海洋新能源領(lǐng)域的國際競爭格局及中國的商務(wù)機會

【摘要】:金融危機以來,在能源問題、氣候變暖、重振經(jīng)濟的三重壓力下,歐洲、美國、日本等沿海國家紛紛出臺海洋新能源發(fā)展規(guī)劃、產(chǎn)業(yè)激勵政策促進海洋新能源產(chǎn)業(yè)的發(fā)展,海洋新能源表現(xiàn)出強勁的發(fā)展態(tài)勢。學(xué)術(shù)研究也隨之活躍起來,然而相關(guān)研究大多針對某種或某幾種海洋新能源,研究內(nèi)容也主要集中在資源調(diào)查、技術(shù)發(fā)展動態(tài)、發(fā)展規(guī)劃規(guī)劃和政策研究方面,缺乏相關(guān)的經(jīng)濟學(xué)研究。另外,目前對海洋新能源的開發(fā)利用不再只停留技術(shù)研究階段,整個產(chǎn)業(yè)正在逐漸興起,無論是市場參與者,還是政策的制定者,都迫切的需要了解行業(yè)發(fā)展?jié)摿、市場競爭狀況以及自身發(fā)展缺陷等信息。所以,我們有必要對海洋新能源進行市場競爭力分析等相關(guān)的經(jīng)濟學(xué)研究,并且時機已經(jīng)成熟。這關(guān)乎海洋新能源產(chǎn)業(yè)未來的發(fā)展,以及中國能否抓住機遇,在國際市場競爭中占據(jù)有利席位。 出于以上目的,,論文首先闡述了海洋新能源領(lǐng)域國際競爭研究所涉及的經(jīng)濟學(xué)理論,作為全文的理論基礎(chǔ),為后續(xù)的研究奠定基礎(chǔ)。其次,選取在海洋新能源發(fā)展方面具有代表性的英國、美國、日本和中國四個國家,主要研究他們在技術(shù)研究、政策規(guī)劃和市場發(fā)展方面的現(xiàn)狀,并進行橫向比較,闡述目前該領(lǐng)域的國際競爭態(tài)勢:一方面,目前國際海洋新能源市場的參與國形成了一個三梯度的競爭模式——第一梯度是以英國、丹麥為代表的部分處于行業(yè)領(lǐng)先地位的歐洲國家,第二梯度是以美國、中國、日本為代表的行業(yè)新興參與者,第三梯度是無法自主進行海洋新能源開發(fā)的國家;另一方面,由于海洋新能源產(chǎn)業(yè)尚處在發(fā)展的初級階段,對技術(shù)的依賴性較高,所以這個競爭格局尚不穩(wěn)定,這就為第二梯度的國家提供了發(fā)展機會。再次,為了使海洋新能源國際競爭的研究更加直接、客觀、便于比較,本文構(gòu)建了海洋新能源國際競爭力評價指標(biāo)體系,運用模糊綜合評價法構(gòu)建模型,并對中國的競爭力水平進行計算,這為海洋新能源產(chǎn)業(yè)國際競爭力的研究提供一個可行的方法。 在上述研究的基礎(chǔ)上,結(jié)合國內(nèi)海洋新能源開發(fā)的技術(shù)水平、要素成本、關(guān)聯(lián)產(chǎn)業(yè)等情況,參考其他國家前期的發(fā)展經(jīng)驗和中國企業(yè)成功開發(fā)的項目,為中國參與海洋新能源領(lǐng)域國際競爭的方式提出建議:在以后的產(chǎn)業(yè)實踐中,一方面要加強技術(shù)研發(fā),及時與其他國家進行技術(shù)交流合作,取得技術(shù)突破;另一方面還要充分借助中國在制造業(yè)、國際貿(mào)易等方面的優(yōu)勢,縮小與其他國家的差距。所以論文認(rèn)為以技術(shù)合作、國際工程承包、設(shè)備出口、國際性展會舉辦等方式為契機進入海洋新能源產(chǎn)業(yè)的國際市場是最佳的選擇,這也正是目前中國在該領(lǐng)域的國際商務(wù)機會所在。
[Abstract]:Since the financial crisis, under the triple pressure of energy problems, climate warming, and revitalizing the economy, coastal countries such as Europe, the United States, Japan and other coastal countries have issued plans for the development of new marine energy resources one after another, and industrial incentive policies have promoted the development of new marine energy industries. New marine energy shows a strong trend of development. Academic research has also become active. However, most of the related studies are focused on some or several new marine energy sources, and the research contents are mainly focused on resource investigation and technological development. In terms of development planning and policy research, there is a lack of relevant economic research. In addition, at present, the exploitation and utilization of new marine energy sources are no longer confined to the stage of technological research, and the whole industry is gradually emerging, regardless of market participants. Or policy makers, they urgently need to know the potential of the industry, market competition and their own development defects. Therefore, it is necessary for us to carry out economic research related to the analysis of the market competitiveness of new marine energy sources. And the time is ripe. It's about the future of the new ocean energy industry and whether China can seize the opportunity to compete in the international market. For the above purpose, the thesis firstly expounds the economic theory involved in the international competition research in the field of new marine energy, as the theoretical basis of the full text, and lays a foundation for further research. Four countries, Britain, the United States, Japan and China, which are representative in the field of marine new energy development, are selected to study their status quo in technological research, policy planning and market development, and to carry out horizontal comparisons. Describing the current international competition situation in this field: on the one hand, the countries participating in the current international marine new energy market have formed a three-gradient competition model-the first gradient is based on the United Kingdom, Denmark is represented by some of the leading European countries in the industry. The second gradient is the emerging participants in the industry represented by the United States, China and Japan. The third gradient is the countries unable to develop new marine energy on their own; on the other hand, Because the marine new energy industry is still in the initial stage of development and is highly dependent on technology, the competition pattern is still unstable, which provides a development opportunity for the countries with the second gradients. Once again, In order to make the research on the international competition of new marine energy more direct, objective and easy to compare, this paper constructs the evaluation index system of the international competitiveness of marine new energy, and constructs the model by using the fuzzy comprehensive evaluation method. The competitiveness level of China is calculated, which provides a feasible method for the study of the international competitiveness of marine new energy industry. On the basis of the above research, and in the light of the technological level, factor costs, related industries, etc. of the domestic marine new energy development, and referring to the previous development experiences of other countries and the successful development projects of Chinese enterprises, Some suggestions are put forward for China to participate in the international competition in the field of new marine energy: in the future industrial practice, we should, on the one hand, strengthen the research and development of technology, carry out technical exchange and cooperation with other countries in time, and make technological breakthroughs; On the other hand, we should also make full use of China's advantages in manufacturing and international trade to narrow the gap with other countries. It is the best choice to enter the international market of marine new energy industry by holding international exhibitions, which is where China's current international business opportunities in this field lie.
