【摘要】：歐盟能源綠色化的整體目標(biāo)為在2030年將溫室氣體排放總量降低至1990年的60%,同時(shí)在未來的16年間積極引入可再生能源,使其至少占能源供給的27%,全面提高能源效率27%。為達(dá)到這一目標(biāo),歐盟進(jìn)行了第三次能源自由化改革,發(fā)布了第三能源包裹法案,并將歐盟能源聯(lián)盟戰(zhàn)略作為容克計(jì)劃的優(yōu)先事項(xiàng)之一,為歐盟能源綠色化提供了法律保障。我國(guó)在國(guó)內(nèi)政策上建議起草"綠色經(jīng)濟(jì)增長(zhǎng)法"作為引領(lǐng)能源法律體系與氣候法律體系的基本法,在對(duì)外政策上應(yīng)全面加強(qiáng)與歐盟的合作。
[Abstract]:The EU's overall goal of greening energy is to reduce greenhouse gas emissions to 60, 000 by 2030, while actively introducing renewable energy in the next 16 years, making it at least 27 percent of the energy supply, and improving overall energy efficiency by 27 percent. In order to achieve this goal, the EU carried out the third energy liberalization reform, issued the third Energy package Act, and made the EU Energy Union Strategy one of the priorities of the Juncker Plan, which provided the legal guarantee for the greening of EU energy. In domestic policy, our country suggests to draft the "Green Economic growth Law" as the basic law to guide the legal system of energy and climate, and to strengthen the cooperation with the EU in foreign policy.
