城際旅客綜合運(yùn)輸服務(wù)水平評(píng)價(jià)指標(biāo)選擇研究

【摘要】:隨著我國(guó)綜合運(yùn)輸體系建設(shè)已基本完成,“十三五”時(shí)期綜合運(yùn)輸建設(shè)的重心轉(zhuǎn)為合理配置綜合運(yùn)輸資源、提高出行質(zhì)量和效率的綜合運(yùn)輸服務(wù)方面。綜合運(yùn)輸服務(wù)是未來(lái)發(fā)展的趨勢(shì)。在綜合運(yùn)輸服務(wù)發(fā)展的過(guò)程中,對(duì)綜合運(yùn)輸服務(wù)水平進(jìn)行評(píng)價(jià),進(jìn)而提供服務(wù)改進(jìn)和優(yōu)化的決策依據(jù),是很重要很基礎(chǔ)的一件事情。而對(duì)綜合運(yùn)輸服務(wù)水平進(jìn)行評(píng)價(jià)時(shí),指標(biāo)的選取是基礎(chǔ)且至關(guān)重要的,F(xiàn)階段評(píng)價(jià)指標(biāo)多為從供給角度選取評(píng)價(jià)綜合運(yùn)輸體系建設(shè)中各種運(yùn)輸方式基礎(chǔ)設(shè)施協(xié)調(diào)與銜接水平的指標(biāo),旅客的出行需求在旅客綜合運(yùn)輸服務(wù)中的主導(dǎo)作用未給予足夠重視。為此,本文從旅客需求出發(fā),以城際旅客出行為研究對(duì)象,將旅客在城際出行各個(gè)環(huán)節(jié)中所需要的服務(wù)進(jìn)行明確,然后采用定性和定量相結(jié)合的方法選擇能反映旅客服務(wù)水平情況的指標(biāo)體系。本文在分析和研究國(guó)內(nèi)外相關(guān)現(xiàn)狀的基礎(chǔ)上,應(yīng)用系統(tǒng)分析理論,以城際旅客綜合運(yùn)輸服務(wù)水平為研究對(duì)象,將城際旅客出行過(guò)程分為“市內(nèi)交通+城際交通+市內(nèi)交通”的3個(gè)出行階段。從城際旅客出行決策過(guò)程出發(fā),對(duì)影響旅客出行決策的因素進(jìn)行歸納總結(jié),并將城際旅客出行過(guò)程中的不同需求予以明確,將城際旅客出行所需服務(wù)分為信息服務(wù)、票務(wù)服務(wù)、出行服務(wù)和全程感知4個(gè)方面,選取能反映運(yùn)輸需求滿足程度的24個(gè)指標(biāo),建立初選指標(biāo)體系,并根據(jù)實(shí)際情況計(jì)算量化指標(biāo),然后運(yùn)用主成分分析剔除信息重疊的指標(biāo),確定各指標(biāo)權(quán)重,以此作為灰色關(guān)聯(lián)分析法的參考序列,計(jì)算關(guān)聯(lián)度,選取關(guān)聯(lián)度高的指標(biāo)作為重要指標(biāo)。最后,隨機(jī)選取“西安—北京”的24條由不同運(yùn)輸方式構(gòu)成的城際旅客出行鏈條,結(jié)合實(shí)際數(shù)據(jù),選出重要指標(biāo)集{準(zhǔn)點(diǎn)率、購(gòu)票方便性、通道換乘時(shí)間、購(gòu)票次數(shù)、旅客滿意度、信息準(zhǔn)確率、運(yùn)行時(shí)間、換乘次數(shù)}。所選取的指標(biāo)能綜合反映城際出行過(guò)程是否便捷高效,各種運(yùn)輸方式是否銜接順暢,證實(shí)了指標(biāo)選擇的合理性和實(shí)用性。
[Abstract]:With the completion of the comprehensive transportation system construction in China, the focus of the comprehensive transportation construction in the 13th Five-Year Plan period has been transferred to the integrated transportation service which can reasonably allocate the comprehensive transportation resources and improve the travel quality and efficiency. Integrated transport service is the trend of future development. In the process of the development of integrated transportation service, it is very important and very basic to evaluate the level of integrated transportation service and provide the decision basis for service improvement and optimization. When evaluating the level of integrated transport services, the selection of indicators is fundamental and essential. At this stage, most of the evaluation indicators are selected from the point of view of supply to evaluate the coordination and connection level of various transport modes infrastructure in the construction of comprehensive transport system. The leading role of passenger travel demand in comprehensive passenger transport service is not given enough attention. Therefore, this paper starts from the passenger demand, takes intercity passenger travel as the research object, and clarifies the services that passengers need in each link of inter-city travel. Then the qualitative and quantitative methods are used to select the index system which can reflect the passenger service level. Based on the analysis and study of the current situation at home and abroad, this paper applies the theory of system analysis to the intercity passenger transport service level as the research object. The intercity passenger travel process is divided into three travel stages of "intercity transportation". Starting from the inter-city passenger travel decision-making process, this paper summarizes the factors that affect the passenger travel decision, and clarifies the different needs of the intercity passenger travel process, and divides the inter-city passenger travel service into information service, ticket service. In the four aspects of travel service and whole process perception, 24 indexes which can reflect the degree of transportation demand satisfaction are selected, and the primary index system is established, and the quantitative index is calculated according to the actual situation. Then the principal component analysis (PCA) is used to eliminate the information overlapping index. The weight of each index is determined, which is used as the reference sequence of grey relational analysis method. The correlation degree is calculated, and the index with high correlation degree is selected as an important index. Finally, 24 intercity passenger travel chains composed of different transportation modes are randomly selected from "Xi'an-Beijing". Combined with actual data, the important index set {punctual rate, convenience for purchasing tickets, passage transfer time, and purchase times are selected. Passenger satisfaction, information accuracy, running time, transfer times}. The selected indicators can comprehensively reflect whether the intercity travel process is convenient and efficient, and whether the various transportation modes are connected smoothly, which proves the rationality and practicability of the index selection.
