【摘要】：我國海洋經(jīng)濟經(jīng)過30多年的發(fā)展,已經(jīng)形成了三大海洋經(jīng)濟區(qū),其海洋經(jīng)濟發(fā)展已形成扎實的基礎(chǔ),呈現(xiàn)出持續(xù)強勁的增長勢頭。但是,隨著海洋經(jīng)濟的快速發(fā)展,海洋開發(fā)過程中也面臨著許多亟待解決的問題,其中,海洋產(chǎn)業(yè)趨同就是一個重要問題。國內(nèi)有關(guān)海洋產(chǎn)業(yè)趨恒問題的研究較少,大多數(shù)研究者只是從理論角度分析海洋產(chǎn)業(yè)趨同問題,并沒有通過實證分析進行驗證。本文采用樊福卓在2013年提出的產(chǎn)業(yè)結(jié)構(gòu)相似指數(shù)測度方法,分別測算了我國三大海洋經(jīng)濟區(qū)11個沿海省市在海洋三次產(chǎn)業(yè)及細分海洋產(chǎn)業(yè)分類下的海洋產(chǎn)業(yè)結(jié)構(gòu)相似指數(shù)。研究結(jié)果表明,在不同海洋產(chǎn)業(yè)分類條件下,所得到的海洋產(chǎn)業(yè)結(jié)構(gòu)相似指數(shù)呈現(xiàn)不同的變化趨勢。具體表現(xiàn)為：在三次產(chǎn)業(yè)分類下海洋產(chǎn)業(yè)結(jié)構(gòu)存在趨同現(xiàn)象,而在細分行業(yè)下海洋產(chǎn)業(yè)結(jié)構(gòu)則表現(xiàn)為趨異的。從研究結(jié)果可以看出,雖然我國三大海洋經(jīng)濟區(qū)的海洋產(chǎn)業(yè)同構(gòu)化問題依然較為嚴重,但隨著海洋產(chǎn)業(yè)日益趨于多元化,以及各省市政府對整體海洋結(jié)構(gòu)的宏觀調(diào)控,海洋產(chǎn)業(yè)同構(gòu)化問題逐漸得到改善。另外,本文還運用偏離-份額分析法對海洋產(chǎn)業(yè)結(jié)構(gòu)趨同對海洋經(jīng)濟增長影響進行了實證分析,其研究結(jié)果顯示我國三大海洋經(jīng)濟區(qū)海洋產(chǎn)業(yè)結(jié)構(gòu)趨同阻礙了海洋經(jīng)濟的發(fā)展。本文的目的在于結(jié)合理論與實證分析,對三大海洋經(jīng)濟區(qū)海洋產(chǎn)業(yè)趨同問題進行系統(tǒng)的歸納分析,為我國海洋經(jīng)濟發(fā)展提供合理的政策和建議。
[Abstract]:After more than 30 years of development, China's marine economy has formed three major marine economic zones, and its marine economic development has formed a solid foundation, showing a sustained strong growth momentum. However, with the rapid development of marine economy, marine development is faced with many problems to be solved. Among them, the convergence of marine industry is an important issue. There are few researches on marine industry trend in China. Most researchers only analyze the convergence of marine industry from a theoretical point of view, and do not verify it through empirical analysis. In this paper, the similarity index method of industrial structure proposed by Fan Fuzhuo in 2013 is used to measure the similarity index of marine industrial structure in 11 coastal provinces and cities of China's three major marine economic zones under the classification of marine tertiary industries and subdivided marine industries. The results show that the similarity index of marine industrial structure shows different trends under different marine industry classification conditions. It is shown that the marine industrial structure is similar under the three industrial classifications, while the marine industrial structure is different under the subdivision industry. It can be seen from the research results that although the isomorphism of marine industry in the three major marine economic zones of China is still relatively serious, with the increasing diversification of the marine industry and the macro-control of the overall marine structure by the provincial and municipal governments, The problem of isomorphism of marine industry has been gradually improved. In addition, the paper also uses the method of deviation-share analysis to analyze the effect of the convergence of marine industrial structure on the growth of marine economy. The results show that the convergence of marine industrial structure in the three major marine economic zones hinders the development of marine economy. The purpose of this paper is to make a systematic analysis of the convergence of marine industries in the three major marine economic zones in combination with theoretical and empirical analysis, and to provide reasonable policies and suggestions for the development of marine economy in China.
