【摘要】：公路建設(shè)工程的三大核心目標(biāo)包括:工程質(zhì)量、項目進(jìn)度和項目成本,這三大目標(biāo)形成一個統(tǒng)一辯證體,相互依存、相互影響[1]。改革開放以來,隨著我國對各地基礎(chǔ)性施工項目工程建設(shè)力度的加大,我國公路工程施工項目的質(zhì)量有了很大的提高,但還存在某些人在項目實施過程中為牟取個人私利,在工程質(zhì)量監(jiān)督控制過程中沒有嚴(yán)格把關(guān),導(dǎo)致“豆腐渣工程”的出現(xiàn),最終給國家、人民帶來嚴(yán)重的后果,多少沉痛的案例證明工程施工趕不上進(jìn)度,施工單位也就沒有社會信譽,工程沒有質(zhì)量作保證,就沒有使用價值,因此,除了按時竣工,還要做好質(zhì)量控制,即沒有質(zhì)量就沒有一切。因此,確保施工項目工程的質(zhì)量要放在首位,更要貫穿施工實施的全過程。質(zhì)量管理作為公路建設(shè)工程項目三大目標(biāo)的關(guān)鍵目標(biāo),做好質(zhì)量管理是非常重要的一個環(huán)節(jié),因此,為了更好的做好質(zhì)量管理,就要實施質(zhì)量控制與評價,它作為找到問題,解決為題的手段,是提高建設(shè)項目工程質(zhì)量的有效途徑。公路改造建設(shè)項目工程由于其自身的特殊性,在整個項目施工過程中,會收到環(huán)境、經(jīng)濟、社會、施工人員、施工設(shè)備等各方面的影響,如果不對這些因素進(jìn)行全面的調(diào)查、研究和分析,單靠項目管理者的個人經(jīng)驗,是很難使工程項目的質(zhì)量滿足合同的要求。本課題將結(jié)合莫旗至延吉公路建設(shè)項目的實際情況,在廣泛調(diào)研的基礎(chǔ)上,對莫延公路改造建設(shè)項目從項目概況、質(zhì)量特性及控制內(nèi)涵三方面進(jìn)行介紹。收集項目建設(shè)數(shù)據(jù),運用模糊評價法,按照一定的原則和方法對項目進(jìn)行建模分析,并得出結(jié)論。根據(jù)公路工程質(zhì)量評價的相關(guān)規(guī)律和特點,利用質(zhì)量掙值法對項目建設(shè)過程進(jìn)行跟蹤,從動態(tài)分析的角度對項目建設(shè)過程中的質(zhì)量問題進(jìn)行解決。從莫延公路改造建設(shè)項目的實際工作出發(fā),從組織保證,制度保證及管理保證三方面研究與探討項目的質(zhì)量控制策略通過先進(jìn)的質(zhì)量評價手段與質(zhì)量控制策略來解決本項目建設(shè)過程中的問題,以期完成預(yù)定目標(biāo)。
[Abstract]:The three core objectives of highway construction include: project quality, project schedule and project cost. These three goals form a unified dialectical body, depend on each other and affect each other [1]. Since the reform and opening up, the quality of highway construction projects in China has been greatly improved with the increase of the construction efforts of basic construction projects in various parts of our country. However, there are still some people who make personal profits in the process of implementation of the projects. In the process of quality supervision and control of the project, there was no strict control, which led to the appearance of "bean curd project", which eventually brought serious consequences to the country and the people. How many painful cases proved that the construction of the project could not keep pace with the progress of the project, The construction unit also does not have the social prestige, the project does not have the quality to make the guarantee, has no use value, therefore, besides completes on time, but also does well the quality control, namely does not have the quality not to have everything. Therefore, to ensure the quality of the construction project in the first place, but also throughout the implementation of the whole process of construction. As the key goal of highway construction project, quality management is a very important link. Therefore, in order to do a better job of quality management, quality control and evaluation should be carried out. The means of solving the problem is an effective way to improve the quality of construction projects. Because of its own particularity, the highway reconstruction project will be affected by environmental, economic, social, construction personnel, construction equipment and other aspects during the whole construction process of the project. If these factors are not comprehensively investigated, Research and analysis, relying on the personal experience of project managers alone, it is difficult to make the quality of the project to meet the requirements of the contract. This subject will combine the actual situation of the highway construction project from Moqi to Yanji, on the basis of extensive investigation, introduce the project general situation, quality characteristic and control connotation of Moyan highway reconstruction and construction project. Collect project construction data, use fuzzy evaluation method, according to certain principles and methods to model and analyze the project, and draw a conclusion. According to the relevant rules and characteristics of highway engineering quality evaluation, the project construction process is tracked by the quality earned value method, and the quality problems in the project construction process are solved from the point of view of dynamic analysis. Proceeding from the actual work of the Moyan highway reconstruction and construction project, and from the organizational guarantee, This paper studies and discusses the quality control strategy of the project through advanced quality evaluation means and quality control strategy to solve the problems in the construction process of the project in order to achieve the predetermined goal.
