【摘要】：電費(fèi)回收直接影響供電企業(yè)經(jīng)濟(jì)運(yùn)行質(zhì)量的好壞,是電力企業(yè)發(fā)展的必要要件。而電作為一種特殊商品和人們長期以來“先使用后繳款”慣例,導(dǎo)致供電企業(yè)要承擔(dān)客戶用電后不按期按約繳納電費(fèi)、拒絕逃避繳納電費(fèi)或喪失償債能力等各種風(fēng)險(xiǎn)。電力的許多工作都涉及到千家萬戶、各行各業(yè),經(jīng)常會(huì)受到很多外界因素的干擾,給電費(fèi)回收工作帶來諸多的不便和風(fēng)險(xiǎn)。因此,對(duì)供電公司的電費(fèi)風(fēng)險(xiǎn)管理進(jìn)行研究,具有非常重要的理論和現(xiàn)實(shí)意義。 本文采用文獻(xiàn)分析、案例分析、比較分析、層次分析法和德爾菲法以及定性定量分析相結(jié)合等方法,從供電企業(yè)在回收電費(fèi)時(shí)的風(fēng)險(xiǎn)點(diǎn)入手,層層剖析,以新泰供電公司為例就如何加強(qiáng)我國供電企業(yè)電費(fèi)風(fēng)險(xiǎn)管理進(jìn)行思考,并提出相應(yīng)對(duì)策。首先,闡釋了供電企業(yè)電費(fèi)風(fēng)險(xiǎn)管理的基本概念與方法。其次,從電力銷售特點(diǎn)、電費(fèi)管理現(xiàn)狀、售電量情況、電費(fèi)回收的風(fēng)險(xiǎn)管理等方面分析了供電企業(yè)電費(fèi)風(fēng)險(xiǎn)管理的現(xiàn)狀。接著,以新泰供電公司為實(shí)際案例,從風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)控制、風(fēng)險(xiǎn)處理對(duì)其電費(fèi)風(fēng)險(xiǎn)管理進(jìn)行了全面論證。并基于層次分析法和德爾菲法,構(gòu)建了供電企業(yè)電費(fèi)回收風(fēng)險(xiǎn)管理信用評(píng)價(jià)指標(biāo)體系,實(shí)現(xiàn)對(duì)企業(yè)電費(fèi)風(fēng)險(xiǎn)的評(píng)估。通過實(shí)際案例驗(yàn)證了風(fēng)險(xiǎn)管理相關(guān)理論及方法在供電公司電費(fèi)風(fēng)險(xiǎn)管理中的可行性、合理性和可靠性。最后,得出本文的研究結(jié)論,并針對(duì)現(xiàn)狀提出推廣購電制度、分次劃撥制度、預(yù)付電費(fèi)制度等新型電費(fèi)繳費(fèi)形式的針對(duì)性建議。
[Abstract]:The recovery of electricity directly affects the quality of economic operation of power supply enterprises and is a necessary element for the development of power enterprises. As a kind of special commodity and the tradition of "first using and then paying" for a long time, power supply enterprises have to bear all kinds of risks such as customers' failure to pay electricity on time, refusing to pay electricity or incapacity to pay debt. A lot of work of electric power involves thousands of households, all kinds of industries, often by a lot of external factors interference, bring a lot of inconvenience and risk to the work of electricity recovery. Therefore, it is of great theoretical and practical significance to study the risk management of electricity charges in power supply companies. This paper adopts the methods of literature analysis, case analysis, comparative analysis, analytic hierarchy process and Delphi method, as well as qualitative and quantitative analysis, starting with the risk points of power supply enterprises in the recovery of electricity charges. Taking Xintai Power supply Company as an example, this paper discusses how to strengthen the risk management of electricity charges in power supply enterprises of our country, and puts forward corresponding countermeasures. Firstly, the paper explains the basic concept and method of electricity risk management in power supply enterprises. Secondly, the paper analyzes the current situation of electricity cost risk management in power supply enterprises from the aspects of the characteristics of electricity sales, the current situation of electricity charge management, the situation of electricity sales, the risk management of electricity recovery and so on. Then, taking Xintai Power supply Company as a practical case, the paper demonstrates the risk management of electricity charges from risk identification, risk assessment, risk control and risk management. Based on the analytic hierarchy process (AHP) and Delphi method, the credit evaluation index system of electricity recovery risk management in power supply enterprises is constructed to realize the evaluation of the electricity cost risk. The feasibility, rationality and reliability of risk management theory and method in power supply company are verified by practical cases. Finally, the conclusion of this paper is drawn, and according to the current situation, the paper puts forward some suggestions on how to popularize the electricity purchase system, the distribution system, the prepaid tariff system and other new forms of electricity payment.
