【摘要】:改革開放以來,我國(guó)航空運(yùn)輸業(yè)持續(xù)高速穩(wěn)定發(fā)展,為了適應(yīng)不斷增長(zhǎng)的航空運(yùn)輸需求,作為航空運(yùn)輸業(yè)主體的航空公司,其航線網(wǎng)絡(luò)結(jié)構(gòu)也由最初的城市對(duì)式航線網(wǎng)絡(luò)向中樞航線網(wǎng)絡(luò)發(fā)展。航空公司的中樞航線網(wǎng)絡(luò)以其優(yōu)良的通達(dá)性、經(jīng)濟(jì)性、靈活性、便捷性等突出特點(diǎn),顯著地提高了航空公司的營(yíng)運(yùn)效益,降低了營(yíng)運(yùn)成本,從而為航空公司發(fā)展航線網(wǎng)絡(luò)奠定了堅(jiān)實(shí)的基礎(chǔ),進(jìn)而成為國(guó)外各大型航空公司廣泛采用的航線網(wǎng)絡(luò)結(jié)構(gòu)模式,也是國(guó)內(nèi)各航空公司的發(fā)展戰(zhàn)略方向。面對(duì)復(fù)雜多變的航空運(yùn)輸市場(chǎng)競(jìng)爭(zhēng)環(huán)境,中樞航線網(wǎng)絡(luò)作為各航空公司競(jìng)爭(zhēng)的重要內(nèi)容與贏得競(jìng)爭(zhēng)的重要手段,如何評(píng)價(jià)與提升我國(guó)中樞航線網(wǎng)絡(luò)經(jīng)濟(jì)效益,如何在激烈的市場(chǎng)競(jìng)爭(zhēng)中取得優(yōu)勢(shì)是目前需解決的重大課題。因此,為了不斷適應(yīng)我國(guó)民航事業(yè)持續(xù)健康穩(wěn)定的發(fā)展目標(biāo)與發(fā)展要求,開展中樞航線網(wǎng)絡(luò)經(jīng)濟(jì)效益評(píng)價(jià)研究顯得尤為重要,從而為我國(guó)航空公司提供較為全面的科學(xué)化、規(guī)范化、合理化的決策依據(jù)。本文系統(tǒng)梳理與論述了中樞航線網(wǎng)絡(luò)基本理論、經(jīng)濟(jì)效益評(píng)價(jià)基本理論,并基于上述兩大理論,結(jié)合復(fù)雜系統(tǒng)經(jīng)濟(jì)效益評(píng)價(jià)相關(guān)內(nèi)容,從內(nèi)涵、內(nèi)容、方法三個(gè)方面構(gòu)建了中樞航線網(wǎng)絡(luò)經(jīng)濟(jì)效益評(píng)價(jià)基本理論,對(duì)國(guó)內(nèi)外中樞航線網(wǎng)絡(luò)經(jīng)濟(jì)效益評(píng)價(jià)現(xiàn)狀進(jìn)行深入探討,本著針對(duì)性、系統(tǒng)性、科學(xué)性、實(shí)用性、可操作性的原則,以財(cái)務(wù)效益、營(yíng)運(yùn)效益、市場(chǎng)效益、網(wǎng)絡(luò)效益為四大評(píng)價(jià)指標(biāo),結(jié)合模糊層次綜合評(píng)價(jià)法構(gòu)建了一套具有我國(guó)特色的中樞航線網(wǎng)絡(luò)經(jīng)濟(jì)效益評(píng)價(jià)體系,并以南航為例開展實(shí)證研究以此驗(yàn)證評(píng)價(jià)理論與方法的可行性,最后從政府宏觀層面與航空公司微觀層面提出提升我國(guó)中樞航線網(wǎng)絡(luò)經(jīng)濟(jì)效益的建議,為我國(guó)中樞航線網(wǎng)絡(luò)的可持續(xù)發(fā)展提供客觀的、長(zhǎng)期有效的指導(dǎo)和參考意見,以期推動(dòng)民航事業(yè)朝著現(xiàn)代化、規(guī)范化方向發(fā)展。
[Abstract]:Since the reform and opening up, China's air transport industry has been developing steadily and at a high speed. In order to meet the increasing demand for air transportation, the airlines, as the main body of the air transport industry, Its route network structure also develops from the original city-to-type route network to the central route network. The central airline network of airlines, with its outstanding characteristics of accessibility, economy, flexibility and convenience, has significantly improved the operating efficiency of airlines and reduced their operating costs. Thus, it lays a solid foundation for the airlines to develop the airline network, and then becomes the widely adopted route network structure model for foreign large airlines, which is also the strategic direction of the development of domestic airlines. In the face of the complex and changeable competition environment of air transportation market, as an important content of competition and important means of winning competition, central airline network (CNS) how to evaluate and enhance the economic benefits of China's central airline network. How to gain advantage in the fierce market competition is an important subject to be solved at present. Therefore, in order to adapt to the development goals and requirements of the civil aviation industry in China, it is particularly important to carry out the research on the evaluation of the economic benefits of the central airline network, so as to provide a more comprehensive and scientific basis for the airlines in our country. This paper systematically combs and discusses the basic theory of central airline network, the basic theory of economic benefit evaluation, and based on the above two theories, combined with the related contents of economic benefit evaluation of complex system, from the connotation, content, Methods the basic theory of economic benefit evaluation of central airline network was constructed in three aspects, and the present situation of economic benefit evaluation of central airline network at home and abroad was discussed in depth, based on the principles of pertinence, systematization, science, practicability and maneuverability. Taking the financial benefit, the operation benefit, the market benefit and the network benefit as the four evaluation indexes, a set of economic benefit evaluation system of the central airline network with the characteristics of our country is constructed by combining the fuzzy hierarchy comprehensive evaluation method. And taking China Southern Airlines as an example to carry out an empirical study to verify the feasibility of the evaluation theory and method, finally, from the macro level of government and the micro level of airlines to put forward suggestions to improve the economic benefits of China's central airline network. It provides objective and effective guidance and advice for the sustainable development of China's central airline network in order to promote the development of civil aviation in the direction of modernization and standardization.
