【摘要】：隨著我國(guó)不動(dòng)產(chǎn)統(tǒng)一登記工作的不斷推進(jìn),開展房地合一的不動(dòng)產(chǎn)信息綜合管理研究與實(shí)踐,可以為不動(dòng)產(chǎn)統(tǒng)一登記及時(shí)提供科學(xué)準(zhǔn)確的基礎(chǔ)數(shù)據(jù)。高校作為我國(guó)不動(dòng)產(chǎn)統(tǒng)一登記重要對(duì)象,其用地多為劃撥取得,權(quán)屬、用途變化通常不大,但仍處于動(dòng)態(tài)變化之中。調(diào)查表明,高校現(xiàn)有的房產(chǎn)與土地管理多采用靜態(tài)管理,產(chǎn)權(quán)信息多使用CAD工程圖管理,無法客觀反映高校不動(dòng)產(chǎn)產(chǎn)權(quán)的現(xiàn)實(shí)狀況,也不符合不動(dòng)產(chǎn)統(tǒng)一登記的客觀要求。因此,開展高校不動(dòng)產(chǎn)信息統(tǒng)一管理系統(tǒng)研究,無論是對(duì)于推動(dòng)我國(guó)不動(dòng)產(chǎn)統(tǒng)一登記工作,還是為提高登記效率,確保高校在登記中的合法權(quán)益具有重要的現(xiàn)實(shí)意義。本論文基于房地信息“統(tǒng)一平臺(tái)”、“統(tǒng)一數(shù)據(jù)”、“統(tǒng)一尺度”、“統(tǒng)一內(nèi)容”的四統(tǒng)一登記原則,從高校房地產(chǎn)參與統(tǒng)一登記的基本信息要求入手,通過分析其語(yǔ)義內(nèi)涵,并結(jié)合高校不動(dòng)產(chǎn)具體管理目標(biāo)、管理要求,提出了高校不動(dòng)產(chǎn)信息統(tǒng)一管理系統(tǒng)建設(shè)的思路、方法與技術(shù)流程。論文研究?jī)?nèi)容涉及:(1)對(duì)國(guó)內(nèi)外有關(guān)高校不動(dòng)產(chǎn)信息統(tǒng)一系統(tǒng)研究現(xiàn)狀進(jìn)行了綜述性分析,在分析此類系統(tǒng)建設(shè)的前提條件后,結(jié)合系統(tǒng)需求分析,提出了系統(tǒng)建設(shè)的總體框架;(2)通過不動(dòng)產(chǎn)信息統(tǒng)一管理中的屬性數(shù)據(jù)整合模式分析,構(gòu)建了不動(dòng)產(chǎn)屬性數(shù)據(jù)整合的具體模型,統(tǒng)一整合了不動(dòng)產(chǎn)屬性數(shù)據(jù)的內(nèi)容與形式;(3)在分析不動(dòng)產(chǎn)的土地基本單元和房產(chǎn)基本單元空間的拓?fù)潢P(guān)系后,引入產(chǎn)權(quán)體概念,并提出產(chǎn)權(quán)體的基本特征和三維空間數(shù)據(jù)模型,實(shí)現(xiàn)三維產(chǎn)權(quán)體在不動(dòng)產(chǎn)信息統(tǒng)一管理系統(tǒng)中的有效表達(dá);(4)以中國(guó)地質(zhì)大學(xué)(北京)為例,根據(jù)所需系統(tǒng)功能選擇統(tǒng)一的信息平臺(tái),對(duì)屬性數(shù)據(jù)和空間數(shù)據(jù)進(jìn)行一體化存儲(chǔ)和管理,表明關(guān)鍵技術(shù)與方法。論文研究結(jié)果表明,該系統(tǒng)整合了高校不動(dòng)產(chǎn)管理的信息資源,滿足了高校日常管理業(yè)務(wù)需求,可以為實(shí)現(xiàn)不動(dòng)產(chǎn)統(tǒng)一登記提供有力的技術(shù)支持及數(shù)據(jù)支撐。
[Abstract]:With the development of the unified registration of real estate in our country, the research and practice of the integrated management of real estate information is carried out. Colleges and universities, as an important object of real estate unified registration in our country, most of their land is allocated to obtain, ownership, the use of change is not usually. But it is still in the dynamic change. The investigation shows that the existing real estate and land management in colleges and universities mostly use static management, and the property rights information mostly use CAD engineering drawing management. Can not objectively reflect the real estate property rights in colleges and universities, and do not meet the objective requirements of the unified registration of real estate. Therefore, the research on the unified management system of university real estate information is carried out. This paper is based on the "unified platform" of premises information, not only for promoting the unified registration of real estate in our country, but also for improving the efficiency of registration and ensuring the legitimate rights and interests of colleges and universities in registration. "unified data", "unified scale", "unified content" of the four unified registration principles, from the university real estate participation in the unified registration of the basic information requirements, through the analysis of its semantic connotation. Combined with the specific management objectives and management requirements of real estate in colleges and universities, this paper puts forward the idea of building a unified management system of real estate information in colleges and universities. Methods and technical flow. The research content of this paper is about 1: 1) this paper summarizes and analyzes the current situation of the research on the unified system of real estate information in colleges and universities at home and abroad, after analyzing the preconditions for the construction of this kind of system. Based on the analysis of system requirements, the overall framework of system construction is put forward. 2) through the analysis of the integration mode of the attribute data in the unified management of real estate information, the concrete model of the integration of the real estate attribute data is constructed, and the content and form of the real estate attribute data are unified and integrated; 3) after analyzing the topological relationship between the basic unit of real estate and the space of basic unit of real estate, the concept of property right is introduced, and the basic characteristics of property right and the three-dimensional spatial data model are put forward. Realize the effective expression of the three-dimensional property right in the real estate information unified management system; Taking China University of Geosciences (Beijing) as an example, a unified information platform is selected according to the required system functions to store and manage the attribute data and spatial data in an integrated way. The research results show that the system integrates the information resources of the real estate management in colleges and universities, and meets the needs of the daily management business of colleges and universities. It can provide strong technical support and data support for realizing unified registration of real estate.
