【摘要】:電網(wǎng)輸變電建設(shè)項(xiàng)目后評(píng)價(jià)是項(xiàng)目全過(guò)程科學(xué)管理的重要環(huán)節(jié),它對(duì)總結(jié)分析已建項(xiàng)目的過(guò)程管理和經(jīng)濟(jì)效益,改善投資策略,提高企業(yè)經(jīng)濟(jì)效益和管理水平都具有重要意義。目前,我國(guó)對(duì)輸變電后評(píng)價(jià)的探討成果不多,且不系統(tǒng),尚未形成項(xiàng)目后評(píng)價(jià)完整的理論、方法與應(yīng)用的知識(shí)體系,因此,本文就此方面展開(kāi)深入研究,以期為輸變電項(xiàng)目的改進(jìn)和可持續(xù)發(fā)展提出切實(shí)可行的對(duì)策,為今后投資項(xiàng)目決策和管理提供經(jīng)驗(yàn)教訓(xùn)。 本文首先闡述了論文的選題背景和研究意義,重點(diǎn)介紹了國(guó)內(nèi)外項(xiàng)目后評(píng)價(jià)的研究現(xiàn)狀及發(fā)展趨勢(shì),以及本文擬采用的研究方法。其次,詳細(xì)闡述了有關(guān)輸變電投資建設(shè)項(xiàng)目后評(píng)價(jià)的四個(gè)部分,包括計(jì)劃執(zhí)行過(guò)程評(píng)價(jià)、電網(wǎng)項(xiàng)目技術(shù)性能評(píng)價(jià)、經(jīng)濟(jì)效益評(píng)價(jià)、社會(huì)影響評(píng)價(jià)。然后,本文運(yùn)用綜合評(píng)價(jià)法與層次分析法相結(jié)合的方法,構(gòu)建了適用于我國(guó)輸變電項(xiàng)目的電網(wǎng)項(xiàng)目后評(píng)價(jià)指標(biāo)體系,說(shuō)明了指標(biāo)權(quán)重的計(jì)算方法,建立了輸變電項(xiàng)目后評(píng)價(jià)模型。最后以洛陽(yáng)220KV孟津輸變電項(xiàng)目為具體案例,通過(guò)實(shí)證分析,驗(yàn)證了后評(píng)價(jià)方法與指標(biāo)體系的效果和適用性,對(duì)該項(xiàng)目后評(píng)價(jià)結(jié)論進(jìn)行了總結(jié)分析,得出該項(xiàng)目實(shí)施效果為優(yōu)。本研究對(duì)未來(lái)輸變電工程建設(shè)管理及后評(píng)價(jià)工作具有一定的參考價(jià)值,有利于提高項(xiàng)目科學(xué)化管理水平,改進(jìn)投資決策,提高投資效益。
[Abstract]:Post-evaluation of power transmission and transformation construction project is an important link in the whole process of scientific management of the project. It can improve the investment strategy by summing up and analyzing the process management and economic benefit of the established project, and improving the investment strategy. It is of great significance to improve the economic efficiency and management level of enterprises. At present, there are few and systematic achievements in post-evaluation of power transmission and transformation in China, and a complete theory, method and applied knowledge system of post-project evaluation has not yet been formed. In this paper, a thorough study is carried out in order to provide practical countermeasures for the improvement and sustainable development of power transmission and transformation projects, and to provide experience and lessons for future investment project decision-making and management. In this paper, the background and significance of the thesis are introduced firstly, and the research status and development trend of post-evaluation of projects both at home and abroad are introduced, as well as the research methods to be adopted in this paper. This paper expounds in detail four parts of post-evaluation of transmission and transformation investment and construction project, including plan execution process evaluation, power grid project technical performance evaluation, economic benefit evaluation, social impact assessment. In this paper, a post-evaluation index system for power transmission and transformation projects in China is constructed by combining the comprehensive evaluation method with the analytic hierarchy process (AHP), and the calculation method of the index weight is explained. Finally, taking Luoyang 220 KV Mengjin transmission and transformation project as a specific case, through empirical analysis, the effect and applicability of post-evaluation method and index system are verified. The conclusion of the post evaluation of the project is summarized and analyzed, and the result of the project implementation is excellent. This study has certain reference value for the construction management and post evaluation of the transmission and transformation project in the future, and is helpful to improve the scientific management level of the project.
