【摘要】：機(jī)動(dòng)車(chē)增量控制作為交通需求管理的一種手段。近年來(lái),新加坡、東京、香港、上海、北京、貴陽(yáng)、廣州等城市相繼從不同角度對(duì)機(jī)動(dòng)車(chē)總量進(jìn)行控制,一定程度上抑制了機(jī)動(dòng)車(chē)快速增長(zhǎng)的態(tài)勢(shì),但由于使用控制方法不同取得效果差異較大。本文在回顧國(guó)內(nèi)外城市實(shí)施機(jī)動(dòng)車(chē)增量控制方法的基礎(chǔ)上,從控制方法、控制車(chē)型、競(jìng)拍價(jià)格等方面進(jìn)行對(duì)比分析,最后提出控制增量必須同步外市籍車(chē)輛管理措施防止"異地上牌、本地使用",增量和存量使用手段需并重從而合理引導(dǎo)車(chē)輛擁有和使用,"推拉"政策相結(jié)合促進(jìn)城市交通結(jié)構(gòu)優(yōu)化,從源頭上實(shí)現(xiàn)城市規(guī)劃與交通系統(tǒng)協(xié)調(diào)才能從根本上緩解交通擁堵。
[Abstract]:Vehicle incremental control is a means of traffic demand management. In recent years, Singapore, Tokyo, Hong Kong, Shanghai, Beijing, Guiyang, Guangzhou and other cities have successively controlled the total number of motor vehicles from different angles, which to some extent has restrained the rapid growth of motor vehicles. However, because of the use of different control methods, the results are quite different. On the basis of reviewing the incremental control methods of motor vehicles implemented in domestic and foreign cities, this paper makes a comparative analysis from the aspects of control methods, control models, bidding prices, etc. Finally, it is put forward that the control increment must synchronize with the management measures of foreign market vehicles to prevent them from being licensed in different places. Local use ", increment and stock use means need to be equal emphasis in order to reasonably guide vehicle ownership and use," push-pull "policy combination to promote urban traffic structure optimization," Only by realizing the coordination of urban planning and traffic system from the source can traffic congestion be alleviated fundamentally.
