【摘要】：民航安全監(jiān)管能力建設(shè)需要明確民航安全監(jiān)管績(jī)效的影響因素及其作用關(guān)系,這也是制定民航安全監(jiān)管績(jī)效評(píng)估指標(biāo)體系的基礎(chǔ)。目前尚未有系統(tǒng)成熟的針對(duì)民航安全監(jiān)管績(jī)效影響因素的研究,很多績(jī)效影響因素的提出僅僅通過(guò)經(jīng)驗(yàn)總結(jié)和理論推導(dǎo),沒(méi)有經(jīng)過(guò)實(shí)際驗(yàn)證。論文在系統(tǒng)分析民航安全監(jiān)管組織體系、工作流程和監(jiān)管職責(zé)的基礎(chǔ)上,通過(guò)文獻(xiàn)歸納和專(zhuān)家修正得出民航安全監(jiān)管績(jī)效影響因素的理論分析結(jié)果,并通過(guò)問(wèn)卷調(diào)查的方法對(duì)影響因素進(jìn)行驗(yàn)證,利用探索性因子分析和主成分分析最終得出民航安全監(jiān)管績(jī)效的五大類(lèi)影響因素,為監(jiān)管隊(duì)伍素質(zhì)、監(jiān)管信息化建設(shè)、監(jiān)管法規(guī)體系建設(shè)、監(jiān)管手段方法和內(nèi)部管理。通過(guò)“3E”模型構(gòu)建了民航安全監(jiān)管績(jī)效的衡量維度,包括民航安全監(jiān)管效率、民航安全監(jiān)管效能和民航安全監(jiān)管成本控制,并提出了民航安全監(jiān)管績(jī)效影響因素的理論假設(shè)模型,并通過(guò)AMOS17.0結(jié)構(gòu)方程模型軟件對(duì)模型中的假設(shè)關(guān)系進(jìn)行了驗(yàn)證并確定了影響程度。由數(shù)據(jù)檢驗(yàn)的結(jié)果顯示:監(jiān)管隊(duì)伍素質(zhì)、監(jiān)管信息化建設(shè)、監(jiān)管法規(guī)體系建設(shè)、監(jiān)管手段方法和內(nèi)部管理均對(duì)民航安全監(jiān)管效能產(chǎn)生影響。其中監(jiān)管隊(duì)伍素質(zhì)對(duì)監(jiān)管效能的影響最大,內(nèi)部管理影響程度最小。監(jiān)管隊(duì)伍素質(zhì)、監(jiān)管信息化建設(shè)、監(jiān)管手段方法和內(nèi)部管理對(duì)民航安全監(jiān)管效率產(chǎn)生影響,其中監(jiān)管手段方法對(duì)監(jiān)管效率的影響最大,內(nèi)部管理對(duì)其影響程度最小。監(jiān)管信息化建設(shè)和內(nèi)部管理對(duì)民航安全監(jiān)管成本控制產(chǎn)生影響,內(nèi)部管理對(duì)成本控制的影響程度略大于監(jiān)管信息化建設(shè)。
[Abstract]:The construction of civil aviation safety supervision capacity needs to clarify the influencing factors of civil aviation safety supervision performance and the relationship between them, which is also the basis of formulating the performance evaluation index system of civil aviation safety supervision. At present, there has not been a systematic and mature research on the factors affecting the performance of civil aviation safety supervision. Many of the performance factors are proposed only through empirical summary and theoretical derivation, and have not been verified in practice. On the basis of systematic analysis of civil aviation safety supervision organization system, work flow and supervision responsibility, the paper draws the theoretical analysis results of the factors influencing civil aviation safety supervision performance through literature induction and expert revision. And through the method of questionnaire investigation to verify the influencing factors, using exploratory factor analysis and principal component analysis, finally get the five categories of the civil aviation safety regulatory performance factors, for the quality of the supervision team, supervision information construction. Construction of regulatory system, regulatory methods and internal management. Through the "3e" model, the paper constructs the measurement dimension of civil aviation safety supervision performance, including civil aviation safety supervision efficiency, civil aviation safety supervision efficiency and civil aviation safety supervision cost control. The theoretical hypothesis model of influencing factors of civil aviation safety supervision performance is put forward, and the hypothesis relationship in the model is verified by AMOS17.0 structural equation model software and the degree of influence is determined. The results of data test show that the quality of supervision team, the construction of supervision informatization, the construction of regulatory system, the method of supervision and the internal management all have an impact on the efficiency of civil aviation safety supervision. The quality of supervision team has the greatest influence on supervision effectiveness, while the degree of internal management influence is the least. The quality of supervision team, the construction of supervision information, the method of supervision and the internal management have an impact on the efficiency of civil aviation safety supervision, among which the method of supervision means has the greatest influence on the efficiency of supervision, and the degree of influence of internal management on the efficiency of civil aviation safety supervision is the least. The construction of supervision informatization and internal management have an impact on the cost control of civil aviation safety supervision, and the impact of internal management on cost control is slightly greater than that on supervision information construction.
