【摘要】：我國經(jīng)濟(jì)發(fā)展的供給側(cè)改革對(duì)海洋空間資源供給結(jié)構(gòu)和發(fā)展方向提出新要求。當(dāng)前,我國海洋空間資源開發(fā)利用呈現(xiàn)開發(fā)利用規(guī)模穩(wěn)定增加,資源供需矛盾進(jìn)一步加劇,開發(fā)利用效率有所提高,資源需求結(jié)構(gòu)快速變化,資源市場(chǎng)配置步伐加快等趨勢(shì)。"十三五"時(shí)期加快我國海洋空間資源配置供給側(cè)結(jié)構(gòu)改革,應(yīng)優(yōu)化海洋空間資源供給結(jié)構(gòu),促進(jìn)資源供給方向由生產(chǎn)向消費(fèi)轉(zhuǎn)變;完善海洋空間資源的市場(chǎng)配置機(jī)制,發(fā)揮市場(chǎng)對(duì)資源配置的決定性作用;引導(dǎo)海水養(yǎng)殖向深海發(fā)展,保障綠色安全海洋食品供給;完善圍填海總量管控制度,積極化解圍填海存量。
[Abstract]:The supply-side reform of China's economic development puts forward new requirements for the supply structure and development direction of marine space resources. At present, the scale of exploitation and utilization of marine space resources in China is steadily increasing. The contradiction between supply and demand of resources has been further intensified, the efficiency of development and utilization has been improved, and the structure of resource demand has changed rapidly. During the 13th Five-Year Plan period, the supply-side structure reform of China's marine space resources allocation should be optimized. Promoting the change of resource supply direction from production to consumption; Perfecting the market allocation mechanism of marine space resources and giving play to the decisive role of the market in the allocation of resources; To guide mariculture to the deep sea to ensure the supply of green and safe marine food; Improve the total reclamation control system and actively resolve the reclamation stock.
