等原因,云南省經(jīng)濟(jì)發(fā)展水平與我國其他地區(qū)相比較為落后,近年來,云南省加快了經(jīng)濟(jì)發(fā)展的速度,但同時也忽略了對生態(tài)環(huán)境的保護(hù),生態(tài)環(huán)境問題日益加劇。如果想改變資源緊缺、環(huán)境污染、生態(tài)系統(tǒng)退化的現(xiàn)狀,必須要重視生態(tài)環(huán)境問題,做到在尊重自然、順應(yīng)自然和保護(hù)自然的基礎(chǔ)上利用自然,加大對生態(tài)文明建設(shè)的關(guān)注,把生態(tài)文明建設(shè)作為頭等大事,并滲透到經(jīng)濟(jì)、政治、文化和社會建設(shè)里,逐漸恢復(fù)云南省的生態(tài)環(huán)境,建立美好家園,實(shí)現(xiàn)云南省永續(xù)發(fā)展。本文針對云南省生態(tài)文明制度建設(shè)現(xiàn)狀和存在困境進(jìn)行分析,并對其他地區(qū)生態(tài)文明制度建設(shè)進(jìn)行經(jīng)驗(yàn)借鑒,從國家層面和省級層面,多角度完善云南省生態(tài)文明制度建設(shè)的對策,包括建立嚴(yán)厲的環(huán)境危害懲處和治理機(jī)制、健全國土資源開發(fā)保護(hù)機(jī)制、建立行之有效的多層次生態(tài)補(bǔ)償機(jī)制、健全資源有償使用制度、建設(shè)有自身特色的“綠色GDP”考核制度、建立生態(tài)文明建設(shè)公眾參與機(jī)制等多個方面,從而對云南省生態(tài)文明制度建設(shè)進(jìn)行探索,并提出生態(tài)文明制度建設(shè)的完善思路,即生態(tài)文明制度建設(shè)應(yīng)注重系統(tǒng)性和整體性、全局性和區(qū)域特殊性、制度約束力和執(zhí)法獨(dú)立性,全面加強(qiáng)和推動生態(tài)文明制度建設(shè)。
[Abstract]:In the first Seventeenth National Congress of the party, the goal of the construction of ecological civilization was first proposed, which means that the ecological civilization of JianShe Railway Station has been on the stage of history. The eighteen Party of the party once again attaches importance to the ecological civilization, and proposes to strengthen the construction of the ecological civilization system and ensure the smooth progress of the ecological civilization. In the third Plenary Session of the 18th CPC Central Committee, the importance of the complete system of ecological civilization to the construction of ecological civilization was emphasized again. Yunnan province is located in the southwest border area of China, the geographical location is special, the ecological environment is relatively fragile and sensitive. It is with the northeast forest zone, the northern sand belt, southern hilly zone and the Qinghai Tibet plateau ecological barrier is listed as "national" 12th Five-Year "plan" strategic pattern of ecological security is an important part of responsibility, maintenance of ecological safety of regional, national and international. Due to geographical and historical reasons, Yunnan's economic development level is lagging behind other parts of China. In recent years, Yunnan province has accelerated the pace of economic development, but at the same time, it has also neglected the protection of the ecological environment. If you want to change the status of degradation of the resource shortage, environmental pollution and ecological system, must pay attention to the ecological environment problems, make use of nature based on respect for nature, comply with nature and protecting nature, to increase the construction of ecological civilization, ecological civilization construction as the top priority, and penetrate into the economic, political, cultural and social the construction of ecological environment in Yunnan province gradually restored, build beautiful homes, realize the sustainable development of Yunnan province. This paper analyzes the present situation of the system of ecological civilization construction in Yunnan province and the difficulties, and the experience of the construction of ecological civilization system of other areas, from the national level and provincial level, multi angle countermeasures to perfect the system of ecological civilization construction in Yunnan Province, including the establishment of environmental hazards punishment and governance mechanism, strict perfect protection mechanism, the development of land resources the establishment of a multi-level ecological compensation mechanism, improve the effective aspects of system construction, has its own characteristics of the "green GDP" evaluation system, the establishment of public participation in ecological civilization construction mechanism of paid use of resources, and to explore the system of ecological civilization construction in Yunnan Province, and puts forward the ways to perfect the system of ecological civilization construction, namely, ecological civilization the system construction should be systematic and holistic, global and regional particularity, binding system and law enforcement independence, We should strengthen and promote the construction of the ecological civilization system in an all-round way.
