基于GIS的開發(fā)區(qū)土地集約利用評(píng)價(jià)與潛力分析研究

【摘要】:開發(fā)區(qū)對(duì)我國(guó)的改革開放做出了巨大的貢獻(xiàn),是現(xiàn)代工業(yè)的集聚中心和區(qū)域經(jīng)濟(jì)增長(zhǎng)中艱力量。但目前開發(fā)區(qū)在土地利用中也存在很多問題,例如重規(guī)模輕效率、重引資輕規(guī)劃、重?cái)U(kuò)張,輕挖潛,因此開發(fā)區(qū)的建設(shè)以及工業(yè)的發(fā)展離不開開發(fā)區(qū)土地集約利用評(píng)價(jià)與潛力分析。 本研究方法以定量評(píng)價(jià)為主,定性分析與定量評(píng)價(jià),整體評(píng)價(jià)與典型分析,實(shí)地調(diào)查與統(tǒng)計(jì)分析相結(jié)合的方法對(duì)開發(fā)區(qū)進(jìn)行土地集約評(píng)價(jià)及潛力分析研究,主要被容包括:(1)將GIS技術(shù)引進(jìn)開發(fā)區(qū)土地集約利用評(píng)價(jià)中,通過其空間分析功能全面掌握開發(fā)區(qū)土地集約利用狀況,推動(dòng)開發(fā)區(qū)土地利用管理基礎(chǔ)信息建設(shè),為開發(fā)區(qū)動(dòng)態(tài)監(jiān)控及有關(guān)政策制定提供依據(jù)。(2)基于金湖經(jīng)濟(jì)開發(fā)區(qū)土地利用現(xiàn)狀,從土地利用程度、用地結(jié)構(gòu)和土地利用強(qiáng)度三方面分析土地利用現(xiàn)狀。并通過對(duì)典型企業(yè)樣點(diǎn)分析用地的結(jié)構(gòu)、效益和強(qiáng)度三個(gè)方面,對(duì)比分析土地集約利用水平給出分析結(jié)果和用地建議。(3)本文在結(jié)合《規(guī)程》相關(guān)指標(biāo)體系的基礎(chǔ)上,依據(jù)金湖經(jīng)濟(jì)開發(fā)區(qū)主導(dǎo)產(chǎn)業(yè)和經(jīng)濟(jì)狀況上,應(yīng)用多因素綜合分析法和層次分析法構(gòu)建有金湖特色的開發(fā)區(qū)集約評(píng)價(jià)指標(biāo)體系,在其中增加引入“地均”及“耗地系數(shù)”兩個(gè)概念,提出一組新目標(biāo)及相應(yīng)的子目標(biāo)和指標(biāo),即通過計(jì)算GDP和稅收的增長(zhǎng)土地資源消耗系數(shù)來反應(yīng)該開發(fā)區(qū)的耗地水平。評(píng)價(jià)計(jì)算過程中,應(yīng)用目標(biāo)執(zhí)法、發(fā)展趨勢(shì)估計(jì)法與專家咨詢法進(jìn)行理想值確定,應(yīng)用專家咨詢法、因素成對(duì)比較法與層次分析法來確定指標(biāo)及目標(biāo)層權(quán)重。(4)最后總結(jié)全文并通過前文的實(shí)證研究,上升到公共政策分析與研究層面,對(duì)提高開發(fā)區(qū)土地集約利用水平提出了幾點(diǎn)政策方面的建議并對(duì)該應(yīng)用成果的推廣提出提高土地集約利用程度的主要途徑和管理措施。 雖然本研究理論與實(shí)踐結(jié)合對(duì)開發(fā)區(qū)土地集約利用評(píng)價(jià)與潛分析技術(shù)進(jìn)行了研究和探討,但仍然存在不足,尚有一些問題有待于進(jìn)一步研究。
[Abstract]:The development zone has made great contributions to the reform and opening up of our country, which is the agglomeration center of modern industry and the amount of difficulty in regional economic growth. However, at present, there are also many problems in the development zone in land use, such as emphasizing scale and light efficiency, attracting investment over planning, paying attention to expansion, and tapping potential lightly. Therefore, the construction of the development zone and the development of industry can not be separated from the evaluation and potential analysis of intensive land use in the development zone. This research method combines quantitative evaluation, qualitative analysis and quantitative evaluation, overall evaluation and canonical analysis, field investigation and statistical analysis to carry out land intensive evaluation and potential analysis of the development zone. The main contents are as follows: (1) introducing GIS technology into the evaluation of intensive land use in the development zone, comprehensively mastering the situation of intensive land use in the development zone through its spatial analysis function, and promoting the basic information construction of land use management in the development zone. It provides the basis for the dynamic monitoring of the development zone and the formulation of related policies. (2) based on the present situation of land use in Jinhu Economic Development Zone, the present situation of land use is analyzed from three aspects: the degree of land use, the structure of land use and the intensity of land use. Through the analysis of the structure, benefit and intensity of land use in typical enterprise sample points, the analysis results and land use suggestions are given by comparing and analyzing the level of intensive land use. (3) based on the relevant index system of the regulations, According to the leading industry and economic situation of Jinhu Economic Development Zone, the intensive evaluation index system of Jinhu Economic Development Zone with Jinhu characteristics is constructed by using multi-factor comprehensive analysis and analytic hierarchy process (AHP). Among them, the concepts of "land average" and "land consumption coefficient" are introduced, and a set of new objectives and corresponding sub-goals and indicators are put forward, that is, the land consumption level of the development zone should be reflected by calculating the land resource consumption coefficient of GDP and tax growth. In the process of evaluation and calculation, the target law enforcement method, the development trend estimation method and the expert consultation method are applied to determine the ideal value, and the expert consultation method is applied. The factors are compared with AHP to determine the index and target weight. (4) finally, the full text is summarized and through the previous empirical research, it rises to the level of public policy analysis and research. Some policy suggestions are put forward to improve the level of intensive land use in the development zone, and the main ways and management measures to improve the degree of intensive land use are put forward for the promotion of the application results. Although the theory and practice of this study are combined with the research and discussion on the evaluation and potential analysis technology of intensive land use in the development zone, there are still some shortcomings, and there are still some problems to be further studied.
