高速公路X收費(fèi)站精細(xì)化管理研究

【摘要】:在高速公路收費(fèi)站這個(gè)特定的領(lǐng)域,研究精細(xì)化管理的實(shí)施,可以豐富高速公路管理理論體系。當(dāng)前,人們主要在研究有關(guān)高速公路的硬件建設(shè)、智能化、網(wǎng)絡(luò)化和收費(fèi)管理的問(wèn)題,而對(duì)高速公路的組織細(xì)胞——收費(fèi)站的管理研究較少,本文以X收費(fèi)站為例,運(yùn)用管理學(xué)及精細(xì)化標(biāo)準(zhǔn)化的相關(guān)理論結(jié)合國(guó)內(nèi)外科研成果,全面研究X收費(fèi)站的精細(xì)化管理。提出合理化建議,彌補(bǔ)管理活動(dòng)中出現(xiàn)的不足,滿足X收費(fèi)站的管理需求。同時(shí),也能對(duì)剛開(kāi)通的收費(fèi)站提供一些有益的借鑒。研究指出X收費(fèi)站實(shí)行精細(xì)化管理要在現(xiàn)行管理模式上進(jìn)行改進(jìn),應(yīng)達(dá)到以下精細(xì)化管理目標(biāo):收費(fèi)業(yè)務(wù)差錯(cuò)率在可控范圍,社會(huì)和公眾滿意度高,職工工作積極性強(qiáng),樹(shù)立品牌服務(wù)文化,完成應(yīng)急保暢預(yù)案。但是現(xiàn)實(shí)情況與X收費(fèi)站精細(xì)化管理的差距還有很多,主要體現(xiàn)在收費(fèi)業(yè)務(wù)方面,服務(wù)控制方面,績(jī)效管理方面,公共管理標(biāo)準(zhǔn)化方面,應(yīng)急保暢能力方面。對(duì)此本文提出加強(qiáng)職工日常業(yè)務(wù)培訓(xùn);做好收費(fèi)工作后勤保障;組建績(jī)效考核領(lǐng)導(dǎo)小組;加強(qiáng)績(jī)效考核培訓(xùn);制定可行性強(qiáng)的績(jī)效考核管理體系;發(fā)揮績(jī)效考核激勵(lì)機(jī)制;做好職工思想工作;細(xì)化文明服務(wù)標(biāo)準(zhǔn);完善營(yíng)運(yùn)監(jiān)管體系;開(kāi)展站區(qū)文化建設(shè);多舉措保障站口安全暢通環(huán)境;制定應(yīng)急保暢預(yù)案等實(shí)現(xiàn)X收費(fèi)站精細(xì)化管理建議。
[Abstract]:In the specific field of expressway toll station, the research on the implementation of fine management can enrich the theoretical system of expressway management. At present, people are mainly studying the problems of highway hardware construction, intelligence, networking and toll management, but there is little research on the management of expressway organizational cell-toll station. This paper takes X toll station as an example. Based on the relevant theories of management and fine standardization, this paper studies the fine management of X toll station in combination with domestic and foreign scientific research results. To make up for the deficiencies in management activities and meet the management needs of X toll station. At the same time, it can also provide some useful reference for the newly opened toll station. It is pointed out that the implementation of fine management in X toll station should be improved in the current management mode, and the following fine management objectives should be achieved: the error rate of charge business is controllable, the social and public satisfaction is high, and the staff and workers have strong enthusiasm for work. Establish brand service culture, complete emergency protection plan. However, there are still many differences between the actual situation and the meticulous management of X toll station, which are mainly reflected in the aspects of charge business, service control, performance management, standardization of public management, and the ability of emergency protection. In view of this, this paper proposes to strengthen the daily business training of staff and workers; to do a good job of logistics support for fee collection; to set up a leading group for performance appraisal; to strengthen performance appraisal training; to establish a feasible performance appraisal management system; to give full play to the incentive mechanism of performance appraisal; Do a good job of staff and workers ideological work; refinement of civilized service standards; improve the operation supervision system; carry out cultural construction of station area; multi-measures to ensure safe and smooth environment of station entrance; formulate emergency plan to ensure smooth management of X toll collection station.
