【摘要】：航運公司作為水上交通安全的責任主體,是水上交通安全管理的重要源頭之一。在我國,建立安全管理體系的公司只是一部分,其余很多航運公司都是未建立安全管理體系的“非體系公司”。相對建立安全管理體系的公司而言,非體系公司在安全管理方面存在的問題較多,船舶事故頻發(fā),是目前水上交通安全管理的重點和難點。本文采用系統(tǒng)分析、理論分析與數(shù)學分析相結(jié)合、案例分析與對策建議相結(jié)合等方法,通過梳理研究目前涉及公司安全管理方面的法規(guī)規(guī)定及對部分地區(qū)非體系公司安全管理情況進行調(diào)研,查找并分析了公司自身安全意識淡薄、管理制度不健全、人員素質(zhì)不高、安全投入不夠及相關(guān)法律法規(guī)不完善、監(jiān)管力量不足、監(jiān)管部門間缺乏溝通等非體系公司安全管理方面存在的問題;根據(jù)非體系公司相關(guān)信息不統(tǒng)一、不完整,不確定的特點,在對非體系公司進行安全管理影響因素分析、確定評價指標及其權(quán)重的基礎(chǔ)上,選用基于D-S證據(jù)理論的不確定性多指標綜合評價方法,建立評價模型,舉例對非體系公司進行了安全管理評價;在問題分析及確定評價方法和評價模型的基礎(chǔ)上,從公司自身及監(jiān)管部門兩方面分別提出了加強非體系公司安全管理的對策建議:一方面,公司自身應(yīng)提高安全意識、建立健全安全管理制度、開展安全管理評價。另一方面,監(jiān)管部門應(yīng)加強對非體系公司的日常監(jiān)督檢查、積極推進非體系公司安全生產(chǎn)標準化建設(shè)、建立部門信息共享和聯(lián)合監(jiān)管工作機制、強化對非體系公司人員的培訓、利用現(xiàn)代化手段提供信息服務(wù)、充分發(fā)揮行業(yè)協(xié)會的作用、實行非體系公司分級管理。上述對策建議可有力規(guī)范非體系公司的安全管理活動,提高政府監(jiān)管效能,對促進水上交通安全形勢的穩(wěn)定具有重要意義。
[Abstract]:As the main body responsible for water traffic safety, shipping company is one of the important sources of water traffic safety management. In our country, the companies that establish the safety management system are only a part, and many other shipping companies are the "non-system companies" which have not established the safety management system. Compared with the companies that establish the safety management system, the non-system companies have many problems in safety management. The frequent occurrence of ship accidents is the key and difficult point of water traffic safety management at present. In this paper, the methods of system analysis, theoretical analysis and mathematical analysis, case analysis and countermeasures and suggestions are adopted. Through combing and studying the regulations and regulations concerning the safety management of the company and investigating the safety management situation of some non-system companies in some areas, the author finds and analyzes the weak safety consciousness of the company itself, the imperfect management system and the low quality of the personnel. Safety investment and related laws and regulations are not perfect, regulatory power is insufficient, the lack of communication between regulatory authorities and other non-system company safety management problems; according to the non-system company related information is not unified, incomplete, uncertain characteristics, Based on the analysis of the influencing factors of safety management in non-system companies and the determination of evaluation indexes and their weights, the uncertain multi-index comprehensive evaluation method based on D-S evidence theory is selected to establish the evaluation model. An example is given to evaluate the safety management of non-system companies, on the basis of problem analysis, evaluation methods and evaluation models, This paper puts forward the countermeasures of strengthening the safety management of non-system companies from two aspects: on the one hand, the company should improve its safety consciousness, establish and perfect the safety management system, and carry out safety management evaluation. On the other hand, the regulatory authorities should strengthen the daily supervision and inspection of non-system companies, actively promote the standardization of production safety in non-system companies, establish a mechanism for departmental information sharing and joint supervision, and strengthen the training of personnel of non-system companies. Provide information services by means of modernization, give full play to the role of trade associations, and implement hierarchical management of non-system companies. The above countermeasures and suggestions can regulate the safety management activities of non-system companies, improve the efficiency of government supervision, and play an important role in promoting the stability of water traffic safety situation.
