提高珠江口水域通航安全與效率研究

【摘要】:珠江口水域是我國最繁忙的航運(yùn)水域之一,是珠江三角洲的重要組成部分,珠江口水域的航運(yùn)經(jīng)濟(jì)在廣東、香港和澳門的經(jīng)濟(jì)中起到舉足輕重的作用。但是該水域的通航環(huán)境非常復(fù)雜,通航密度也非常大,一直以來該水域通航安全與通航效率之間的矛盾比較突出,如何才能有效地協(xié)調(diào)好兩者的關(guān)系,從而更好地促進(jìn)珠江口港口經(jīng)濟(jì)的發(fā)展是當(dāng)前海事部門的重要課題。本文通過對(duì)珠江口水域通航管理機(jī)制的研究,結(jié)合珠江口水域水上交通安全管理的歷史和發(fā)展現(xiàn)狀,在通航環(huán)境、通航秩序、通航安全狀況、船舶進(jìn)出港效率、通航信息內(nèi)外管理等方面問題進(jìn)行了分析和闡述。在國家建設(shè)服務(wù)型政府,推動(dòng)政府職能轉(zhuǎn)變的形勢(shì)下,針對(duì)提出的問題,運(yùn)用公共服務(wù)、海事公共服務(wù)和微政務(wù)服務(wù)理論,借鑒國內(nèi)外和行業(yè)內(nèi)外的實(shí)際經(jīng)驗(yàn)與做法,對(duì)提高珠江口水域通航安全與效率提出了相關(guān)對(duì)策。一是樹立公共服務(wù)理念,實(shí)施珠江口水域航路改革,改善珠江口通航環(huán)境和通航秩序,提高珠江口海事管理水平,促進(jìn)珠江口船舶通航安全。二是建立統(tǒng)一協(xié)調(diào)的珠江口通航管理機(jī)制,促進(jìn)珠江口各主管部門之間的協(xié)調(diào)與合作,促進(jìn)珠江口水域水上交通運(yùn)輸業(yè)的快速發(fā)展。三是加強(qiáng)通航設(shè)備的投入和通航電子系統(tǒng)的研發(fā),建設(shè)智能型通航管理模式,落實(shí)海事服務(wù)措施,提高珠江口水域船舶進(jìn)出港和作業(yè)效率。本文的創(chuàng)新點(diǎn)在于:第一,以分析珠江口水域通航現(xiàn)狀為切入點(diǎn),從公共管理的視角和運(yùn)用公共服務(wù)理論研究海事部門通航管理存在的問題,提出建立服務(wù)型、協(xié)作型、智能型的海事通航管理模式的建議。第二,分析、研究和解決珠江口水域通航安全與通航效率問題,不是從海事監(jiān)管部門的監(jiān)管需求出發(fā),而是從航運(yùn)企業(yè)、船舶、船員以及社會(huì)公眾的實(shí)際需求出發(fā),摒除“重監(jiān)管輕服務(wù)”的做法,提出促進(jìn)珠江口港口群經(jīng)濟(jì)發(fā)展和提高船舶交通效率的針對(duì)性建議和對(duì)策,供政府及有關(guān)管理部門參考,為航運(yùn)企業(yè)提供船舶航行安全管理建議。第三,當(dāng)通航安全與通航效率發(fā)生矛盾時(shí),如何才能做到既保證船舶航行安全又要不影響港口、船舶運(yùn)作效率方面進(jìn)行了分析與研究,力求通航安全與通航效率達(dá)到平衡一致,同時(shí)提高珠江口水域通航安全與效率水平。
[Abstract]:The Pearl River estuary is one of the busiest shipping waters in China and an important part of the Pearl River Delta. The shipping economy of the Pearl River mouth plays an important role in the economy of Guangdong, Hong Kong and Macao. However, the navigable environment in this water area is very complex and the traffic density is very high. The contradiction between navigable safety and navigation efficiency in this water area has always been prominent, so how to coordinate the relationship between them effectively? Therefore, to promote the development of port economy in the Pearl River Estuary is an important subject in the maritime sector. Based on the study of the navigation management mechanism of the Pearl River Estuary, combined with the history and development of the water traffic safety management in the Pearl River Estuary, the paper discusses the navigable environment, navigation order, navigational safety, and the efficiency of ships entering and leaving the port. Navigation information inside and outside management and other aspects of the analysis and elaboration. Under the situation of the national construction of service-oriented government and the promotion of the transformation of government functions, the author applies the theories of public service, maritime public service and micro-government service to draw lessons from the practical experience and practice both at home and abroad and inside and outside the industry, aiming at the problems raised. Some countermeasures are put forward to improve the navigation safety and efficiency of the Pearl River Estuary. First, it is necessary to establish the concept of public service, implement the reform of navigation routes in the waters of the Pearl River Estuary, improve the navigation environment and navigation order of the Pearl River Estuary, improve the maritime management level of the Pearl River Estuary, and promote the navigation safety of ships in the Pearl River Estuary. Second, it is necessary to establish a unified and coordinated navigation management mechanism for the Pearl River Estuary, to promote coordination and cooperation among the authorities in charge of the Pearl River Estuary, and to promote the rapid development of the water transportation industry in the Pearl River Estuary waters. Third, strengthen the investment of navigation equipment and research and development of navigation electronic system, build intelligent navigation management mode, implement maritime service measures, and improve the efficiency of entering and leaving port and operation of ships in the Pearl River Estuary. The innovations of this paper are as follows: first, from the perspective of public management and using the theory of public service to study the existing problems of maritime navigation management, the paper puts forward the establishment of service-oriented, cooperative, based on the analysis of the current situation of navigation in the Pearl River Estuary, and from the perspective of public management and the application of public service theory. The suggestion of intelligent maritime navigation management mode. Second, to analyze, study and solve the problems of navigation safety and navigation efficiency in the Pearl River Estuary, not from the regulatory requirements of maritime regulatory authorities, but from the actual needs of shipping enterprises, ships, crew members and the public. To put aside the practice of "emphasizing supervision over service", and to put forward targeted suggestions and countermeasures to promote the economic development of the Pearl River Estuary port group and to improve the efficiency of ship traffic, for the reference of the government and the relevant management departments. Provide ship navigation safety management advice for shipping enterprises. Third, when there is a contradiction between navigation safety and navigation efficiency, how to ensure the safety of navigation without affecting the port, and the operational efficiency of the ship is analyzed and studied in order to achieve a balance between the safety of navigation and the efficiency of navigation. At the same time, improve the level of navigation safety and efficiency in the Pearl River Estuary.
