【摘要】：隨著改革開放的深入與經(jīng)濟(jì)的迅速發(fā)展，我國(guó)的人地矛盾日益突出。“十分珍惜和合理利用每一寸土地，切實(shí)保護(hù)耕地”基本國(guó)策對(duì)我國(guó)科學(xué)、可持續(xù)發(fā)展有著重要的意義。為適應(yīng)發(fā)展需要，我國(guó)于2007年開展了第二次全國(guó)土地利用調(diào)查，全面查清了全國(guó)土地利用狀況。為進(jìn)一步合理安排各類用地，推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)，促進(jìn)經(jīng)濟(jì)的科學(xué)發(fā)展，國(guó)務(wù)院要求各級(jí)政府展開新一輪的土地利用總體規(guī)劃。同時(shí)，我國(guó)啟動(dòng)“數(shù)字國(guó)土工程一縣(市)級(jí)土地利用數(shù)據(jù)庫(kù)建設(shè)”項(xiàng)目，以保存這些規(guī)劃勞動(dòng)成果，并能切實(shí)為土地相關(guān)部門服務(wù)。 本文基于“濟(jì)南市土地利用規(guī)劃數(shù)據(jù)庫(kù)建設(shè)項(xiàng)目”，首先，通過(guò)對(duì)土地管理部門的需求進(jìn)行分析，設(shè)計(jì)了土地利用規(guī)劃數(shù)據(jù)庫(kù)的結(jié)構(gòu)和數(shù)據(jù)組織方式；進(jìn)而，，重點(diǎn)介紹了建庫(kù)過(guò)程中涉及到的一些關(guān)鍵技術(shù)與建庫(kù)難點(diǎn)，并對(duì)其進(jìn)行深入探討，其中包括：兩種常見數(shù)據(jù)之間的轉(zhuǎn)換方法、分幅空間數(shù)據(jù)接邊方法、數(shù)據(jù)庫(kù)縮編和地圖綜合的方法以及制圖建庫(kù)一體化方法等。通過(guò)對(duì)這些技術(shù)的研究解決了整個(gè)建庫(kù)過(guò)程中的難題，對(duì)數(shù)據(jù)庫(kù)建設(shè)的順利進(jìn)行做好了準(zhǔn)備工作。最后，本文就建庫(kù)中不能輸出合適的柵格圖這一問題做出了研究，并提出了制圖建庫(kù)一體化模型。 本文共分六章。第一章是緒論，分析了土地利用規(guī)劃數(shù)據(jù)庫(kù)建設(shè)的背景，國(guó)內(nèi)外研究動(dòng)態(tài)以及本文的研究目的和內(nèi)容；第二章是相關(guān)理論和方法，介紹了土地利用規(guī)劃概念，規(guī)劃數(shù)據(jù)庫(kù)概念以及現(xiàn)階段常用的幾種GIS軟件的特點(diǎn)。第三章是建庫(kù)準(zhǔn)備和數(shù)據(jù)庫(kù)的設(shè)計(jì)，介紹了數(shù)據(jù)的采集和準(zhǔn)備過(guò)程，然后對(duì)土地利用規(guī)劃數(shù)據(jù)庫(kù)進(jìn)行設(shè)計(jì)，并選擇了入庫(kù)軟件；第四章分析了數(shù)據(jù)庫(kù)建設(shè)過(guò)程中五種關(guān)鍵技術(shù)，并針對(duì)項(xiàng)目需要提出了最優(yōu)的處理方法；第五章以濟(jì)南市為例進(jìn)行數(shù)據(jù)庫(kù)建設(shè)研究，并對(duì)建庫(kù)中出現(xiàn)的問題提出了解決方法；第六章是總結(jié)和展望。 總的來(lái)說(shuō)，本文通過(guò)構(gòu)建土地利用規(guī)劃數(shù)據(jù)庫(kù)，解決數(shù)據(jù)庫(kù)建設(shè)中存在的問題，優(yōu)化了建庫(kù)方案，進(jìn)一步為國(guó)民經(jīng)濟(jì)發(fā)展的戰(zhàn)略提供支持依據(jù)。為土地資源規(guī)劃、開發(fā)和利用提供信息化支持和決策依據(jù)。
[Abstract]:With the deepening of reform and opening up and the rapid development of economy, the contradiction between man and land in our country has become increasingly prominent. Sustainable development is of great significance. In order to meet the needs of development, in 2007, China launched the second national land use survey, which comprehensively identified the national land use situation. To promote the optimization and upgrading of the industrial structure and promote the scientific development of the economy, the State Council has requested governments at all levels to launch a new round of overall land use planning. In order to save the achievements of the planning work and to serve the relevant departments of land, China has started the project of "Building a Land use Database at the County (City) level of the Digital Land Project". Based on the "Land use Planning Database Construction Project of Jinan City", firstly, through the analysis of the demand of the land use planning department, the structure and data organization of the land use planning database are designed. This paper mainly introduces some key technologies and difficulties involved in the process of building the database, and probes into them in depth, including: the conversion method between two common data, the edge joining method of split-width spatial data, The methods of database drawing down and map generalization, and the method of integration of mapping and database construction, etc. Through the study of these techniques, the difficulties in the whole process of database construction are solved, and the preparation work for the smooth construction of database is made. In this paper, we study the problem that the grid map can not be outputted in the database construction, and put forward the integrated model of mapping and database building. This paper is divided into six chapters. The first chapter is the introduction, analyzes the background of the database construction of land use planning, the domestic and foreign research trends, as well as the purpose and content of this paper, the second chapter is related theories and methods, introduced the concept of land use planning. The concept of planning database and the characteristics of several kinds of GIS software commonly used in the present stage. The third chapter is the preparation of building database and the design of database, introduces the process of data collection and preparation, and then designs the database of land use planning. Chapter 4th analyzes five key technologies in the process of database construction, and puts forward the optimal processing method to meet the needs of the project. Chapter 5th takes Jinan as an example to carry on the database construction research. And put forward the solutions to the problems in the construction of the database; 6th chapter is a summary and prospects. In general, this paper solves the problems existing in the database construction by constructing the database of land use planning, optimizes the scheme of building the database, and further provides the support basis for the strategy of national economic development. Development and use to provide information support and decision-making basis.
