【摘要】:全社會對防洪減災(zāi)事業(yè)向來十分關(guān)切,各級水利部門和各類水利科學(xué)研究部門投入了巨大的物力和人力資源研究和應(yīng)用行之有效的防洪減災(zāi)工程與非工程措施。信息化集成度較高的防洪調(diào)度系統(tǒng)已經(jīng)非常廣泛地應(yīng)用到現(xiàn)代防洪減災(zāi)信息化應(yīng)用領(lǐng)域,隨著地理信息系統(tǒng)原理和“3S”技術(shù)在水利領(lǐng)域深入的應(yīng)用,必然會使GIS(Geographic information system)技術(shù)與防洪調(diào)度系統(tǒng)高度融合,但如何通過GIS技術(shù)來設(shè)計高效實用的防洪調(diào)度系統(tǒng)成為亟待解決的問題。隨著防洪調(diào)度系統(tǒng)研究的深入,以流域防洪調(diào)度系統(tǒng)的研究開發(fā)為主顯得尤為迫切,用GIS技術(shù)開發(fā)實用的流域防洪調(diào)度系統(tǒng)為今后一段時間研究開發(fā)的重點。開發(fā)基于GIS技術(shù)的防洪調(diào)度系統(tǒng)對進(jìn)一步開發(fā)流域數(shù)字化高的防洪調(diào)度系統(tǒng)具有重要意義。 本文在深入分析洪水災(zāi)害特點的基礎(chǔ)上,結(jié)合水文模型與GIS技術(shù)于防洪調(diào)度系統(tǒng)中,由于GIS技術(shù)具有綜合地對多維空間數(shù)據(jù)進(jìn)行操作、模擬、分析和顯示的特點,可真實地對洪水災(zāi)害過程模擬,,并準(zhǔn)確高效演示防洪調(diào)度過程。本文利用地理信息系統(tǒng)技術(shù)設(shè)計了防洪調(diào)度原型系統(tǒng),并開發(fā)了洪水災(zāi)害模擬功能模塊,其具有應(yīng)用便捷和操作性能高等優(yōu)點,為洪水災(zāi)害及時迅速評估和宏觀防洪調(diào)度決策提供了有力支撐。 本文所做主要研究工作如下:(1)防洪調(diào)度系統(tǒng)以地理信息系統(tǒng)技術(shù)為基礎(chǔ),結(jié)合先進(jìn)的Web技術(shù),設(shè)計了Web GIS系統(tǒng)結(jié)構(gòu)。(2)基于Web GIS系統(tǒng)功能,對Web網(wǎng)絡(luò)結(jié)構(gòu)對比分析,選擇防洪調(diào)度系統(tǒng)軟件開發(fā)平臺、開發(fā)環(huán)境及所需開發(fā)工具。根據(jù)災(zāi)害預(yù)報、洪水調(diào)度、災(zāi)情評估等需求研究設(shè)計建立軟件開發(fā)的Web GIS框架、屬性數(shù)據(jù)庫和空間數(shù)據(jù)庫,實現(xiàn)面向應(yīng)用實際的具體功能。(3)軟件創(chuàng)建水文遙測系統(tǒng)、洪水預(yù)報系統(tǒng)、洪水調(diào)度系統(tǒng)、災(zāi)情評估系統(tǒng)等子功能來構(gòu)成防洪調(diào)度系統(tǒng)總功能。(4)對防洪調(diào)度系統(tǒng)實現(xiàn)的關(guān)鍵技術(shù)進(jìn)行研究分析。
[Abstract]:The whole society has always been very concerned about the cause of flood control and disaster reduction. Water conservancy departments at all levels and all kinds of water conservancy scientific research departments have invested huge material and human resources in the research and application of effective flood control and disaster mitigation engineering and non-engineering measures. It is widely used in the field of modern flood control and disaster reduction information application. With the application of GIS principle and "3s" technology in the field of water conservancy. It is inevitable that the GIS(Geographic information system technology and flood control system will be highly integrated. However, how to design an efficient and practical flood control system through GIS technology has become an urgent problem, along with the in-depth study of flood control operation system. The research and development of flood control dispatching system in river basin is especially urgent. The development of practical watershed flood control dispatching system based on GIS technology is the focus of research and development in the future. The development of flood control dispatching system based on GIS technology is useful for further development of high digital flood control system in river basin. It is of great significance. Based on the deep analysis of the characteristics of flood disaster, this paper combines hydrological model with GIS technology in flood control and dispatching system, because GIS technology can operate and simulate multi-dimensional spatial data synthetically. The characteristics of the analysis and display can simulate the flood disaster process and demonstrate the flood control operation process accurately and efficiently. The prototype system of flood control operation is designed by using the GIS technology in this paper. The function module of flood disaster simulation is developed, which has the advantages of convenient application and high operating performance. It provides a strong support for the timely and rapid assessment of flood disaster and the decision of macro-flood control operation. The main research work of this paper is as follows: 1) Flood control system is based on GIS technology, combined with advanced Web technology. The structure of Web GIS system is designed. Based on the function of Web GIS system, the structure of Web network is compared and analyzed, and the software development platform of flood control dispatching system is selected. According to the needs of disaster forecast, flood dispatch and disaster situation assessment, the Web GIS framework, attribute database and spatial database for software development are designed. To realize the practical application of the specific function. 3) software to create a hydrological telemetry system, flood forecasting system, flood control system. The whole function of flood control dispatching system is composed of the sub-function of the disaster assessment system. (4) the key technology of flood control operation system is studied and analyzed.
