【摘要】：電力工業(yè)是一個(gè)國(guó)家的經(jīng)濟(jì)命脈。從改革開(kāi)放以來(lái),尤其是最近15年,隨著國(guó)家和企業(yè)不斷加大投資力度,我國(guó)電力工業(yè)發(fā)展速度令世界矚目,為我國(guó)經(jīng)濟(jì)持續(xù)快速發(fā)展和人民生活水平的提高提供了堅(jiān)強(qiáng)保障。一方面由于電力系統(tǒng)安全生產(chǎn)對(duì)國(guó)民經(jīng)濟(jì)和社會(huì)正常秩序的重要性,尤其是供電企業(yè)的安全與穩(wěn)定性對(duì)工業(yè)生產(chǎn)和社會(huì)生活秩序至關(guān)重要；另一方面由于供電企業(yè)安全生產(chǎn)系統(tǒng)本身構(gòu)成復(fù)雜,對(duì)安全生產(chǎn)的實(shí)時(shí)性和連續(xù)性有極高要求,所以對(duì)供電企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)的管理研究和安全管理制度和措施在企業(yè)中的實(shí)踐應(yīng)用從來(lái)都是企業(yè)重點(diǎn)關(guān)注的重點(diǎn)對(duì)象。 本文以供電企業(yè)為研究對(duì)象,通過(guò)對(duì)現(xiàn)有企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)管理研究的成果整理研究,對(duì)比分析供電企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)管理現(xiàn)狀,進(jìn)行企業(yè)風(fēng)險(xiǎn)識(shí)別分析,然后通過(guò)預(yù)警指標(biāo)體系和模型建立供電企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)預(yù)警體系,最后結(jié)合風(fēng)險(xiǎn)預(yù)警模型的預(yù)警效果和現(xiàn)有先進(jìn)企業(yè)安全管理模式,提出切實(shí)加強(qiáng)應(yīng)對(duì)供電企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)的機(jī)制措施。主要包括以下幾部分內(nèi)容： (1)研究企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)管理基本理論和方法,深入分析研究供電企業(yè)(以臨汾電力公司為例)安全生產(chǎn)風(fēng)險(xiǎn)管理現(xiàn)狀,提出安全生產(chǎn)風(fēng)險(xiǎn)管理問(wèn)題。通過(guò)供電企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)源的辨識(shí)系統(tǒng)來(lái)進(jìn)行安全生產(chǎn)風(fēng)險(xiǎn)識(shí)別。 (2)闡述供電企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)預(yù)警的重要意義,供電企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)預(yù)警的體系原則,指標(biāo)體系和風(fēng)險(xiǎn)預(yù)警模型進(jìn)行設(shè)計(jì)研究。 (3)以臨汾電力公司為例提出切實(shí)加強(qiáng)應(yīng)對(duì)供電企業(yè)安全生產(chǎn)風(fēng)險(xiǎn)的機(jī)制措施。
[Abstract]:The electric power industry is the lifeblood of a country's economy. Since the reform and opening up, especially in the last 15 years, with the increasing investment of the state and enterprises, the speed of the development of China's electric power industry has attracted the attention of the world. This has provided a strong guarantee for the sustained and rapid economic development of our country and the improvement of the people's living standard. On the one hand, because of the importance of safe production in the power system to the normal order of the national economy and society, Especially, the safety and stability of power supply enterprises is very important to the order of industrial production and social life. On the other hand, because of the complexity of the safety production system of power supply enterprises, the real-time and continuity of production safety is very high. Therefore, the research on the management of production safety risk and the practical application of safety management system and measures in power supply enterprises have always been the focus of attention. This paper takes the power supply enterprise as the research object, through the existing enterprise safety production risk management research achievement arrangement research, contrasts and analyzes the power supply enterprise safe production risk management present situation, carries on the enterprise risk identification analysis, Then through the early warning index system and the model to establish the power supply enterprise safety production risk early warning system, finally unifies the risk early warning model early warning effect and the existing advanced enterprise safety management pattern, This paper puts forward some measures to strengthen the mechanism to deal with the risk of production safety in power supply enterprises. The main contents are as follows:. 1) to study the basic theories and methods of risk management of production safety in enterprises, and to deeply analyze and study the present situation of risk management in safe production in power supply enterprises (Linfen Electric Power Company as an example). The problem of safety production risk management is put forward, and the identification system of safety production risk source in power supply enterprise is used to identify the safety production risk. 2) the important significance of production safety risk early warning in power supply enterprises, the system principle, index system and risk warning model of power supply enterprise safety production risk early warning are expounded. Taking Linfen Electric Power Company as an example, this paper puts forward some measures to strengthen the mechanism to deal with the risk of production safety in power supply enterprises.
