【摘要】：自然保護林區(qū)公路是林區(qū)的基礎設施,一直是制約林業(yè)經濟發(fā)展的瓶頸。林區(qū)公路的建設必須建立在其服務功能研究的基礎上,林區(qū)公路由過去的為木材砍伐、林產品加工運輸?shù)忍峁┑慕煌ū憷饔猛?發(fā)展為現(xiàn)在對林區(qū)資源保護、防火、有害生物防治、加強治安管理以及便利生態(tài)旅游等主要服務功能。林區(qū)公路建設已成為林業(yè)建設的一項重要內容,特別是林區(qū)公路的規(guī)劃設計,對林區(qū)今后的發(fā)展起著決定性的作用。林區(qū)功能區(qū)劃是根據(jù)區(qū)域內生物多樣性、地位和功能的不同,保護的重點和方式的不同進行的區(qū)域劃分。所以,林區(qū)公路的規(guī)劃設計必須結合其功能區(qū)劃,僅有如此才能發(fā)揮出相關作用。為此,開展在林區(qū)功能區(qū)劃、公路設計基礎上的服務功能評價研究具有重要的理論和實踐指導意義。本研究搜集分析國內外相關文獻,提出在考慮服務功能評價基礎上林區(qū)公路建設可行性的研究內容。通過對湖南省八面山自然保護區(qū)功能區(qū)劃、保護區(qū)公路設計內容等情況的了解的基礎上,考慮交通運輸、營林護林、休閑游憩以及區(qū)域和諧四個方面的服務功能,定性定量選取與公路服務功能相關的評價指標,借助于層次分析法與模糊綜合評判法結合構建評價模型,完成對林區(qū)公路的服務功能評價。林區(qū)公路的服務功能評價是本文的關鍵部分。在功能分區(qū)、林區(qū)公路設計的基礎上,分析林區(qū)公路對沿線環(huán)境的主要影響因素,總結出服務功能評價的指標。采用問卷調查對評價指標進行了統(tǒng)計分析,定量的對評價指標進行了篩選。最后,應用AHP-模糊評判法對八面山公路給出服務功能評價,對存在的不足之處提出科學合理的建議,旨在為林區(qū)公路建設提供參考。
[Abstract]:The natural protection forest area highway is the infrastructure of the forest area, which has always been the bottleneck of restricting the development of forestry economy. The construction of the forest area highway must be based on the research of its service function. The forest area highway is developed from the past for the wood cutting, the processing and transportation of forest products and so on. Fire, harmful biological prevention and control, strengthening public security management and facilitating ecotourism and other main service functions. The construction of forest road has become an important content of forestry construction, especially the planning and design of the forest area road, which plays a decisive role in the future development of the forest area. The functional zoning of the forest area is based on the biodiversity, status and work of the region. Therefore, the planning and design of the forest area highway must be combined with its functional zoning, only so can it play an important role. Therefore, it has important theoretical and practical guiding significance to carry out the research on service function evaluation on the basis of the function zoning of the forest area and the highway design. The study collected and analyzed the relevant literature at home and abroad, and put forward the research content of the feasibility of highway construction in the forest district on the basis of considering the service function evaluation. On the basis of the understanding of the functional zoning of the eight Mt. Mountain Nature Reserve in Hunan and the content of the highway design in the protected area, the transportation, forest shelterbelt, recreation and recreation, and the area and the area are considered. The service function of the four aspects is qualitative and quantitative and the evaluation index related to the function of highway service is selected, and the evaluation model is constructed by combining the analytic hierarchy process with the fuzzy comprehensive evaluation method. The service function evaluation of the forest area highway is completed. The evaluation of the service function of the forest area highway is the key part of this article. On the basis of the analysis, the main influencing factors of the environment along the road along the forest area are analyzed, and the index of service function evaluation is summarized. The statistical analysis of the evaluation indexes is carried out with the questionnaire survey, and the quantitative evaluation index is selected. Finally, the service function evaluation is given by the AHP- fuzzy evaluation method to the eight mountain highways. Scientific and reasonable suggestions are put forward to provide reference for highway construction in forest areas.
