低碳交通城市評(píng)價(jià)指標(biāo)測(cè)量系統(tǒng)與建設(shè)方案研究

【摘要】:隨著小汽車(chē)的迅猛發(fā)展,交通領(lǐng)域碳排放占碳排放總量的比重越來(lái)越大,各國(guó)紛紛將交通部門(mén)作為減碳的重點(diǎn)行業(yè)。我國(guó)也在2009年提出,要加快建設(shè)以低碳為特征的交通體系,并將減排成果與財(cái)政補(bǔ)貼掛鉤。隨后政府部門(mén)及學(xué)術(shù)研究界紛紛對(duì)低碳交通城市的評(píng)價(jià)考核體系展開(kāi)研究,用以確定交通各部門(mén)碳排放現(xiàn)狀及減排潛力,量化交通節(jié)能減排目標(biāo),明確政府節(jié)能工作方向,為制定低碳交通發(fā)展政策與措施提供數(shù)據(jù)支撐。在實(shí)際考核測(cè)評(píng)工作中,由于沒(méi)有系統(tǒng)、完整的數(shù)據(jù)支持,給科學(xué)合理的低碳交通城市評(píng)價(jià)帶來(lái)困難。本文從整理現(xiàn)有的政府性、學(xué)術(shù)性評(píng)價(jià)指標(biāo)體系入手,對(duì)各基礎(chǔ)指標(biāo)數(shù)據(jù)的獲得途徑進(jìn)行研究,對(duì)碳排放計(jì)算方法進(jìn)行闡述,對(duì)私人小汽車(chē)能源與碳排放數(shù)據(jù)獲得路徑進(jìn)行探討,完善我國(guó)現(xiàn)有的運(yùn)輸統(tǒng)計(jì)報(bào)表制度,以獲得更為完備的數(shù)據(jù);運(yùn)用TransCAD軟件對(duì)部分不能直接獲得的數(shù)據(jù)進(jìn)行計(jì)算;對(duì)問(wèn)卷類(lèi)指標(biāo)的問(wèn)卷設(shè)計(jì)方法、樣本量的確認(rèn)、網(wǎng)上填報(bào)等進(jìn)行說(shuō)明。建立以公路運(yùn)輸信息統(tǒng)計(jì)系統(tǒng)、公共交通協(xié)同管理系統(tǒng)、出行信息網(wǎng)上填報(bào)系統(tǒng)為基礎(chǔ)的低碳交通城市評(píng)價(jià)指標(biāo)測(cè)量系統(tǒng)。最后,對(duì)各種評(píng)價(jià)指標(biāo)反映出的低碳交通城市建設(shè)的側(cè)重點(diǎn)與著力處,從空間減碳、方式減碳、技術(shù)減碳、政策減碳四個(gè)維度,構(gòu)建緊湊型城市發(fā)展模式、優(yōu)化出行結(jié)構(gòu)、推廣新能源新技術(shù)、制定低碳政策四個(gè)方面,對(duì)低碳交通城市的建設(shè)方案進(jìn)行論述。
[Abstract]:With the rapid development of cars, the proportion of carbon emissions in the transportation field is increasing. Many countries regard the transportation sector as the key industry of carbon reduction. In 2009, China also proposed to speed up the construction of low-carbon transport system, and to link the results of emission reduction with financial subsidies. Subsequently, government departments and academic research circles carried out research on the evaluation and assessment system of low-carbon transportation cities in order to determine the current situation and potential of carbon emission reduction in various transport departments, to quantify the targets of traffic energy conservation and emission reduction, and to clarify the direction of government energy conservation work. For the formulation of low-carbon transport development policies and measures to provide data support. In the actual assessment and evaluation work, it is difficult for scientific and reasonable evaluation of low-carbon transportation cities because of the lack of systematic and complete data support. Starting with the existing government and academic evaluation index system, this paper studies the ways to obtain the basic index data, and expounds the calculation methods of carbon emissions. This paper probes into the path of obtaining data on energy and carbon emissions of private cars, perfects the current system of transportation statistics and reports in our country, and calculates some data that can not be obtained directly by using TransCAD software, so as to obtain more complete data. The method of questionnaire design, the confirmation of sample size and online report are explained. Based on the highway transportation information statistics system, the public transportation cooperative management system and the trip information network filling system, a low carbon traffic city evaluation index measurement system is established. Finally, the focus and focus of low-carbon transportation city construction reflected by various evaluation indicators, from the four dimensions of space carbon reduction, way carbon reduction, technology carbon reduction, policy carbon reduction, the construction of compact urban development model, the optimization of travel structure, This paper discusses the construction plan of low-carbon transportation city from four aspects: popularizing new energy and new technology and making low carbon policy.
