【摘要】：交通運輸是國民經(jīng)濟中的基礎(chǔ)性、先導(dǎo)性、戰(zhàn)略性產(chǎn)業(yè),是重要的服務(wù)性行業(yè)。構(gòu)建現(xiàn)代綜合交通運輸體系,是適應(yīng)經(jīng)濟發(fā)展新常態(tài),推進供給側(cè)結(jié)構(gòu)性改革,推動國家重大戰(zhàn)略實施,全面建成小康社會的客觀要求。黨的十八大以來,交通運輸進入了綜合交通運輸體系建設(shè)的新階段,綜合交通運輸基礎(chǔ)設(shè)施成網(wǎng)加快,多種運輸方式有效銜接,省道作為重要的組成部分,建設(shè)投資規(guī)模占相當(dāng)比重。但一直以來,對省道工程質(zhì)量管理的研究缺乏系統(tǒng)性,并且傳統(tǒng)質(zhì)量管理模式側(cè)重于關(guān)注項目的施工階段,對其他階段的質(zhì)量管理涉及不多,存在一定的局限和不足。本文注重把全生命周期管理的理念運用到具體的省道工程質(zhì)量管理實踐中,以一種綜合全面的質(zhì)量管理思想解決省道工程質(zhì)量問題。首先,本文提出了研究內(nèi)容、研究意義等,對全生命周期理論、質(zhì)量管理理論和國內(nèi)外省道工程質(zhì)量管理研究進行了梳理,結(jié)合前人的研究成果提出自己的見解。其次,針對我國省道的管理模式,分析質(zhì)量管理工作中存在的問題,通過必要性分析,引出省道全生命周期質(zhì)量管理理論。理論的內(nèi)容主要分為三個方面,即省道質(zhì)量管理影響因素、省道質(zhì)量管理的原則、省道全生命周期質(zhì)量管理評價體系。其中,對省道全生命周期質(zhì)量管理評價體系的建立是本文進行定量分析的關(guān)鍵,養(yǎng)護階段質(zhì)量管理評價體系則是創(chuàng)造性地提出。再次,將上述理論和評價體系對具體的S省道項目加以運用�？v向上看,形成了以省道工程質(zhì)量管理為主線,貫穿項目周期的全過程質(zhì)量管理;橫向上看,通過對影響施工工程質(zhì)量的"人、機、料、法、環(huán)"五要素進行分析,形成了以省道施工質(zhì)量管理為重點,覆蓋工程施工過程的全面質(zhì)量管理。最后,對前文關(guān)于S省道的案例分析與評價進行總結(jié)。在S省道的質(zhì)量管理工作中,通過綜合運用論文介紹的省道全生命周期質(zhì)量管理理論,對項目實施全過程質(zhì)量管理及對施工階段五要素實施全面質(zhì)量管理,指出S省道質(zhì)量管理工作中存在的問題,并提出改進措施與建議,通過整改,提高了S省道項目整體質(zhì)量。綜合來說,相對于傳統(tǒng)的省道工程質(zhì)量管理方法,全生命周期質(zhì)量管理形成了新型的省道質(zhì)量管理模式,涵蓋了省道項目建設(shè)周期各階段質(zhì)量管理和施工質(zhì)量管理的主要影響因素,促進了省道質(zhì)量管理工作的開展和提升。本論文的研究成果為我國省道項目質(zhì)量管理理論的進一步發(fā)展提供了一種可參考的思路,為省道質(zhì)量管理方法的選擇提供理論依據(jù)和評價體系,也為其他省道實施先進的質(zhì)量管理提供了借鑒和指引。
[Abstract]:Transportation is a basic, leading and strategic industry in the national economy. It is an important service industry. The construction of modern comprehensive transportation system is the objective requirement of adapting to the new normal of economic development, promoting supply-side structural reform, promoting the implementation of major national strategy and building a well-off society in an all-round way. Since the 18th National Congress of the Party, transportation has entered a new stage in the construction of a comprehensive transportation system. The integrated transportation infrastructure has been quickened, various modes of transportation have been effectively linked up, and provincial roads have become an important component. Construction investment scale accounts for a considerable proportion. However, the study of provincial engineering quality management has been lack of systematization, and the traditional quality management mode focuses on the construction phase of the project, and there are some limitations and deficiencies in the other stages of quality management. In this paper, the concept of whole life cycle management is applied to the practice of provincial engineering quality management, and a comprehensive quality management thought is used to solve the problem of provincial road project quality. First of all, this paper puts forward the research content, significance and so on, combs the whole life cycle theory, the quality management theory and the domestic and foreign provincial road project quality management research, and puts forward his own opinion combining with the previous research results. Secondly, according to the management mode of provincial highway in our country, the problems existing in the quality management are analyzed, and through the necessity analysis, the whole life cycle quality management theory of provincial highway is introduced. The content of the theory is mainly divided into three aspects, namely, the influencing factors of provincial road quality management, the principle of provincial road quality management, and the evaluation system of provincial road quality management in the whole life cycle. The establishment of the quality management evaluation system for the whole life cycle of the provincial highway is the key to quantitative analysis in this paper, and the quality management evaluation system for the maintenance stage is creatively put forward. Thirdly, the above theory and evaluation system are applied to the specific S provincial highway project. From the vertical point of view, the whole process quality management, which takes the provincial road project quality management as the main line and runs through the project cycle, is formed. Horizontally, through the analysis of the five elements of "person, machine, material, method and ring" that affect the quality of the construction project, The total quality management of the construction process of the overlay project is formed with the emphasis on the quality management of the provincial road construction. Finally, the paper summarizes the case analysis and evaluation of S province. In the quality management of the S provincial highway, through the comprehensive application of the whole life cycle quality management theory of the provincial highway introduced in the paper, the quality management of the whole process of the project and the five elements of the construction phase are carried out, and the total quality management of the five elements in the construction stage is carried out. This paper points out the problems existing in the quality management of the S provincial highway, and puts forward some improvement measures and suggestions. Through rectification, the overall quality of the S provincial highway project is improved. In general, compared with the traditional provincial engineering quality management method, the whole life cycle quality management has formed a new provincial road quality management mode. It covers the main influencing factors of quality management and construction quality management in each stage of provincial highway project construction cycle, and promotes the development and promotion of provincial highway quality management. The research results of this paper provide a reference for the further development of the quality management theory of provincial projects in China, and provide a theoretical basis and evaluation system for the selection of provincial quality management methods. Also for other provinces to implement advanced quality management to provide reference and guidance.
