縣級(jí)農(nóng)用地分等關(guān)鍵技術(shù)及信息系統(tǒng)研究

【摘要】:農(nóng)用地分等是根據(jù)農(nóng)用地自然屬性和經(jīng)濟(jì)屬性對(duì)農(nóng)用地質(zhì)量?jī)?yōu)劣進(jìn)行綜合評(píng)定并劃分等別的評(píng)價(jià)工作。作為深化改革土地管理的基礎(chǔ)性工作,農(nóng)用地分等是法律賦予國(guó)土資源管理部門的一項(xiàng)重要職責(zé),是一項(xiàng)具有公益性、基礎(chǔ)性、戰(zhàn)略性的土地資源調(diào)查評(píng)價(jià)工作。通過(guò)開(kāi)展農(nóng)用地分等研究,可以全面掌握農(nóng)用地?cái)?shù)量分布狀況、科學(xué)評(píng)價(jià)農(nóng)用地質(zhì)量分布狀況,為耕地占補(bǔ)平衡、基本農(nóng)田劃定及保護(hù)、土地開(kāi)發(fā)及整理等工作提供依據(jù)。隨著我國(guó)在農(nóng)用地質(zhì)量研究領(lǐng)域的不斷深入與完善,越來(lái)越多的評(píng)價(jià)方法與研究手段紛紛被引入農(nóng)用地分等工作中來(lái),這在極大豐富了農(nóng)用地分等評(píng)價(jià)內(nèi)涵、提高了分等成果準(zhǔn)確性的同時(shí)也導(dǎo)致了在農(nóng)用地分等研究工作中存在技術(shù)路線多樣、研究方法不統(tǒng)一、數(shù)據(jù)格式多樣、成果計(jì)算復(fù)雜、數(shù)據(jù)管理困難等多種問(wèn)題。與此同時(shí),縣級(jí)農(nóng)用地分等成果作為農(nóng)用地分等成果匯總及應(yīng)用的基礎(chǔ)成果,其結(jié)果的真實(shí)性與可靠性對(duì)于整個(gè)農(nóng)用地分等工作至關(guān)重要。本文針對(duì)農(nóng)用地分等研究現(xiàn)狀及存在的問(wèn)題,利用專業(yè)的GIS工具及計(jì)算機(jī)工具,以實(shí)際工作經(jīng)驗(yàn)為補(bǔ)充,利用山東省泰安市泰山區(qū)2012年農(nóng)用地分等數(shù)據(jù),展開(kāi)以下兩方面的探索研究。農(nóng)用地分等關(guān)鍵技術(shù)研究。本文對(duì)農(nóng)用地分等研究中存在的多種評(píng)價(jià)方法的使用條件與限制、分等關(guān)鍵參數(shù)的篩選與使用及復(fù)雜算法的實(shí)現(xiàn)進(jìn)行了深入的研究,從理論與實(shí)踐角度理清了農(nóng)用地分等的一般思路與技術(shù)解決方案。同時(shí),由于農(nóng)用地分等成果多反映為數(shù)字形式,部分與農(nóng)用地實(shí)際情況不符的特殊情況可能因?yàn)辇嫶蟮臄?shù)據(jù)量而被忽略掉,因此本文對(duì)成果的自檢方法進(jìn)行了說(shuō)明與實(shí)現(xiàn),以期減少成果中的數(shù)據(jù)問(wèn)題與非技術(shù)問(wèn)題。農(nóng)用地分等系統(tǒng)設(shè)計(jì)及實(shí)現(xiàn)。以農(nóng)用地分等關(guān)鍵技術(shù)的研究成果作為系統(tǒng)設(shè)計(jì)的思路,結(jié)合GIS技術(shù)、數(shù)據(jù)庫(kù)技術(shù)與計(jì)算機(jī)技術(shù),選擇ESRI的二次開(kāi)發(fā)工具ArcGIS Engine設(shè)計(jì)并實(shí)現(xiàn)了面向農(nóng)用地分等數(shù)據(jù)整合與成果統(tǒng)計(jì)分析的農(nóng)用地分等系統(tǒng)。本文整合了農(nóng)用地分等的方法,對(duì)關(guān)鍵參數(shù)與算法的探討解決了實(shí)際工作中的具體問(wèn)題,滿足了業(yè)務(wù)人員的工作要求,同時(shí)將龐大的數(shù)據(jù)管理與復(fù)雜的參數(shù)計(jì)算轉(zhuǎn)換成程序語(yǔ)言與系統(tǒng)功能,降低了評(píng)價(jià)研究的技術(shù)門檻,實(shí)現(xiàn)了農(nóng)用地分等理論與實(shí)踐的統(tǒng)一。
[Abstract]:The classification of agricultural land is a comprehensive evaluation of the quality of agricultural land according to its natural and economic attributes, which is the basic work of deepening the reform of land management. The classification of agricultural land is an important duty entrusted by law to the land and resources management department. It is a public welfare, basic and strategic investigation and evaluation of land resources. We can comprehensively grasp the distribution of agricultural land quantity, scientifically evaluate the distribution of agricultural land quality, balance the occupation and compensation of cultivated land, delimit and protect the basic farmland, With the continuous development and improvement of agricultural land quality research in China, more and more evaluation methods and research methods have been introduced into agricultural land classification work. This not only greatly enriches the connotation of agricultural land grading evaluation, but also improves the accuracy of grading results. At the same time, it also leads to the diversity of technical routes in agricultural land grading research, the disunity of research methods, the diversity of data formats, and the complexity of the calculation of agricultural land grading results. At the same time, the county level agricultural land classification results as the agricultural land grading results summary and application of the basic results, The authenticity and reliability of the results are very important for the whole work of agricultural land grading. In view of the present situation and existing problems of agricultural land grading, this paper uses professional GIS tools and computer tools to supplement the actual work experience. Based on the 2012 agricultural land grading data of Tai'an City, Shandong Province, the following two aspects are explored and studied. The key techniques of agricultural land grading are studied. The conditions and limitations of various evaluation methods in agricultural land grading research are discussed in this paper. The selection and use of grading key parameters and the implementation of complex algorithms are studied in depth, and the general ideas and technical solutions of agricultural land grading are clarified from the angle of theory and practice. At the same time, Because the agricultural land grading results are mostly reflected in the digital form, some special cases which do not conform to the actual situation of agricultural land may be ignored because of the huge amount of data, so this paper explains and realizes the self-checking method of the results. In order to reduce the data problem and non-technical problem in the result, the design and realization of agricultural land grading system, the research results of the key technology of agricultural land grading as the train of thought of system design, the combination of GIS technology, database technology and computer technology, ArcGIS Engine, a secondary development tool of ESRI, is selected to design and implement the agricultural land grading system for the integration of agricultural land grading data and the statistical analysis of the results. The discussion of key parameters and algorithms solves the specific problems in practical work and meets the requirements of business personnel. At the same time, the huge data management and complex parameter calculation are converted into program languages and system functions. The technical threshold of evaluation research is lowered and the unity of agricultural land grading theory and practice is realized.
