浙江電網(wǎng)調(diào)控一體化運(yùn)行管理模式研究

【摘要】:隨著電力事業(yè)的長(zhǎng)足發(fā)展,電網(wǎng)的規(guī)模不斷擴(kuò)張,電網(wǎng)的結(jié)構(gòu)和特性愈發(fā)復(fù)雜,電網(wǎng)調(diào)控難度加大。社會(huì)的發(fā)展對(duì)電網(wǎng)的安全可靠?jī)?yōu)質(zhì)供電提出了更高的要求,也要求電力企業(yè)提高自己的優(yōu)質(zhì)服務(wù)水平,GDP以每年8%增長(zhǎng),傳統(tǒng)的電網(wǎng)掌控方法是由調(diào)度指揮現(xiàn)場(chǎng)人員,一般的電網(wǎng)事故處理基本需要將近1個(gè)小時(shí),電網(wǎng)掌控的縱深有限,每年電網(wǎng)企業(yè)的投資動(dòng)輒百億,智能電網(wǎng)建設(shè)不斷深入,如何更好地發(fā)揮投資的效益,也是需要解決的問(wèn)題。設(shè)備和技術(shù)發(fā)展至一定階段,調(diào)控一體化管理模式應(yīng)運(yùn)而生,英國(guó)電網(wǎng)、中華電力、法國(guó)電網(wǎng)、北美電網(wǎng)等都采用電網(wǎng)運(yùn)行管理模式。 本文首先通過(guò)對(duì)國(guó)內(nèi)外電網(wǎng)運(yùn)行管理模式進(jìn)行研究,對(duì)不同運(yùn)行管理模式進(jìn)行對(duì)比分析,對(duì)電網(wǎng)現(xiàn)行的電網(wǎng)調(diào)度與組織管理模式進(jìn)行了詳細(xì)的分析,然后對(duì)現(xiàn)行的電網(wǎng)運(yùn)行管理模式存在的問(wèn)題,進(jìn)行了分析研究。最后以浙江電網(wǎng)“調(diào)控一體化”運(yùn)行組織模式為目標(biāo),對(duì)調(diào)度管理模式的調(diào)整、組織結(jié)構(gòu)的變革、技術(shù)支持系統(tǒng)改造與建設(shè)進(jìn)行了研究,并對(duì)浙江電網(wǎng)在調(diào)控一體化建設(shè)過(guò)程中可能出現(xiàn)的問(wèn)題,提出了一系列的保障措施。 最后,列出了浙江電網(wǎng)在調(diào)控一體化過(guò)程中的一些創(chuàng)新點(diǎn),如:按電壓等級(jí)進(jìn)行設(shè)備監(jiān)控、信息分層規(guī)范、構(gòu)建“大運(yùn)行”體系的三道防線等,用實(shí)際成效論證了實(shí)踐效果,并利用實(shí)際工作中遇到的問(wèn)題,做了工作展望。
[Abstract]:With the rapid development of the power industry, the scale of the power network is expanding, the structure and characteristics of the power network are becoming more and more complex, and the power network regulation is becoming more difficult. The development of society has put forward higher requirements for safe, reliable and high quality power supply of power grid, and also requires power enterprises to improve their own quality service level and GDP to increase by 8% per year. The traditional method of power grid control is by dispatching and commanding field personnel. It takes almost an hour to deal with general power grid accidents, the depth of power grid control is limited, the investment of power grid enterprises is often tens of billions every year, the construction of smart grid is constantly deepening, how to better bring the benefit of investment into full play. It is also a problem that needs to be solved. When the equipment and technology developed to a certain stage, the integrated management mode of regulation and control came into being, and the British power grid, China Light and Power Company, France Grid, North American Power Grid and so on all adopted the grid operation management mode. In this paper, first of all, through the research of domestic and foreign power network operation management mode, the different operation management modes are compared and analyzed, and the current power grid dispatching and organization management mode are analyzed in detail. Then the problems existing in the current power grid operation and management mode are analyzed and studied. Finally, the paper studies the adjustment of dispatching management mode, the change of organization structure, the transformation and construction of technical support system, taking the "regulation and integration" operation organization model of Zhejiang power grid as the goal. And put forward a series of safeguard measures to the problems that may appear in the process of integrated regulation and control construction of Zhejiang Power Grid. Finally, the paper lists some innovation points in the process of integration of regulation and control of Zhejiang Power Grid, such as equipment monitoring according to voltage grade, information stratification standard, construction of three lines of defense of "big operation" system, and proves the practical effect with actual effect. And make use of the problems encountered in the actual work, do the work prospect.
