【摘要】：近年來,隨著我國(guó)民航運(yùn)輸量的快速增長(zhǎng),飛機(jī)維修工作量日趨繁重,使得機(jī)務(wù)維修引起的飛行事故呈上升趨勢(shì),雖然機(jī)務(wù)維修SMS的構(gòu)建指引機(jī)務(wù)維修進(jìn)行閉環(huán)安全管理,但是SMS執(zhí)行力度不夠,因此有必要對(duì)機(jī)務(wù)維修安全管理的執(zhí)行力進(jìn)行研究。本文在安全管理和企業(yè)安全管理能力研究的基礎(chǔ)上,結(jié)合機(jī)務(wù)維修安全管理的特點(diǎn)和企業(yè)安全管理能力的研究方法和思路,對(duì)機(jī)務(wù)維修部門安全管理能力內(nèi)涵和機(jī)務(wù)維修安全管理能力框架進(jìn)行了詳細(xì)的分析和研究,提出機(jī)務(wù)維修安全管理能力指標(biāo)體系構(gòu)建思路;利用Reason模型對(duì)機(jī)務(wù)維修部門安全管理能力組成要素進(jìn)行分析,結(jié)合我國(guó)民航局已頒布的維修法規(guī)、行業(yè)標(biāo)準(zhǔn)以及指標(biāo)構(gòu)建原則,建立初始指標(biāo)體系,對(duì)17位機(jī)務(wù)維修行業(yè)專家進(jìn)行調(diào)查問卷,根據(jù)專家的反饋意見,對(duì)初始指標(biāo)進(jìn)行改進(jìn)和完善,最終確定符合我國(guó)機(jī)務(wù)維修實(shí)際情況的機(jī)務(wù)維修部門安全管理能力指標(biāo)體系;在研究了現(xiàn)有綜合評(píng)價(jià)方法的基礎(chǔ)上,根據(jù)機(jī)務(wù)維護(hù)安全管理能力指標(biāo)體系的特點(diǎn),選取物元可拓理論構(gòu)建機(jī)務(wù)維修部門安全管理能力評(píng)價(jià)模型;通過計(jì)算關(guān)聯(lián)度和等級(jí)度對(duì)某公司機(jī)務(wù)維修部門安全管理能力進(jìn)行綜合評(píng)價(jià),發(fā)現(xiàn)安全管理中的漏洞和不足,提高機(jī)務(wù)維修部門安全管理能力水平。利用該模型對(duì)機(jī)務(wù)維修部門安全管理能力進(jìn)行定量分析,可以更科學(xué)地評(píng)價(jià)機(jī)務(wù)維修部門安全管理能力水平,發(fā)現(xiàn)安全管理中的不足,進(jìn)而有針對(duì)性地改善機(jī)務(wù)維修安全管理現(xiàn)狀、完善規(guī)章有效性、優(yōu)化部門安全管理資源配置、提高機(jī)務(wù)維修人員整體水平,從而保障《維修安全管理體系》全面有效實(shí)施,為機(jī)務(wù)維修部門安全管理能力建設(shè)提供指導(dǎo)思路和方法。
[Abstract]:In recent years, with the rapid growth of civil aviation traffic in China, the workload of aircraft maintenance is becoming more and more heavy, which makes the flight accidents caused by aircraft maintenance show an upward trend, although the construction of aircraft maintenance SMS guides the close-loop safety management of aircraft maintenance. However, the implementation of SMS is not enough, so it is necessary to study the executive power of maintenance safety management. Based on the research of safety management and enterprise safety management ability, this paper combines the characteristics of maintenance safety management and the research methods and ideas of enterprise safety management ability. The connotation of safety management ability of maintenance department and the frame of safety management ability of maintenance department are analyzed and studied in detail, and the train of thought of constructing index system of safety management ability of maintenance department is put forward. By using Reason model, this paper analyzes the elements of safety management ability of locomotive maintenance department, and establishes the initial index system by combining the maintenance regulations, industry standards and construction principles of indexes, which have been promulgated by the Civil Aviation Administration of China. According to the feedback of the experts, the initial indexes are improved and perfected, and the index system of the safety management ability of the locomotive maintenance department in accordance with the actual situation of the maintenance in our country is finally determined. On the basis of studying the existing comprehensive evaluation methods and according to the characteristics of aircraft maintenance safety management capability index system, the matter-element extension theory is selected to construct the evaluation model of locomotive maintenance department safety management ability. Through the comprehensive evaluation of the safety management ability of the maintenance department of a company by calculating the correlation degree and the grade degree, the loopholes and deficiencies in the safety management are found, and the level of safety management ability of the maintenance department is improved. By using the model to quantitatively analyze the safety management ability of the maintenance department, the level of safety management ability of the maintenance department can be evaluated more scientifically, and the shortcomings in the safety management can be found. Furthermore, it can improve the present situation of maintenance safety management, perfect the effectiveness of regulations, optimize the allocation of resources for department safety management, and improve the overall level of maintenance personnel, so as to ensure the full and effective implementation of the maintenance Safety Management system. To provide guidance ideas and methods for capacity building of safety management in maintenance department.
