【摘要】：隨著國民經(jīng)濟(jì)的發(fā)展和科技水平的提高,我國大力發(fā)展低碳經(jīng)濟(jì),更加注重資源的合理開發(fā)利用、更加注重節(jié)能減排和環(huán)境保護(hù)。新的形勢下,電力系統(tǒng)朝向低碳模式發(fā)展,市場交易不斷豐富,電網(wǎng)技術(shù)日益升級,跨省區(qū)電力交易模式和輸電價(jià)格對優(yōu)化資源配置起到重要的促進(jìn)作用。目前南方區(qū)域內(nèi)跨省區(qū)的電能交易仍然是計(jì)劃安排占主導(dǎo)地位,絕多數(shù)是以地方政府確定電量電價(jià)的長期電能交易,而具有市場特性、電量與電價(jià)均由市場形成的市場化跨省區(qū)電能交易只占其中很小的一部分。南方區(qū)域電能交易品種少,市場靈活性低,不利于南方電網(wǎng)電力市場的建設(shè)。 本文介紹了按照市場集中程度不同劃分的電力交易模式的一般特點(diǎn),并研究了跨省區(qū)電力交易的市場定價(jià)基本理論,包括拍賣、撮合、掛牌、協(xié)商等交易價(jià)格理論。而且,針對南方區(qū)域電能交易品種少,市場靈活性低這一問題,本論文提出了一種基于雙邊協(xié)商的省間合約交易機(jī)制,豐富西電東送交易種類,以適應(yīng)新形勢和發(fā)展需要。同時(shí),基于任何市場交易的達(dá)成都應(yīng)有驅(qū)動力及效益空間的基礎(chǔ)上,根據(jù)不同情況確定基準(zhǔn)價(jià)格,考慮各方成本確定交易的效益空間,選擇合理的效益分配方式來確定其交易價(jià)格。另外,采用按計(jì)劃值比例分配進(jìn)行跨省間交易電量的相關(guān)結(jié)算,這是一套較為合理、科學(xué)、公平的省間電力結(jié)算方法,可以完善電價(jià)形成機(jī)制,提高市場活力。
[Abstract]:With the development of the national economy and the improvement of science and technology, China's vigorous development of low-carbon economy, pay more attention to the rational development and utilization of resources, pay more attention to energy conservation and environmental protection. Under the new situation, the power system towards the development of low-carbon mode, market continuously enriched, grid technology is upgrading, inter provincial electricity exchange model and the transmission price to an important role in optimizing the allocation of resources. At present, the south area of inter provincial electricity trading plan is still dominant, most of the local government to determine the electricity price for the long term electricity trading, and market characteristics, market power and price are formed by the market cross region electricity transactions accounted for only a very small part. The South regional electricity trading market less varieties, low flexibility, is not conducive to the construction of the power market of China Southern Power Grid.
This paper introduces the general characteristics of the degree of market concentration in accordance with the different division of power transaction model, and studied the inter provincial electricity market pricing theory, including auction, matching, listing, transaction price negotiation theory. Moreover, the southern regional electricity trading market less varieties, low flexibility of this problem, this paper puts forward a bilateral negotiation between the contract transaction mechanism based on abundant gingral types of transactions, in order to adapt to the needs of the new situation and development. At the same time, based on any market transactions to Chengdu should be the driving force and the benefits of space on the basis of the benchmark price determined according to different situations, consider all costs to determine the benefits of space transaction, select benefit reasonable allocation method to determine the transaction price. In addition, the relevant settlement between inter provincial electricity trade value proportion according to plan, this is a more reasonable, Scientific and fair means of inter province electric power settlement can improve the formation mechanism of electricity price and improve the vitality of the market.
