國(guó)內(nèi)外對(duì)道路規(guī)劃設(shè)計(jì)相關(guān)規(guī)定的比較研究

【摘要】:隨著城市化進(jìn)程愈來(lái)愈快,人們對(duì)交通方面的需求越來(lái)越高,交通問(wèn)題愈演愈烈,影響了城市的健康發(fā)展,因此城市交通問(wèn)題亟需解決。但是政府以及相關(guān)專(zhuān)業(yè)人員都是“以交通論交通”來(lái)分析成因,而很少?gòu)某鞘幸?guī)劃和交通道路設(shè)計(jì)的銜接來(lái)分析一系列的交通問(wèn)題;谏显V情況,本文通過(guò)對(duì)比國(guó)內(nèi)外對(duì)道路規(guī)劃設(shè)計(jì)相關(guān)規(guī)定,分析國(guó)內(nèi)外指導(dǎo)性規(guī)范規(guī)定的差異性;并從城市規(guī)劃編制與交通規(guī)劃設(shè)計(jì)的銜接、交通規(guī)劃設(shè)計(jì)的流程、交通規(guī)劃設(shè)計(jì)的理念等角度出發(fā),分析國(guó)內(nèi)外道路規(guī)劃實(shí)施過(guò)程中的優(yōu)缺點(diǎn)。通過(guò)對(duì)規(guī)范自身和規(guī)范執(zhí)行的過(guò)程的研究,分析各個(gè)要素,結(jié)合國(guó)內(nèi)外的規(guī)范、規(guī)劃實(shí)施程序以及案例對(duì)比分析,嘗試找出我國(guó)道路規(guī)劃設(shè)計(jì)結(jié)果不精細(xì)的原因,并提出相關(guān)改進(jìn)建議。通過(guò)研究分析發(fā)現(xiàn),影響我國(guó)道路規(guī)劃設(shè)計(jì)到實(shí)施有5點(diǎn)因素:①規(guī)范自身有待更新;②規(guī)范執(zhí)行過(guò)程中出現(xiàn)問(wèn)題(城市規(guī)劃與交通規(guī)劃的銜接);③規(guī)范對(duì)道路設(shè)計(jì)的指標(biāo)控制要求過(guò)低;④規(guī)劃設(shè)計(jì)者的規(guī)劃能力有限;⑤規(guī)劃設(shè)計(jì)者被動(dòng)服從性。本論文重點(diǎn)研究因素①和因素②。因素①中重點(diǎn)研究規(guī)范中交叉口、路段(橫斷面)以及交通控制的各個(gè)要素的控制深度、技術(shù)指標(biāo)以及圖例等;因素②中重點(diǎn)研究城市規(guī)劃編制與交通規(guī)劃設(shè)計(jì)的銜接,找出規(guī)劃編制中對(duì)交通規(guī)劃設(shè)計(jì)的要求和控制指標(biāo),并研究詳細(xì)規(guī)劃設(shè)計(jì)對(duì)道路設(shè)計(jì)的影響。最后建議我國(guó)控制性詳細(xì)規(guī)劃等規(guī)劃設(shè)計(jì)過(guò)程中,將道路設(shè)計(jì)規(guī)范作為最低標(biāo)準(zhǔn),以道路的使用者為出發(fā)點(diǎn)進(jìn)行以人為本的交通設(shè)計(jì);建議我國(guó)的規(guī)范可以在強(qiáng)制性要求的基礎(chǔ)上增加案例設(shè)計(jì)指導(dǎo)等通俗易懂的專(zhuān)業(yè)內(nèi)容,讓設(shè)計(jì)師和項(xiàng)目直接受益者都能方便查閱,也便于為管理者提供管理依據(jù);提出道路規(guī)劃設(shè)計(jì)參照準(zhǔn)則。
[Abstract]:With the rapid development of urbanization, the demand for traffic becomes higher and higher, and the traffic problem becomes more and more serious, which affects the healthy development of the city, so the urban traffic problem needs to be solved urgently. However, the government and related professionals are "traffic theory" to analyze the causes, and rarely from the connection of urban planning and traffic road design to analyze a series of traffic problems. Based on the appeal situation, this paper analyzes the differences between the domestic and foreign guidelines by comparing the relevant provisions of road planning and design at home and abroad, and from the connection between urban planning and traffic planning and design, traffic planning and design process, From the point of view of traffic planning and design, the advantages and disadvantages of road planning at home and abroad are analyzed. Through the study of the standard itself and the process of the implementation of the norm, this paper analyzes the various elements, combines the domestic and foreign norms, planning implementation procedures and comparative analysis of cases, and tries to find out the reasons why the results of the road planning and design in our country are not precise. And put forward some suggestions for improvement. Through research and analysis, it is found that there are five factors that affect the design and implementation of road planning in China. (3) the index control of road design in the code is too low. 4. The planning ability of the designer is limited and the designer is passively obedient. This paper focuses on factor 1 and factor 2. Factor 1 focuses on the control depth, technical index and legend of the intersection, section (cross section) and traffic control elements in the specification, and factor 2 focuses on the link between urban planning and traffic planning design. The requirements and control indexes of traffic planning and design are found out, and the influence of detailed planning and design on road design is studied. Finally, it is suggested that in the planning and design process of controlling detailed planning, the road design code should be taken as the minimum standard, and the road users should be taken as the starting point to carry out the people-oriented traffic design. It is suggested that the standard of our country can add the easy-to-understand professional content such as case design guidance on the basis of mandatory requirements, so that designers and direct beneficiaries of projects can be easily consulted, and also can provide management basis for managers; The reference criteria for road planning and design are proposed.
