【摘要】：國土資源是人們賴以生存和發(fā)展的重要物質(zhì)基礎，實現(xiàn)國土資源的高效、科學管理是當前國土資源管理事業(yè)發(fā)展的必然要求。運用信息化技術、采用信息化管理是促進國土資源管理創(chuàng)新，實現(xiàn)國土資源管理的科學化、規(guī)范化、精細化的重要途徑。幾年來，，國土資源部門積極推進國土資源管理信息化建設，加快“一張圖”工程建設，以實現(xiàn)國土資源全覆蓋、全流程的動態(tài)監(jiān)測與監(jiān)管，達到“一張圖管地、管礦、管權”的目的。 本文從信息化建設的背景出發(fā)，認真分析了當前我國國土資源管理工作中的諸多問題，闡明了“一張圖”建設的實際意義；在總結前人研究成果及試點區(qū)域系統(tǒng)建設經(jīng)驗的基礎上，分析了國土資源數(shù)據(jù)的分類及特點，對“一張圖”系統(tǒng)的建設內(nèi)容和框架以及關鍵技術進行了研究和探討；通過對用戶需求的分析，根據(jù)數(shù)據(jù)庫設計的一般原則，結合已有各類專題數(shù)據(jù)庫建設標準，設計出核心數(shù)據(jù)庫要素分類編碼體系、數(shù)據(jù)組織結構和數(shù)據(jù)模型，研究和設計數(shù)據(jù)庫的物理存儲結構和數(shù)據(jù)安全保障體系；確定數(shù)據(jù)庫建設的技術流程和步驟，重點對數(shù)據(jù)整合在數(shù)據(jù)庫建設中的應用進行了探討；最后結合資陽市國土資源“一張圖”系統(tǒng)的結構和功能分析，闡明了核心數(shù)據(jù)庫數(shù)據(jù)在“一張圖”系統(tǒng)中的調(diào)用和展現(xiàn)。 本文研究的目的是通過對“一張圖”系統(tǒng)中的核心數(shù)據(jù)庫的建設研究，為“一張圖”系統(tǒng)的整體建設提供數(shù)據(jù)基礎，為國土資源管理各項工作提供全面的、高度共享的數(shù)據(jù)支撐，促進國土資源信息化建設的高效推進。
[Abstract]:Land and resources are the important material foundation on which people depend for survival and development. Scientific management is the inevitable requirement for the development of land and resources management. Using information technology and adopting information management is an important way to promote the innovation of land and resources management and to realize the scientific, standardized and fine management of land and resources. Over the past few years, the land and resources departments have actively promoted the information construction of land and resources management, speeding up the construction of the "one map" project, in order to achieve full land and resources coverage, dynamic monitoring and supervision of the whole process, so as to achieve "one map, land management, and mining management." The purpose of governing power. Based on the background of information construction, this paper analyzes many problems in the management of land and resources in our country, and expounds the practical significance of the construction of "one map". On the basis of summing up the previous research results and the experience of regional system construction in pilot area, this paper analyzes the classification and characteristics of land and resources data, and studies and discusses the construction content, frame and key technology of the "one map" system. According to the general principles of database design and the existing standards of database construction, the classification and coding system of core database elements, data organization structure and data model are designed through the analysis of users' needs. The physical storage structure and data security system of database are studied and designed, the technical flow and steps of database construction are determined, and the application of data integration in database construction is discussed. Finally, based on the analysis of the structure and function of the "one map" system in Ziyang, the transfer and display of the core database data in the "one map" system are expounded. The purpose of this paper is to provide a data basis for the overall construction of the "one map" system and to provide a comprehensive basis for the management of land and resources through the study of the construction of the core database in the "one map" system.
