分布式光伏發(fā)電項目綜合效益評價研究

【摘要】:全球太陽能產(chǎn)業(yè)的發(fā)展熱潮和政府對光伏產(chǎn)業(yè)的優(yōu)惠政策、鼓勵措施推動了我國光伏產(chǎn)業(yè)的十年迅猛發(fā)展。光伏發(fā)電項目可觀的環(huán)境效益和社會效益,及其在政策支持下顯著的經(jīng)濟效益,使其發(fā)展符合各利益方的訴求。建立一套科學合理的光伏發(fā)電項目綜合效益評價體系全面評價光伏發(fā)電項目的綜合效益,對于項目投資決策具有理論意義和實踐價值。 本文系統(tǒng)查閱相關(guān)文獻,全面考慮我國分布式光伏發(fā)電項目的實際情況,在此基礎(chǔ)上將分布式光伏發(fā)電項目的綜合效益劃分為經(jīng)濟效益、技術(shù)效益、環(huán)境效益和社會效益四個方面,并從這四個角度分析影響項目綜合效益的因素,完成各層級指標的界定。其次,建立擁有目標層,,準則層,中間層和指標層的光伏發(fā)電項目綜合效益評價指標體系,其中指標層包括29個具體指標。再次,運用層次分析法計算各指標的權(quán)重。最后,通過模糊綜合評價法實證評價了英利廣宗縣15MW光伏發(fā)電項目的綜合效益。評價結(jié)果顯示,廣宗縣15MW光伏發(fā)電項目綜合效益等級為“優(yōu)”,單因素評價中除技術(shù)效益等級為“良”外,經(jīng)濟效益、環(huán)境效益和社會效益的等級皆為“優(yōu)”。 此外,本文結(jié)合項目綜合效益評價指標體系、評價結(jié)果及評價過程中的啟示,提出適應(yīng)我國光伏發(fā)電項目發(fā)展的策略建議。
[Abstract]:The upsurge of the global solar energy industry and the preferential policies of the government to the photovoltaic industry have promoted the rapid development of the photovoltaic industry in China in the past decade. And its remarkable economic benefits under the support of the policy, so that its development conforms to the demands of all stakeholders. A set of scientific and reasonable comprehensive benefit evaluation system for photovoltaic power generation projects is established to evaluate the comprehensive benefits of photovoltaic power generation projects in an all-round way. It has theoretical significance and practical value for project investment decision. In this paper, the comprehensive benefit of the distributed photovoltaic power generation project is divided into economic benefit and technical benefit based on the overall consideration of the actual situation of the distributed photovoltaic power generation project. Four aspects of environmental and social benefits, and from these four angles of analysis of the impact of the comprehensive benefits of the project, the completion of the definition of indicators at all levels. Secondly, the establishment of a goal layer, a level of criteria, The comprehensive benefit evaluation index system of photovoltaic power generation project in middle layer and index layer, among which the index layer includes 29 specific indexes. Thirdly, the weight of each index is calculated by AHP. Finally, The comprehensive benefit of 15MW photovoltaic power generation project in Yingli Guangzong County is empirically evaluated by fuzzy comprehensive evaluation method. The comprehensive benefit grade of 15MW photovoltaic power generation project in Guangzong County is "excellent". In single factor evaluation, the economic benefit, environmental benefit and social benefit are all "excellent" except for "good" technical benefit grade. In addition, combined with the evaluation index system, the evaluation results and the enlightenment in the evaluation process, this paper puts forward some suggestions for the development of photovoltaic power generation projects in China.
