【摘要】：人類自從步入工業(yè)革命以來(lái),對(duì)于能源的消耗越來(lái)越大,環(huán)境問(wèn)題也越來(lái)越嚴(yán)重。進(jìn)入20世紀(jì)中期,人類逐漸意識(shí)到需要改變這種粗放式的發(fā)展模式,節(jié)能、減排和可持續(xù)逐漸成為發(fā)展中的關(guān)鍵字。我國(guó)的環(huán)境污染問(wèn)題以及日益嚴(yán)重化和復(fù)雜化,保護(hù)、治理環(huán)境已經(jīng)刻不容緩。我國(guó)在能源方面則存在浪費(fèi)嚴(yán)重以及產(chǎn)品能耗高的問(wèn)題,節(jié)能潛力巨大。但在我國(guó)號(hào)召企業(yè)節(jié)能減排的同時(shí),仍遇到一些問(wèn)題,一是企業(yè)節(jié)能意識(shí)不夠,二是缺乏經(jīng)費(fèi)且不愿承擔(dān)風(fēng)險(xiǎn)。而通過(guò)合同能源管理實(shí)施節(jié)能改造項(xiàng)目能夠有效地解決這些問(wèn)題。本文以在合同能源管理模式下的營(yíng)口港鲅魚(yú)圈港區(qū)LED照明節(jié)能改造項(xiàng)目為案例,總結(jié)了項(xiàng)目中所出現(xiàn)的節(jié)能量無(wú)法確認(rèn)、財(cái)務(wù)凈現(xiàn)值為負(fù)等問(wèn)題,對(duì)于問(wèn)題提供解決方案,并且分析了方案中的優(yōu)缺點(diǎn)。本文提供了項(xiàng)目完成的結(jié)果以及完成后初期的一些節(jié)能減排效果,以供類似項(xiàng)目參考。最后將案例結(jié)合行業(yè)發(fā)展情況,對(duì)類似項(xiàng)目提供經(jīng)驗(yàn),對(duì)于行業(yè)的發(fā)展以及相關(guān)政策的完善提出一些建議。
[Abstract]:Since man entered the industrial revolution, the growing energy consumption, environmental problems are becoming more and more serious. In mid twentieth Century, people gradually realized the need to change the mode of development, the extensive energy saving, emission reduction and sustainable development has gradually become the keywords. The problems of environmental pollution in China and the increasingly serious and complicated protection, environmental governance, has been imperative. There is serious waste products as well as the problem of high energy consumption in terms of energy in our country, the enormous energy-saving potential. But in China's energy saving and emission reduction for enterprises at the same time, still have some problems, one is the enterprise energy-saving awareness is not enough, the two is the lack of funds and risk averse. And through the contract energy the management of the implementation of energy-saving projects can effectively solve these problems. This paper takes Yingkou port area of Bayuquan LED lighting energy-saving energy management contract mode The project as a case, summed up the project of energy saving can not be confirmed, financial net present value is negative and other issues, provide solutions for problems, and analyzes the advantages and disadvantages of the scheme. Some energy saving effect at the beginning of this paper provides the results and the completion of the project after the completion of, for reference to similar projects. Finally the case with the development of the industry, to provide experience for similar projects, put forward some suggestions to improve the development of the industry and related policies.
