基于DEA的高速公路運(yùn)營效益評(píng)價(jià)

【摘要】:自2000年后,我國高速公路開始進(jìn)入市場化運(yùn)營還貸高峰期,如何對(duì)高速公路進(jìn)行科學(xué)合理的運(yùn)營管理和投資決策,提高其運(yùn)營效益,已成為高速公路企業(yè)所面臨的主要問題之一。高速公路運(yùn)營效益的評(píng)價(jià)與研究是高速公路運(yùn)營管理與投資決策的前提和保障,在目前的研究中,高速公路運(yùn)營效益評(píng)價(jià)存在評(píng)價(jià)指標(biāo)體系不全面、評(píng)價(jià)內(nèi)容多關(guān)注歷史運(yùn)營效益、評(píng)價(jià)方法主觀性較強(qiáng)以及評(píng)價(jià)結(jié)論粗糙等問題。本文擬采用數(shù)據(jù)包絡(luò)分析法(DEA),從高速公路運(yùn)營企業(yè)的角度,構(gòu)建全面、客觀的高速公路運(yùn)營效益評(píng)價(jià)指標(biāo)體系,對(duì)高速公路運(yùn)營效益進(jìn)行評(píng)價(jià)。本文對(duì)高速公路運(yùn)營效益評(píng)價(jià)現(xiàn)狀及存在的問題進(jìn)行了系統(tǒng)的梳理與分析,總結(jié)了不同評(píng)價(jià)方法存在的優(yōu)缺點(diǎn),結(jié)合高速公路運(yùn)營效益評(píng)價(jià)的特點(diǎn),選取DEA方法作為本論文的評(píng)價(jià)方法。DEA方法在評(píng)價(jià)過程中不必給每個(gè)指標(biāo)設(shè)定權(quán)重和統(tǒng)一量綱,不需要考慮指標(biāo)之間的相關(guān)性,同時(shí)能夠根據(jù)評(píng)價(jià)結(jié)果找出運(yùn)營階段存在的問題,并給出改進(jìn)的方向和具體程度,克服了傳統(tǒng)評(píng)價(jià)方法的不足與缺陷。然后,從內(nèi)外兩個(gè)角度對(duì)高速公路運(yùn)營效益的影響因素進(jìn)行了深入的分析與研究,結(jié)合指標(biāo)選取原則,從運(yùn)營組織效率、管理水平、服務(wù)水平以及財(cái)務(wù)效益四個(gè)方面構(gòu)建了高速公路運(yùn)營效益評(píng)價(jià)指標(biāo)體系,對(duì)評(píng)價(jià)指標(biāo)體系中各級(jí)指標(biāo)的考核內(nèi)容進(jìn)行了具體的說明。在對(duì)高速公路運(yùn)營過程中投入與產(chǎn)出要素進(jìn)行分析的基礎(chǔ)上,結(jié)合DEA方法的特點(diǎn),構(gòu)建了基于DEA的輸入與輸出指標(biāo)體系,對(duì)評(píng)價(jià)指標(biāo)的數(shù)據(jù)來源進(jìn)行了詳細(xì)的說明,其中包括歷史數(shù)據(jù)以及預(yù)測數(shù)據(jù),并對(duì)評(píng)價(jià)過程進(jìn)行了具體的設(shè)計(jì)。在以上研究的基礎(chǔ)上,以S高速公路為例,對(duì)其運(yùn)營效益進(jìn)行了多維度的綜合評(píng)價(jià)與分析,其中包括橫向評(píng)價(jià)分析、縱向評(píng)價(jià)分析以及未來年評(píng)價(jià)分析,以把握S高速公路過去及未來的運(yùn)營發(fā)展?fàn)顩r,其中未來年的評(píng)價(jià)與分析是在高速公路交通量預(yù)測的基礎(chǔ)上進(jìn)行的,對(duì)高速公路未來的運(yùn)營與發(fā)展有著重要的意義,并在對(duì)評(píng)價(jià)結(jié)論進(jìn)行分析的基礎(chǔ)上,提出了具體的改進(jìn)對(duì)策與建議,從而證明了DEA模型的可行性和有效性。
[Abstract]:Since 2000, the expressway of our country began to enter the peak period of market-oriented operation and loan repayment. How to carry on the scientific and reasonable operation management and the investment decision to the expressway, improve its operation benefit, It has become one of the main problems faced by highway enterprises. The evaluation and research of expressway operation benefit is the premise and guarantee of expressway operation management and investment decision. In the present research, the evaluation index system of expressway operation benefit is not comprehensive. The content of evaluation pays more attention to the benefit of historical operation, the subjectivity of evaluation method and the rough conclusion of evaluation and so on. In this paper, data Envelopment Analysis (DEAA) is used to construct a comprehensive and objective evaluation index system of expressway operation benefit from the point of view of expressway operation enterprise, and to evaluate expressway operation benefit. This paper systematically combs and analyzes the present situation and existing problems of expressway operation benefit evaluation, summarizes the advantages and disadvantages of different evaluation methods, and combines the characteristics of expressway operation benefit evaluation. Selecting DEA method as the evaluation method of this paper .DEA method in the evaluation process does not need to set the weight and unified dimension for each index, do not need to consider the correlation between the indicators, at the same time can find out the problems existing in the operation phase according to the evaluation results. The improvement direction and concrete degree are given to overcome the shortcomings and defects of traditional evaluation methods. Then, from the inside and outside two angles to carry on the thorough analysis and the research to the expressway operation benefit influence factor, unifies the index selection principle, from the operation organization efficiency, the management level, This paper constructs the evaluation index system of expressway operation benefit from four aspects of service level and financial benefit, and explains the assessment content of each level index in the evaluation index system. Based on the analysis of input and output factors in expressway operation and the characteristics of DEA method, the input and output index system based on DEA is constructed, and the data source of evaluation index is explained in detail. Including historical data and prediction data, and the evaluation process of the specific design. On the basis of the above research, taking S Expressway as an example, the multi-dimensional comprehensive evaluation and analysis of its operation benefit are carried out, including horizontal evaluation analysis, longitudinal evaluation analysis and future year evaluation analysis. In order to grasp the past and future operation and development of S Expressway, the evaluation and analysis of the future year is carried out on the basis of highway traffic volume prediction, which is of great significance to the future operation and development of Expressway. On the basis of the analysis of the evaluation conclusions, the paper puts forward some concrete countermeasures and suggestions for improvement, which proves the feasibility and validity of the DEA model.
