【摘要】：標(biāo)準(zhǔn)農(nóng)田管理是我國(guó)土地資源管理工作的重要組成部分,浙江省作為一個(gè)資源小省,嚴(yán)格控制標(biāo)準(zhǔn)農(nóng)田的占補(bǔ)平衡,確保建設(shè)用地范圍內(nèi)標(biāo)準(zhǔn)農(nóng)田與儲(chǔ)備庫之間的置換過程,是在質(zhì)量相當(dāng)、數(shù)量相等前提下開展的分批、分期地易地置換。為了保證標(biāo)準(zhǔn)農(nóng)田占補(bǔ)平衡,各部門必須要實(shí)現(xiàn)相互之間的數(shù)據(jù)共享,并結(jié)合土地利用現(xiàn)狀、規(guī)劃、權(quán)屬等進(jìn)行綜合分析。 本文著重研究空間信息服務(wù)聚合技術(shù),并針對(duì)標(biāo)準(zhǔn)農(nóng)田占補(bǔ)過程中需要控制的各類裁減、分析、檢查等操作需求,設(shè)計(jì)了各階段的空間信息服務(wù)。同時(shí),本文根據(jù)占補(bǔ)流程建立服務(wù)聚合模型,以確保各項(xiàng)目的空間拓?fù)湟恢滦院瓦壿嫼侠硇浴?論文首先對(duì)空間信息服務(wù)的相關(guān)技術(shù)進(jìn)行了探討,分析了Web GIS的技術(shù)特點(diǎn),闡述了OGC的各種互操作協(xié)議和空間信息服務(wù)聚合的相關(guān)關(guān)鍵技術(shù)。 本文提出了面向標(biāo)準(zhǔn)農(nóng)田占補(bǔ)流程的空間信息服務(wù)聚合模型。該模型通過語義服務(wù)注冊(cè)、發(fā)現(xiàn)、搜索等技術(shù),組建服務(wù)組,生成臨時(shí)服務(wù)池,根據(jù)業(yè)務(wù)流程動(dòng)態(tài)排序參與聚合的服務(wù)組,實(shí)現(xiàn)空間信息服務(wù)根據(jù)系統(tǒng)業(yè)務(wù)流程的動(dòng)態(tài)聚合。 最后,本文分析了標(biāo)準(zhǔn)農(nóng)田占補(bǔ)管理系統(tǒng)的基本需求,結(jié)合上述的面向標(biāo)準(zhǔn)農(nóng)田占補(bǔ)流程的空間信息服務(wù)聚合模型和空間信息服務(wù)技術(shù),進(jìn)行服務(wù)建模和接口設(shè)計(jì),實(shí)現(xiàn)了基于WebGIS的標(biāo)準(zhǔn)農(nóng)田占補(bǔ)管理系統(tǒng)。
[Abstract]:Standard farmland management is an important part of land resource management in China. Zhejiang Province, as a small resource province, strictly controls the balance of standard farmland occupation and compensation, and ensures the replacement process between standard farmland and reserve bank within the scope of construction land.Is in the quality, the quantity equal premise carries on the batch, the stage changes the place replacement.In order to ensure the balance of occupation and compensation of standard farmland, all departments must share data with each other, and carry on comprehensive analysis combined with the present situation of land use, planning, ownership and so on.In this paper, the aggregation technology of spatial information service is studied, and the spatial information service in each stage is designed according to the operation requirements of reduction, analysis, inspection and so on, which need to be controlled in the process of occupation and compensation of standard farmland.At the same time, this paper establishes a service aggregation model according to the share and fill process to ensure the spatial topology consistency and logical rationality of each project.In this paper, the related technologies of spatial information service are discussed, the technical characteristics of Web GIS are analyzed, and the various interoperable protocols of OGC and the key technologies of spatial information service aggregation are expounded.In this paper, a spatial information service aggregation model for standard farmland filling process is proposed.Through semantic service registration, discovery, search and other technologies, the model sets up service groups, generates temporary service pools, dynamically sorts service groups participating in aggregation according to business processes, and realizes the dynamic aggregation of spatial information services according to system business processes.Finally, this paper analyzes the basic needs of the standard farmland occupation and supplement management system, combining with the above spatial information service aggregation model and spatial information service technology, carries on the service modeling and the interface design.The standard farmland occupation and compensation management system based on WebGIS is realized.
