【摘要】：土地是人類社會(huì)發(fā)展的基礎(chǔ)，所有的生產(chǎn)活動(dòng)都離不開土地。我國經(jīng)濟(jì)的持續(xù)高速發(fā)展大大增加了對(duì)土地的需求，人與土地之間的矛盾逐漸凸顯[1]。如何更加合理地為各行業(yè)分配土地資源，保障社會(huì)和經(jīng)濟(jì)的良好發(fā)展，是土地利用規(guī)劃需要解決的問題。隨著計(jì)算機(jī)和GIS技術(shù)在土地科學(xué)中應(yīng)用的深入，土地利用規(guī)劃數(shù)據(jù)庫成為現(xiàn)代土地利用規(guī)劃成果的管理方式，，在數(shù)據(jù)基礎(chǔ)上保證了依據(jù)土地規(guī)劃實(shí)施土地管理。因此，建設(shè)完整、準(zhǔn)確、科學(xué)的土地利用規(guī)劃數(shù)據(jù)庫是實(shí)現(xiàn)國土信息化的一個(gè)重要環(huán)節(jié)。 本文是以合肥市縣區(qū)級(jí)土地利用總體規(guī)劃（2006-2020年）項(xiàng)目為支撐。首先，按照縣區(qū)級(jí)土地利用規(guī)劃數(shù)據(jù)庫的建設(shè)要求，制定了數(shù)據(jù)庫建設(shè)的技術(shù)路線和操作流程，闡述了空間數(shù)據(jù)的結(jié)構(gòu)、模型以及空間數(shù)據(jù)庫的特點(diǎn)，對(duì)建設(shè)土地利用規(guī)劃數(shù)據(jù)庫使用的ArcGIS GeoDatabase進(jìn)行了介紹。然后，按照土地利用規(guī)劃數(shù)據(jù)庫建設(shè)流程，對(duì)建庫過程中的數(shù)據(jù)處理、要素創(chuàng)建、數(shù)據(jù)入庫、屬性賦值、制作元數(shù)據(jù)以及交換格式等環(huán)節(jié)的關(guān)鍵技術(shù)點(diǎn)進(jìn)行了詳細(xì)探討。最后，以合肥市包河區(qū)為例，按照本文提出的路線，以ArcGIS為平臺(tái)，綜合運(yùn)用.NET、FME、XML技術(shù)和ArcGIS Engine組件，完成了包河區(qū)土地利用總體規(guī)劃（2006—2020）數(shù)據(jù)庫的建設(shè)。
[Abstract]:Land is the basis of the development of human society, all production activities are inseparable from land. The sustained and high speed development of economy in China has greatly increased the demand for land, and the contradiction between people and land has gradually become prominent [1]. How to allocate land resources more reasonably to ensure the good development of society and economy is a problem that needs to be solved in land use planning. With the application of computer and GIS technology in land science, land use planning database has become the management mode of modern land use planning achievements, which ensures the implementation of land management based on land planning. Therefore, the construction of a complete, accurate and scientific database of land use planning is an important link in the realization of land informatization. This paper is supported by Hefei County-level Land use Master Plan 2006-2020. First of all, according to the requirements of land use planning database construction at county and district level, the technical route and operation flow of database construction are established, and the structure, model and characteristics of spatial database are expounded. ArcGIS GeoDatabase, which is used in the construction of land use planning database, is introduced. Then, according to the construction process of land use planning database, the key technology points of data processing, element creation, data input, attribute assignment, metadata making and exchange format are discussed in detail. Finally, taking Baohe District of Hefei as an example, according to the route proposed in this paper, taking ArcGIS as the platform, using the technology of. Net FMEN XML and ArcGIS engine, the construction of the land use master plan of Baohe District (2006-2020) is completed.
